Statement of Objectives
Audio Visual Equipment
For Buildings 1400 Conference Center Camp Shelby, MS
Scope of Work:
Provide, Install, and integrate Audio Video System capable of filling complete building as one room as well as being sub-divided into two smaller conference areas that can have independent or joined sources consisting of below.
Portable PA systems that include a wireless microphone and input port for the audio output of the Video carts. These PA systems must be totally portable and self-contained to allow for easy set up and tear down Custom Video Carts that include a self-contained AV distribution system that allows for either HDMI or VGA input that will feed the local 75” monitor as well as outputs to feed up to three additional carts via a single 40’ umbilical cord for power and Video content; each cart must be totally portable yet linkable to facilitate any size venue with a single input. Each unit must contain power conditioning and surge protection for up to 3 additional units to connect to a single cart. Each unit must also contain an HDMI Audio Extractor to provide output to a special portable PA system that will be addressed

Articulating Full Motion Wall Mounts must have Specs that meet or exceed:
Swing arm extension: 37”

System control processor
IP Based platform with control sub network;
Onboard 512MB RAM & 4 GB Flash memory required with Smart Graphics capability, X-Panel interface, Web Based computer interface and DOD approved IOS interface remotely controlled. Must be approved to be attached to the military Network and meet NGB security requirement necessary. Network connectivity requires DoD JITC Information Assurance (IA) Certification, U.S. Army Certificate of Networthiness (CoN) compliant TEMPEST Compliance for Volatility and on DISA (DOD) approval list In accordance with AR 25-1. All system programming (intellectual property) will be owned, controlled and in the custody of DOD customer.

This Device Must:
Deliver a unified HD signal distribution solution incorporating both Point to point wired and IP streaming Technologies;
Integrate Video, Audio, Networking, and Control over one wire or fiber strand;
Afford full matrix switching with ultra-high 12.5 Gbps backplane data rate;
Be configurable with up to 16 DM, HDBaseT, and/or HDMI Products
Have 2 inputs and 2 outputs in place for future OFE VTC system with content
Input Scaler Plates with HDMI, VGA and Audio Inputs with USB HID Host Port
Must be HDBaseT Certified;
Contain Quick Switch HD Technology;
Handle Video resolutions up to Full HD 1080p;

Must be remotely controllable from x-panel interface, Web interface (ie: internet explorer) and DOD approved IOS interface. Must meet military Network NGB security requirement necessary to be on the protected 55 network and emulate the existing standard graphics from existing projects in other locations. Screen shots are available (panel files from those projects can be provided by us for reference once contract is awarded)

Requires 14 rack spaces and can accommodate up to 2 flip-up shelves.
Lockable Rear main door. Hidden locking keyboard/mouse door. Pull-out keyboard and mouse tray, 4" heavy duty ball bearing casters. Monitor and AV custom cutouts. Customer will approve look/design similar to LEX31.

Camp Shelby Joint Forces Training Center

PERFORMANCE PERIOD:
Due to scheduling requirements, Contractor shall execute contract work items on 1400 Block buildings from contract award of approximately January 20th to February 22, 2017.
SITE VISIT: A site visit will be conducted on Tuesday, January 17, 2017 at 11:00 AM (CST) at Building 1406 at Camp Shelby, Mississippi. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply.
Security Requirements:
All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
