About this file

This is a Questions & Answers document related to a federal contract opportunity for oil delivery and storage at a USACE (United States Army Corps of Engineers) facility.

The contractor must deliver oil via tanker truck to an outside parking lot located within 100 yards of the connection point (approximately 135 feet by 70 feet in size). The oil will be stored outside for a 14-day waiting period with required secondary containment. After the waiting period, the contractor will pull samples from randomly selected delivery units, hand them to USACE, and USACE will send the samples to a laboratory for testing. Once test results are approved, the contractor must return onsite to operate valves on their truck and position it for offloading. The hookup location is at a higher elevation than the storage tanks, allowing for gravity-fed transfer. USACE will handle all valve manipulation on the facility side. The connection size is 3" NPT or 3" camlock connector, with a 10-foot hose recommended depending on truck setup. After offloading into the USACE tank system, the contractor is responsible for collecting their secondary containment and any empty totes for removal from the site.

QUESTIONS & ANSWERS

1. Will the tank or totes be stored indoors during the 14-day waiting period? (Page 3 – 1.4)

a. Ideally, we want it delivered in a tanker truck. This makes for the easiest transfer into the system. It would have to be stored outside for the 14 days. Totes would be problematic as we would have to test each tote vs one tanker.

2. How much space is available for the tank/totes and the required secondary containment?

(Page 3 – 1.4)

a. There is an outside parking lot within 100 yards of the connection point. There is plenty of space for a truck and containment. The parking lot is roughly 135ft x 70ft

3. Once testing is approved, will the contractor be responsible for returning onsite to pump the product into the USACE tank? (Page 7 – 3.2/3.3; Page 3 – 1.4; Page 6 – 3.1)

a. Contractor will need to return to move their truck into position and operate valves on truck as well and pick up their containment. The hookup location in a higher elevation than the storage tanks so everything is gravity fed. USACE will take care of any valve manipulation on the facility side.

4. provide the approximate distance from oil delivery location to the intended storage location? I see the SOW indicates a required hose size and in-line filtration; however, it does not indicate how long the hose shall be to reach the customers storage tank.

a. Connection size looks to be 3”NPT or 3”camlock connector(PH2_Oil_Connection_02) new oil would be added to the port on the Left in the picture.

There is plenty of room to pull up right next to the receiver (PH2_Oil_Connection_01) pipe so I would say a 10-foot hose would be adequate depending on how the totes or truck is set up to offload oil.

Process as I see it: Rather totes or truck, deliver oil, put oil storage barrier around oil to store for 2 weeks. Contractor will pull samples from randomly selected totes or truck, hand over sample to USACE, USACE will send sample to lab to be tested, once results come back and have passed, contractor would come back on site and offload the oil into the system. They would then collect their oil storage barrier and empty totes to remove from the site.
