About this file
This document outlines a Quality Assurance Surveillance Plan (QASP) for sample testing services required under Solicitation Number W9127N23Q0076 from the Department of the Army Corps of Engineers Engineering District Portland. The QASP establishes performance standards for two tasks: testing and reporting. All items described in the Performance Work Statement must be 100% completed for Task 1, and reports must meet 100% of specifications in the PWS for Task 2. The performance threshold is 100%; any deficiencies must be corrected by the contractor before payment. The Contracting Officer's Representative will monitor performance and report any issues to the contractor for remediation.

Attachment 3 - Quality Assurance Surveillance Plan (QASP) For
Sample Testing
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the associated Performance Work Summary (PWS), titled Sample Testing. This plan outlines the procedures and guidelines the Government, USACE – Hydroelectric Design Center (HDC), will use in ensuring the required performance standards or services levels are achieved by the contractor.
This QASP provides a systematic method to evaluate the services required of the contractor and provides a means for evaluating whether the contractor is meeting the performance standards/quality levels identified in the PWS and the contractor’s quality control plan (QCP), and to ensure that the Government pays only for the level of services received.
The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
PERFORMANCE REQUIRES SUMMARY
The Performance Requirements Summary (PRS) in the following table determines if the contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contractor is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements. The intent is to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The following table lists the criteria that will be used to evaluate the contractor’s performance.
Quality Assurance Surveillance Plan Performance Objective PWS Paragraph Performance Threshold
Task 1 – Testing All paragraphs in 5.1 100% of items described in PWS
Task 2 – Reporting 5.2 100% as described in PWS
STANDARD
The performance threshold is 100%. All deficiencies shall be corrected by the contractor prior to payment.
PROCEDURES
If COR discovers deficiencies and/or receives complaints, the COR will pass them on to the Contractor for correction.
