This is a Standard Form 30 Amendment to Solicitation, issued by the W071 Endist Portland KO Contracting Division on September 16, 2026, for solicitation W9127N26QA164. The amendment extends the response deadline from September 9, 2026 at 12:00 PM Pacific Daylight Time to September 18, 2026 at 4:00 PM Pacific Standard Time, providing vendors with an additional nine days to prepare and submit offers.

The amendment modifies four contract line items involving customized Straval brand hydraulic products to be delivered to the U.S. Army Corps of Engineers at The Dalles Lock and Dam in Oregon. CLIN 0001 specifies a Relief Valve 1-1/2" (RVC05-15T) with 3000 psi high pressure rating and 250-2000 psig spring range; CLIN 0002 specifies a Check Valve 1-1/2" (CKVH06-15T) rated at 6000 psi; CLIN 0003 specifies a Strainer 1-1/2" (SBS10-15T-PE-F-3000psi) with 0.062-inch perforation sizing; and CLIN 0004 covers freight and shipping with delivery during Monday-Thursday business hours (7:00 AM–4:00 PM Pacific), excluding federal holidays. The amendment also adds FAR clause 52.212-2 establishing evaluation criteria emphasizing lowest price as the determining factor, with price realism analysis and consideration of Supplier Performance Risk System assessments. Vendors who have already submitted offers must review the amendment and acknowledge receipt by signing and returning the SF 30 form or by separate written communication prior to the extended deadline.

Evaluation Factors for Award

Miscellaneous text in this section has been added to:

RFO FAR 52.212-2 - Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation and brand name justification will be most advantageous to the Government, price being the determining factor after confirming that the offer conforms to the technical requirements. The following factors shall be used to evaluate offers:

(i) Price Evaluation: The Government shall review acceptable offers by lowest price. Contractors are to provide pricing for each line item on the Pricing Schedule provided via SECTION B of the Solicitation. The proposed price will be analyzed for reasonableness. A price realism analysis may also be conducted to determine whether the proposed price is realistic for the work to be performed, reflects a clear understanding of the requirements and is consistent with the contractor's Technical Proposal. The Government may review prices to determine whether they are so low that they reflect a lack of technical understanding, and the Government can reject offers for offering prices so low that they reflect a lack of technical understanding. Additionally, all offers may be analyzed for unbalanced pricing.

(ii) In accordance with DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System (SPRS), the Contracting Officer will consider SPRS risk assessments.

(b) . The Government will evaluate offers for award purposes by adding the Options (if applicable) total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Notice of award Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
