1. Q: Can you provide additional clarification please? Attached is CERL TR 99/104. Lubron TF is the material that was tested in CERL TR 99/104. Lubron HX is a newer material of completely different makeup that was not available for testing in CERL TR 99/104, and is never mentioned in the attached report. How is it approved for FCB if the criteria is that it had to have been tested in CERL TR 99/104? If additional testing was accepted, can you provide the criteria and results of that testing?

A: Specification 35 05 40.17 25 paragraph 2.2.1 requires that the material has been tested and achieved acceptable test results in accordance with the procedure defined in CERL TR 99/104; there is no requirement that the material was tested at the time of publication of the original CERL TR 99/104 report. Lubron HX has undergone the required testing and has achieved the required test results in accordance with CERL TR 99/104, and Lubron has submitted proof of the testing and results to USACE. Out of all the materials that USACE has received submissions for of acceptable test results, Lubron HX is currently the only material that also meets all of our other design requirements that is available for use in this application.

1. Q: For instrument calibrations - do you want a complete set of calibration certifications for our instruments? (For the technical capability requirements)

A: Please see specification 05 50 14.00 25 paragraph 1.3.2. We want to see the three most recent calibrations for each of the machine tools and measurement instruments to be used to provide and verify the required dimensions.

1. Q: Please provide an explanation on how all of the materials listed in section 2.2.2, except for TX-MM don’t meet the requirements stated in section 2.2.1a. or 2.2.1b. Most of the materials listed in section 2.2.2 were not tested in CERL TR 99/104 including Lubron HX which is being sole sourced for this project.

A: The Lubron HX material has been tested in accordance with CERL TR 99/104 with test results meeting the requirements outlined in the specifications. For this application, a self-lubricated bronze-backed liner type bearing system is required due to other design constraints. The Lubron HX product is the only product on the approved FCB list that is of this type.

2. Q: Overall gate load and expected load distribution across the six wheels (and any abnormal loading cases).

A: This information varies for different gate operation scenarios, but is not required for fabricating the wheel assemblies as detailed in the plans and specifications. The below design criteria result from the maximums of the consideration of the overall gate loadings and wheel load distributions.

3. Q: Design load per wheel (static and dynamic), including any required safety factors.

A: Maximum static load per wheel: 162.0 kip. Maximum dynamic load per wheel: 58.3 kip.

4. Q: Any limits on allowable contact stress, maximum lateral (side) loads, and shock/impact factors during operation.

A: There are no significant shock or impact factors during operation. Static lateral loads are assumed to be no greater than 32.4 kip, dynamic lateral loads no greater than 12 kip. Maximum contact stress will be limited to 201.6 ksi.

5. Q: Operating conditions relevant to design: typical duty cycle, lift/translation speed, ambient temperature range, lubrication expectations, and environmental exposure (water spray, grit, etc.).

A: The gate is exercised an average of 7 times per day, where each cycle consists of the gate traveling approximately 220 feet at 0.5 feet/sec. Each cycle takes the wheels from fully submerged (up to a depth of 120 feet) to fully out of the water. The bushings will be self-lubricated as required in the specifications. The ambient temperature range when out of the water may range from 0 – 120 deg F.

6. Q: Any additional design criteria not shown in the released package that USACE requires the supplier to meet.

A: There are no additional design criteria pertinent to the wheel fabrication and assembly.

**Note regarding questions/answers 2-6: Providing wheel assemblies fabricated as specified and to the dimensions and tolerances as shown in the plans will result in meeting all of the design criteria provided above. As such, this information should not be required to perform the required fabrication and assembly. However, the requested design criteria that was used as the basis for this design is provided above.
