USACE Portland District

TRGR Site Visit - Q&A

December 8, 2021

Q1) Will simultaneous outage stagger between Kaplan and fixed blade turbines.

A1) Our preference is like this: First unit will be a Kaplan. From there, there are two parallel paths, one fixed, one for Kaplan, see 52.211-10 included in package

Q2) What drives optionality of final 4 units?

A2) Primarily economics; There is a lot going on in the Columbia Basin and a lot can change over the next 20 years

Q3) Can we take pictures?

A3) Not okay inside, but okay outside. You can also go on Google Earth for outside images.

Q4) Who owns property outside security fencing boundary?

A4) USACE

Q5) Any plans to build a big warehouse?

A5) The Government has no plan to build a warehouse for Contractor use. However, if the Contractor deems it worthwhile to build a temporary structure for their own use, the Government is not opposed as long as it stays within the Contractor designated space.

Q6) Will the new road be graded & graveled?

A6) Yes, it will be leveled & graveled

Q7) When does the parking / road expansion project happen?

A7) The Government intends to have the parking/road expansion project complete prior to onsite construction for TRGR.

Q8) Is it always windy here?

A8) Yes!

Q9) Who is operating the bridge crane?

A9) The Contractor. All of this is detailed in the Div01 specs.

Q10) Will there be room for an office in the e-bay? Where will it go?

A10) One may be placed in the powerhouse in areas designated for contractor use. See contract drawing (G-010) and requirement for laydown plan in section 48 13 13.02 26 para 3.2.

Q11) What is the access point into the powerhouse for materials?

A11) The rollup door in the e-bay. Details are included in the reference (FIO) drawings.

Q12) Can the Government build a new door?

A12) No plans to, but if you think it is necessary you should tell us why

Q13) What are normal operating hours?

A13) Mon-Thurs Operations are on site from 0630-1700, sometimes on weekends. Contractors should communicate scheduling needs early and often for coordination purposes. Onsite coordination goes through USACE NWP Construction Branch, not Project personnel.

Q14) How many units have been refurbished? Are they all now identical?

A14) All 16 turbines and generators were originally identical. The stator windings have been replaced once by two companies (GE Canada and Divisao Vigesa). Several turbines have undergone upgrade work or blade blocking that make them different from the other turbines (see the specifications for details). There are also minor modifications to ancillary systems that have been made over the years on a case-by-case basis.

Q15) How do we protect the flooring?

A15) The current version of the specification requires plywood. We are considering allowing cribbing for equipment.

Q16) Footprint for lay-down area?

A16) Contract drawing G-010 in the 90% package shows the areas available for Contractor use. In general, with the exception of egress paths, a 6-foot forklift clearance running the full length of the powerhouse, lifting device storage area, and an O&M workspace (which will move depending on the unit project staff are performing maintenance), the Contractor will have use of the entire erection bay and generator floor.

Q17) Where is the hatch to the draft tube gallery?

A17) There is one man door directly below the turbine runner. All other access will be through the open turbine pit once the unit is disassembled.

Q18) Can upper bearing brackets be moved?

A18) Yes, they can. Typically, they are placed near the north end of the powerhouse to minimize interference with other work.

Q19) How do we get equipment into the powerhouse?

A19) There is a roll-up door in the e-bay at the end of the powerhouse

Q20) Can the Government post the nameplates on the turbines?

A20) All of that information is contained in the specs

Q21) Is there a set onsite working schedule?

A21) The Construction branch will support the schedule that the Contractor prefers

Q22) Has there ever been a time when two units were out all the way down to the turbine?

A22) No. We have had one unit out to the turbine with another out to the rotor at one time. The Government is looking for expertise and ingenuity from the Contractors to get around powerhouse space constraints.

Q23) How would TRGR be affected if another unit is forced out of service?

A23) The Government’s priority is TRGR. Effects on Contractor will be minimized. Contractor will continue to be allowed to have 2 units out of service for the duration of TRGR

Q24) It would be helpful knowing what other Contractors are doing on units (will there be concurrent work on units?)

A24) Other projects will be accomplished ahead of TRGR to ensure that TRGR is fully successful. TRGR is main driver of everything at John Day currently. Should only be one contractor on a unit at one time.

Q25) What is the condition of the bridge cranes?

A25) Crane was upgraded 10 years ago, only moderate usage since, we believe it is structurally solid and we are performing load testing. The intent is that it is fully functional and ready to work for TRGR, acknowledging by the end of TRGR it will be tired. The Government will perform routine maintenance as described in the specifications.

Q26) Have two Rotors been out at the same time?

A26) Two have been out at the same time and in the storage position. We do not currently have infrastructure for 2 turbines. We are planning to install a second steel plate in the erection bay, directly downstream of the existing steel plate, to accommodate a second turbine runner assembly/disassembly. We have removed one full unit and a second rotor. Two full disassembles have been evaluated and we are confident in the approach.

Q27) Is there a contingency for lifting method depending on the design? Will the existing lifting devices work with the new design?

A27) The turbine must be designed to be transported, assembled, and installed without modification to the powerhouse superstructure, erection bay door, bridge cranes, existing lifting devices, and Government Furnished Equipment. Any additional equipment or lifting devices will be the Contractor’s responsibility. Please note that the erection bay door is not big enough to allow an assembled turbine runner or discharge ring section to pass through. Components will have to be delivered in sections and assembled inside the powerhouse. Tell us if this is a problem.

There are no current plans to widen the door.

Q28) Do we have a video of rotor coming out?

A28) We have a time lapse video of the rotor being installed; we will check to see if it can be posted on SAM.gov

Q29) Next site visit, what will be accessible? Access to back stator core? Rotor removed is ideal.

Access to turbine?

A29) It is in the Government’s best interest to give industry a representative sample. Best timing would be during June/July to view a disassembled unit but has yet to be confirmed.

Q30) Any chance to see the draft tube?

A30) This is under consideration.

Q31) How much time will you give for solicitation? More is better. Timing depends on what else we are working on and how much the Government asks for.

A31) Noted. Current schedule is 3 months, March – May 2023.

Q32) Does the Government have spare parts like bars and laminates? That would save time for Contractor.

A32) Yes, we have some spare parts. We will consider making these available at the next site visit.

Q33) Does the Project have a spare pole?

A33) No.

Q34) Will it be timely to order spares?

A34) There is no reason to believe there are any issues with the existing pole bodies. The Contracting CLINs only cover refurbishment of the poles.

Q35) How is asbestos situation?

A35) The Government is looking at a separate effort to do a top-down look for asbestos to feed the plan for the TRGR contract. This will be a wipe down of a representative sample of units, depending on what is found.

Q36) Will this asbestos testing be done on units that will be taken down first?

A36) We don’t know which units will be done first.

Q37) Industry – If we have a choice, recommend starting with furthest unit away, if you drop something it impacts older unit not a new one.

A37) Include best practice recommendations in ProjNet.

Q38) If there are two units in outage, what is the reasoning for only having one stator core as a spare?

A38) We envision a stagger, as soon as we use one, we will order one.

Q39) Is the time sufficient to procure a new stator core?

A39) The Government believes this is sufficient time. Does industry see an issue with this? Do we need two (2) spare stator cores?

Q40) Will units be uprated?

A40) Units uprated to 170MW, see specs.

Q41) Is there other access to tailrace?

A41) Yes- Bay 10 has a tailrace door.

Q42) Will future milestone dates be published?

A42) Yes, will provide anticipated schedule.

Q43) What are Covid rules?

A43) These are evolving, specs will include latest rules.

NOTES: Small Business Participation will be a weighted evaluation factor
