About this file

This is a vendor Q&A document for solicitation W9127N25Q0016 regarding crane services at Dexter Dam, providing technical details about the tail log lifting requirements. The document clarifies that the operation involves lifting two 28,000 lb tail logs that are stored on-site, with specific height requirements including a total lift height of 26' from bottom of bulkhead to crane hook bearing point, 27' lift above roadway for inspection, and 32' hook travel distance below roadway for seating. The crane setup area is approximately 35' x 50', and the operation will use existing 2-leg bridle sling equipment attached to the lifting beam.

Key operational details include confirmation that no additional equipment or transportation is required, the tail logs are stored in their operational slots, and the lifting beam is stored against the powerhouse wall. A site visit is scheduled for January 15th at 10:00 AM starting at Lowell State Park. The vendor is responsible for providing an appropriate lift plan per industry standards, and if determined to be a critical lift, must determine soil suitability and ground bearing pressure methods.

Vendor questions – DEX Dam Crane Services W9127N25Q0016

1. Please provide the height of the tail logs and the height and distance the lift needs to be place. If you have a diagram or picture it would be helpful. (similar questions: What are the exact dimensions and material specifications of the tail logs? could you provide the exact height of the items to be lifted? This information is essential for us to determine the appropriate crane specifications and ensure compliance with safety protocols.)

a) Crane Load Height Bridle Sling Height: 8’ Lifting Beam Height: 5’ Taillog/Bulkhead Height: 13’ Total Combined Height from bottom of bulkhead to bearing point of crane hook is 26’

The bulkhead will need to be removed from guided slot for visual inspection by maintenance crew. That will require the crane to lift the load 27’ above the roadway surface.

The cranes hook travel distance to lower the bulkhead in the guided slot to the seated position is 32’ below the roadway surface.

2. Are the 28,000 lb tail logs currently on-site at Dexter Dam, or will they need to be transported to the site?

a. On-site

3. If transportation is required, where are the tail logs currently located?

a. No transportation required.

4. Are there any specific handling or storage instructions for the tail logs if they need to be moved? (similar questions: Will the tail logs be stored on site, on a trailer or how?)

a. The tail logs are stored in the slots they will be lowered in. The lifting beam that is used for the tail logs is stored against the powerhouse wall next to the slots.

5. Are there any specific crane capacity requirements or limitations for this operation?

a. No requirements as long as it can perform the job safely What are the exact locations for installing and removing the tail logs (e.g., spillway, tailrace)?

b. Powerhouse tailrace

6. Will the contractor need to provide additional equipment, such as rigging or safety barriers, or is this provided by the government? (similar questions: Will any additional rigging or custom attachments be required to move or position the tail logs?)

a. No additional equipment will be needed. A 2-leg bridle sling is attached to the lifting beam that attached to lifting lugs on the tail log.

7. What is the allowable crane setup area, and are there any access limitations to the installation site? (similar questions: Can you give an estimated size of the area for crane setup?)

a. There is roughly 35' x 50' of area for the crane to setup.

8. How to set up a site visit?

a. January 15th, 10:00 AM, meet at Lowell State Park off of Shore Line Drive in Lowell. Once everyone is accounted for, we can head over to the Dexter Powerhouse.

9. Will a critical lift plan be needed for this lift? and, if a critical lift plan is required, is the Corps providing the soils report for determining the soil suitability or allowable ground bearing pressure as required by the critical lift plan?"

a. The appropriate lift plan shall be provided by the vendor in accordance with industry standard. If the lift is determined to be critical by the vendor(s) during the jobwalk, they shall determine the method for soil suitability and allowable ground bearing pressure.
