1. Will the Government consider a change to bi-weekly invoicing? Benefits that we have experienced with other clients include: (YES)

Provides more real time information
Makes overtime easier to identify and monitor
Creates more efficient de-obligation processes

2. Are there any Government of Contract incumbents? Please provide the billable rates. How many FTEs are currently being filled by the incumbent? One incumbent – RN/Part Time in Office of State Surgeon). Idea was socialized among Major Subordinate Commands in February and they have been recruiting/screening potential applicant, all of which will be made available to the contractor awarded.

3.In reference to Section 6 Skills. “Personnel shall have a working knowledge of Military dynamics and organizational management,” is military experience required for the Case Managers? No, but must demonstrate ability to assimilate knowledge

4. Please clarify if this is a personal or non personal service agreement. Non personal service

5. Please provide approximate percentage of time the Case Managers will be required to travel? ? (Rarely, just quote per mile charges per individual. We will approve all travel beforehand ) And telecommute? (only in special cases)

6. In reference to Section 10.G Telecommuting. “The CM must live within a reasonable commuting distance from their primary worksite,” what is considered a reasonable commute distance? We generally use 50 miles for SMs. Would think that would be considered reasonable. Just need to make sure we are not going to get billed for mileage/travel for someone just coming to work.

7. Section 4.2.2 of Appendix B requires that the contractor submit resumes for “(1) the offeror’s responsible agent for the contract within the company, (2) the Program Manager’s resume, and (3) the Assistant Program manager’s resume.” Typically for a requirement with this level of staffing we would utilize a responsible agent within our company to manage the performance of the contract and therefore would not utilize a Program Manager or an Assistant Program Manager. Is it the Government’s intention that the Program Manager and Assistant Program Manager are RN Case Managers who are performing services under the contract (i.e. the Case Managers assigned to the Office of the State Surgeon in Jackson)? No. Would prefer to have a local manager/POC though.

8. Section 4.3.7.2 of Appendix B references the Past Performance questionnaire as part of the evaluation of the Past Performance factor. The posted documents did not include a questionnaire. Will the Government be sending the questionnaire to the listed references or should the contractor be sending a past performance questionnaire to each of our references? If the Government wants the contractor to submit the questionnaire to the reference can the Government provide the past performance questionnaire? PPQ will be submitted

9. Will you please provide the approximate number of hours that that NP will work in an average week? No NP necessary, but acceptable. Minimum RNs. FT = 80 hrs per 2 weeks, PT = ~60hrs per 2 weeks

10. Would the government consider changing to an hourly bill rate for the NP, because they will only be part time and will not have a fixed schedule? Base PT position on RN at 60 hrs per 2 weeks avg. This is the only incumbent at this time.

11. Please clarify how much case management experience is required? Prefer one year, but applicants really just need to demonstrate knowledge of case management requirements and organizational skills necessary for tracking/assisting “patients” through processes.

12. Section 15.j of the PWS (Page 11) requires that the contractor “provide a local manager who will be available to the staff to address any issues or concerns immediately upon notification. This manager should have authority to speak for the contractor on any issues as they may arise.” Can this contract manager be an individual performing case manager services under the contract? Can be. If so, would prefer it to be the one FT RN working in Office of the State Surgeon in Jackson.

13. Will there be a Statement of work for this procurement? The statement of work is posted in the solicitation W9127Q-10-R-0007.

14. Are there specific instructions for the offerors to complete the technical proposal? Are there specific page limits for each factor? Not sure about the applicability of a "technical proposal" other than demonstrating how they will provide "local" management" and POC for qualified contracted personnel and how they intend to respond to our request to replace those contracted personnel that are not performing.

15. Do you need information in addition to the yearly rate in the CLIN for evaluation of the cost proposal? What is the effort level of the part-time RN/NP in Jackson, MS? Currently will need yearly fixed price to supply four FT and one PT employees. PT employee is only incumbent and currently an RN working in this office an average of 27 hrs per week. Quote should reflect FT based on 80 hrs every 2 weeks and PT based on 60 hrs every 2 weeks. Travel handled separately on as needed basis (our call). Would also be nice to have estimate of additional cost should we decide to mod in order to add additional case managers

16. Should we list our Past Performance references with contact information and scope of work or is there a Past Performance Questionnaire we should use?

17. Is there a standard, or hypothetical Travel amount we should use for CLINS 0003, 1003, 2003 for evaluation purposes? No standard. Just quote per mile reimbursement cost/charge per individual to be approved by us on as needed basis.

18. Section 15.j of the PWS (Page 11) requires that the contractor “provide a local manager who will be available to the staff to address any issues or concerns immediately upon notification.” Given the distance between the three different cities in Mississippi that are being served under the contract, can the Government define what would be an acceptable “local” area for the manager to be based from?

19. Would a response include a technical proposal and price proposal? Yes

20. Are resumes of possible case managers to be included in the proposal? No. We should be able to provide a pool of qualified applicants to the contractor since the MSCs have been looking in their respective areas for candidates since February.

21. Are there incumbent employees? If so, how many, and can they be contacted? One incumbent - the PT working in Office of the State Surgeon in Jackson. Can be contacted after contract awarded.

22. Are the positions for RN's, or LPN's? RNs

23. Please define full time (how many hours per week and per year) 80 hrs per 2 weeks (36 one week/44 the next)

24. Please define part time (hours per week and per year) Would base PT on 60 hrs per 2 weeks

25. Is there a SCA wage scale to be used? Yes
