About this file
This is a Federal Acquisition Regulation (FAR) Part 12 Justification and Approval document for a brand-name procurement under Simplified Procedures for Certain Commercial Items.
The U.S. Army Corps of Engineers (USACE), Portland District, is seeking approval to procure 3,000 gallons of Mobil DTE Heavy ISO VG 100 turbine oil at $18.15 per gallon for the Bonneville Lock and Dam Powerhouse 2, with funding from FY26 O&M funds. The justification demonstrates that only one source is reasonably available due to the specialized nature of the requirement. Powerhouse 2 currently uses Mobil DTE Heavy ISO VG 100 oil for lubrication of all main turbine units, and current storage levels are approaching minimum operational levels. The procurement is necessary to maintain an adequate reserve quantity to prevent forced unit outages. The requirement includes third-party testing by an approved vendor (such as SGS) to verify compliance with Unified Facilities Guide Specifications (UFGS-48 06 15), with testing to include viscosity, acid number, water content, metals analysis, appearance, flash point, pour point, oxidation stability, copper corrosion, rust preventative characteristics, water separability, foaming characteristics, gas bubble separation, and turbine oil compatibility analysis. Testing turnaround is 5-10 working days from sample receipt. The document certifies that mixing alternative oils is not recommended by equipment manufacturers and could result in chemical incompatibility issues, varnishing, foaming, and air entrainment, making continued use of Mobil DTE Heavy ISO VG 100 the only viable option. Legal Counsel has reviewed and approved the justification as adequate to support other than full and open competition.
