Recommended Evaluation Criteria A Source Selection Evaluation Board and Source Selection Evaluation Criteria are required. In accordance with FAR 15.305(a)(1)- (3), price, past performance, and technical evaluation factors and sub-factors will be used as the source selection evaluation criteria. Trade-Offs will be used as the basis for award. In accordance with FAR Clause 52.212-2 Evaluation— Commercial Items, Technical and Past Performance, when combined, will be approximately equal to price for this acquisition. The Source Selection Evaluation Board (SSEB) will assess the technical sub-factors utilizing a Combined Technical/Risk Rating Method. All technical sub-factors and past performance sub-factors are listed below.

1. Technical Factors:

Starting a criminal patrol program

•Ethical approach to interdiction

•Other crimes discovered during traffic stops

•Officer safety issues

•Observations prior to lawful traffic stop

2. Past Performance Factors:

a. Past Performance Factor A: Recency

Past performance is considered recent if the training occurred within three (3) years prior to the date of the solicitation and includes present past performance. However, references for training conducted more recently may receive more consideration. For example, a reference for training conducted within the last 12 months may receive more consideration than a reference for training conducted 30 months ago. Recency will be expressed using the Past Performance Relevancy Ratings. (VR- Very Relevant; R- Relevant; SR- Somewhat Relevant; NR- Not Relevant)

b. Past Performance Factor B: Relevancy

In establishing what is relevant to this acquisition, consideration will be given to similarity of training, contract duration (one-time training or multiple iterations, single or multiple years), dollar value, and extent of subcontracting/teaming. Relevance will be expressed using the Past Performance Relevancy Ratings. (VR- Very Relevant; R- Relevant; SR- Somewhat Relevant;

NR- Not Relevant).
