About this file

This is a Questions and Answers document dated December 19, 2024 for solicitation W9127N25R0005 regarding Willamette Valley Downstream Fish Passage Monitoring Rotary Screw Trap (RST) Sampling and Bulk Markings.

The Q&A clarifies several technical requirements, including: the Acceptable Quality Level (AQL) for RST sampling is 90%; fish housing locations at Dexter Fish Facility and Willamette Fish Hatchery; sampling protocols for non-target species; requirements for 24-hour hold trials (50 NOR Chinook salmon per week, not 60 as erroneously stated in original PWS); contractor responsibilities for accessing field sites during winter conditions; and PIT tag detection data reporting through PTAGIS. Administrative clarifications include the removal of Section G (Contract Administration Data) requirement and confirmation that the Past Performance Questionnaire has been uploaded to SAM.gov with this amendment.

W9127N25R0005 Questions and Answers 1-13

Dated: 19 December 2024

Q1) The QASP states that an Acceptable Quality Level (AQL) of 95% is expected for RST Sampling.

This includes data collection accuracy, equipment functionality, and safety requirements. Can we please confirm that 95% sampling does not include periods where sampling does not occur due to high flows, unsafe conditions such as fire closures and weather events?

A1) Per PWS Section 11.1 Performance Requirements Summary Table, the Acceptable Quality Level

(AQL) of 90% is intended to apply to all RST sampling requirements

Q2a) Will fish for use in the Middle Fork Sub-basin be housed at both Dexter Fish Facility and

Willamette Fish Hatchery?

A2a) See PWS Section 9.2.1. This section has been updated.

Q2b) If fish are held at Willamette fish hatchery, until what date will BY 24 fish be available?

A2b) See PWS Sections 9.2.

Q3) Considering annual maintenance at the Dexter Fish Facility, at what location is it anticipated for the

RST to sample?

A3) See PWS Section 9.8.8.3.

Q4) Will additional fish be available for dead fish trapping efficiency trials?

A5) See PWS Section 9.4.16.11 including Table 2.

Q6) For 24 hour-hold trials, is the requirement to hold a total of 50 fish per week at each RST site, or is it

50 fish per route when route of passage can be determined (i.e. Cougar Tailrace) for a total of up to 100 per week?

A6) See PWS Section 9.4.17 including 9.4.17.2 which has been amended to provide further clarity.

Q7) For non-targets, what basic biological metrics are required to be collected? Does collection of these metrics apply to all non-targets such as warm water species and non-target salmonids, or just non-target salmonids? Is there a sub-sampling threshold and if so, what are these thresholds?

A7) See PWS Section 9.4.10 which has been amended to provide further clarity.

Q8) Paragraph 9.1.8.1 states that access above Green Peter Dam is through private road. The contractor is unable to plow the road or use ATV/UTV vehicles. Therefore, if the road is covered in snow and plowing has not occurred, is it assumed that the RST will not be sampled?

A8) IAW PWS 9.1.8., it is the Contractor’s responsibility to have suitable vehicles and equipment necessary for reaching field sites as some access roads are not maintained during the winter and/or may not be cleared quickly by others.

Q9) Paragraph 9.4.17.2 states that the first 50 NOR fish (Chinook salmon) caught per week from Tailrace

RSTs should be held for 24 hour holds and assessment (enumerating mortalities). However, paragraph 9.4.17.8 states that the first 60 NOR fish (Chinook salmon) caught shall be collected and held for this evaluation (referring to 9.4.17. ’24-hour post collection holding trials’). Please clarify whether 50 or 60 NOR Chinook salmon will need to be held.

A9) Statement of 60 fish in Section 9.4.17.8 is an error and will be corrected in an amendment to the

PWS.

Q10) Section 9.7.1 (Biannual Reporting) states that data collected via the PIT Tag detection arrays will need to be incorporated into the Biannual Report. Who would be responsible for sharing this data and how do we ensure that we are able to receive this data in a timely manner, and able to incorporate it into the report?

A10) PIT tag detection data collected throughout the Columbia River basin is reported to PTAGIS (See

PWS Section 5.2).

Q11) Section 7 (Government Furnished Services) states that Government services are not guaranteed and that the Contractor shall furnish all labor and materials except for those provided by the Government. Could you please provide some clarity regarding which labor and materials may be provided by the Government?

A11) See PWS Section 7. GOVERNMENT FURNISHED SERVICES (GFS) for services provided by the Government.

Q12) Can you tell me where to find the Past Performance Questionnaire that is referenced on E-Page 124 of the original solicitation document? It doesn’t appear to be attached or on the SAM.gov page for this opportunity.

A12) Past Performance Questionnaire uploaded to SAM.gov with this amendment.

Q13) “Section G – Contract Administration Data” is listed as a section that must be completed (ref. E- Page 125), though I cannot locate this either.

A13) Correction has been made to the solicitation removing Section G – Contract Administration Data requirement.
