a. Contractor is responsible for this requirement in accordance with EM 385.
23. Access to the units, the door is small, fixed blade will not fit, what is the plan?
a. We expect the runners to be assembled inside the powerhouse. The existing powerhouse door cannot be modified in any way.
24. Is the cavitation damage on the unit 4 hub representative of what to expect on other units?
a. It is representative of what to expect on other blocked units, but the government provides no guarantee that conditions will not be worse. But there is no need to repair hubs for this project as they will be replaced
25. Are we keeping the same color scheme?
a. Yes, this is required for historical significance and ease of unit identification during maintenance
26. What other work will be underway concurrently with TRGR? Will the current contract for hub upgrades be extended or modified to extend into the TRGR timeframe?
a. The government anticipates that hub upgrade work will be completed prior to start of TRGR on‐site construction
b. Concurrent work is expected to be underway in the powerhouse during the duration of the TRGR contract. We will coordinate work to minimize conflicts to the extent practical.
27. Is there any stainless‐steel overlay welding in the discharge ring? Were there any repairs done?
a. Still verifying ‐ TBD
28. Will the Unit 7 generator rewind be included and what is the extent of the damage?
a. Potentially. Generator rewind will be included as an option independent of turbine replacement that may or may not be exercised. Unit 7 may be repaired by a separate contract prior to start of TRGR construction work
b. More information on the extent of the damage may be provided prior to advertisement. Further inspections are planned to assess damage.
29. Will the cranes need to be upgraded or rehabbed to support this work?
a. The Government is evaluating the bridge cranes and there may be some incremental upgrades/repairs performed prior to TRGR Construction Work.
However, the cranes were rehabilitated in 2011 and the Government does not anticipate performing another major rehab prior to TRGR.
30. How many units can we have out at the same time?
a. TRGR contractor can have 2 units out at one time (after unit AA).
b. There are enough sets of headgates and tail‐logs for standard powerhouse operations to continue while these two units are out to support TRGR
31. We listed 3 potential sizes for the new unit designs. Is there a chance that the final design will fall in‐between those options?
a. The design iteration diameters could change from the three diameters listed in the solicitation depending on the discharge ring diameter preliminary analyses, but no more than three diameters will be part of the iterative design process.
b. Payment for the final design will be adjusted for what is in the bid schedule
32. Can the centerline change, and if so, how will that be accounted for
a. Yes, it can change and we expect it to. Payment for the final design will be adjusted to what is in the bid schedule.
