USACE Coupon Testing BPA Industry Questions

1. What are the typical coupon sizes/shapes?

RESPONSE: The size of the coupons can vary. For new castings, we specify 1 inch x 2 inch x 8 inch. However, the coupons often are delivered larger than this. For samples from existing equipment, the coupons are typically smaller.

2. In terms of quantity, what is the suspected ratio of carbon steel/nickel alloy coupons?

a. Do you expect there to be more carbon steel coupons like A148, more nickel alloy coupons like A743, or an even mix? RESPONSE: We anticipate the majority of coupons will be stainless steel coupons.

3. What is the expected level of compliance related to the clauses incorporated by reference given that CMMC 2.0 is still in rulemaking phase, & there is no CUI on this solicitation?

RESPONSE: Per the FAR, these provisions and clauses are required to be in the contract for all commercial services. The clauses do not include varying levels of compliance, therefore, full compliance is required with clauses listed. Please note that conditions for compliance can be found within each clause.

4. Can the 17025 requirement be waived where successful past performance on a previous similar contract exists? RESPONSE: No, ISO/IEC 17025 is required.

5. How many awards are expected to be made on this multiple BPA?

a. Is the BPA Master Dollar Limit of $300,000 not to exceed $300,000 per lab or per year? RESPONSE: $300,000 total over all BPAs for 5 years
