5.2.1.3 Timelines and CLIN specifics.
An approximate site timeline of work for the seven (7) phased units are covered by the CLINs
CLIN 0001 SETUP
Approximately 2 – 4 weeks after award to gain full site access for crew members. Government Notification clearing individuals will be made before proceeding to the site.
This contract intends two (2) initial unit setups in total under this CLIN and will occur in the draft tube gallery in Powerhouse 1, Bonneville Lock and Dam. After receiving site access, an initial unit setup must be complete within 10 business days for the first unit currently slated as Unit 3. The exact units currently scheduled may change to meet government needs. Approximately 60 days after Unit 3 completes initial setup, the government will notify the vendor to start scaffolding setup of the next initial Unit under this CLIN, currently slated as Unit 8. All other units after the initial first two units will be “Phase Relocation Units" (CLIN 0003), to be scaffolded using site scaffolding from the first two existing scaffolding units.
CLIN 0002 RENTAL PERIOD
Each unit is anticipated to have approximately a 35 day rental period averaged out. Due to the issues on the ground as the government works on the Powerhouse units, the dates per unit may adjust to accommodate the actual rental needs. An initial estimated 245 days of actual daily scaffolding rental are funded in this CLIN to cover all unit rental days. Over time, the total days may become more (if modified providing additional funding to cover additional days), or less days. A modification at the end of the contract will follow to reduce any excess days from the contract. The daily rate will be used to reduce and/or add days for this CLIN.
CLIN 0003 PHASE RELOCATE
The government will notify the contractor in writing/email at least 10 business days in advance of the end of a rental period at an existing scaffolded unit. This notification will end the current rental at that unit. The 10 business day notification will designate a new relocation of the scaffolding to the next scheduled unit. The contractor will have 24 hours to acknowledge and schedule takedown and relocation of scaffolding to the newly designated unit. Once relocation commences per schedule, the contractor will have up to 9 business days from notification to relocate the unit scaffolding to the new unit. Rental will begin the following day after contractor scaffolding setup/certify, with turnover to the government.
CLIN 0004 TAKEDOWN
The final two relocated units under rental will no longer have a phase relocation. The final step will be takedown (dismantle) and removal from the draft tube gallery, Powerhouse 1, Bonneville Lock and Dam.
This CLIN will cover the final takedown phase for those separate two remaining units as per contract, priced per unit and will be done at different times. At least 10 business days notification by the government to the contractor will be provided that the end of this final unit rental period. Rental will stop on the date in the notification. The vendor will have five business days to breakdown and remove the scaffolding starting on that end of rental date. The vendor will then have five additional workdays after scaffolding breakdown to clean up the site and vacate, turning in all badges and out processing per takedown unit.

Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements.
