| None. The position is for a Nurse or Nurse Assistant. | ||
| 10 | The selection evaluation criteria mentions five (5) sub-factors, but in the RFQ, section 52.212.2 mentions the following but not what is required. | Experience and capabilities are the only sub-factor. |
| 11 | How does making the travel arrangements work and do I need to hold a clearance other than the IT requirements? | Travel is based on an as needed basis between St. Thomas and St. Croix. The contractor will not be accessing classified information. |
| 12 | The RFI Log, the answer to comment #3 indicates that resumes are to be submitted with the bid even though answer #4 indicates that there is an incumbent person. Since, the solicitation includes FAR 52.222-17 (Nondisplacement of Qualified Workers), the winning contractor will be required to offer the job to the incumbent person. | The previous contract has expired and there is no one sitting in the position. |
| 13 | The solicitation includes FAR 52.222-42 (Statement of Equivalent Rates for Federal Hires) but the information to satisfy that clause is not provided with the solicitation. | The solicitation will be revised to include this information.- |
| 14 | The solicitation includes the 522.222-41 (Service Contract Labor Standards). Request you confirm that the current Wage Determination is 05-2553 (rev 16) and is to be used for this quotation. | Yes. |
| 15 | The solicitation appears to contain several administrative errors on the period of performance. The PWS para 28 contains and obvious error and states that the period of performance shall be 15 June 2015 to 14 June 2016. However, the SF 1449 continuation sheet, lists item numbers for the base year and three (3) option years. Also, the evaluation section states that “the Government will evaluate … by adding the total price for all options to the total price of the basic requirement.” Additionally, the delivery dates for the six (6) CLINS in the delivery information section increase the confusion by specifying delivery dates that are either 20 Sep 2016 to 19 Sep 2017; or, 20 Sep 2016 – this includes the delivery dates for the option years. | The period of performance is 365 days after award, with three option years. |
| In the PWS (para 28), says “the requirement will be awarded as a time and materials contract, not Firm Fixed Price (FFP) …”, but the pricing schedule lists the items as FFP and states “NTE 1,920 hours during POP at the Contractor’s set hourly rate”. Also, the units for pricing are not consistent for like items. The units change between “job” and “each” even though the items are for the same kind of item. | The contract will be invoiced based on hours worked by the employee. The unit of issue "job" allows for the drawn down of funds. The unit of issue for the option years will be changed to "job" if and when the option years are exercised. | |
| Based on the 1920 hours in the pricing, the contract appears to be 1 FTE. Is this correct? Will you also accept 2 or more part time case managers instead of a single FTE? | The contract requires to contract workers. The solicitation will be revised to reflect this. | |
| Request a copy of the draft DD 254 be provided. Also, will the awardee be required to have an FCL? | A DD 254 is NOT required. | |
| Would it be possible for an extension on the above solicitation? | Yes, bids submission is extended to 6 September. A modified solicitation will be posted on or before close of business on 31 Aug 16. |
