3.2.1 Pre-Dredge and Post-Dredge Surveys
a. Notify the Contracting Officer not less than 15 calendar days prior to the scheduled commencement of dredging. The Government will perform a pre-dredge survey. The Government pre-dredge survey will be performed as close to commencement of dredging as possible. For the post-dredge survey, notify the Contracting Officer not less than 10 days prior to completion of the entire work. The Government will perform the post-dredge survey as soon as possible after completion of the entire work, generally within 10 days.
b. If the Government is unable to perform the post-dredge survey(s) due to the failure of the Contractor to complete the work in accordance with the prior notification, the Contracting Officer will charge the cost of the survey plant and standby labor, at $5,000.00 per day, to the Contractor.
Preliminary data from the final Government survey will be available within 10 days.

The Government intends to perform pre-dredge and post-dredge surveys utilizing multi-beam swath methods. However, the Government reserves the right to take soundings by any methods including: lead line, trigonometric leveling (total station)/differential leveling, 200 kHz single-beam acoustic methods, acoustic multi-beam swath methods. a. Measurement and payment will be made for costs associated with mobilization and demobilization for San Clemente Shoreline dredging and beach placement operations, as defined in SUPPLEMENTARY CONDITION 252.236-7004 PAYMENT FOR MOBILIZATION AND DEMOBILIZATION. For bidding purposes, this item is considered separate from CLIN 0001 Mobilization and Demobilization; and pricing should be based on the transportation to and from the job site only for the portion of transport where it is necessary to deviate from the mobilization and demobilization paid for under CLIN 0001. Additionally, the Government will only award this CLIN following the award of CLIN 0016 for mobilization and demobilization for San Diego County dredging. Therefore, this CLIN should be treated as an inter-beach mobilization and demobilization only and priced accordingly. Work includes, but is not limited to, transporting the marine plant and all items of attendant equipment to the work site, installation of temporary facilities including the staging and storage area, beach work area, protection of existing facilities, repair to any facilities damaged, dredge access, preparation of all submittals and Project Record Documents, including as-built drawings and obtaining and complying with all permits (local, state and federal). Upon completion of all phases of the work, remove the plant and equipment from the site, complete in place and accepted.

a. Neither the SO-5 Del Mar or Oceanside Borrow Areas are not located within any known, historic artillery ranges and therefore, it is not anticipated that any munitions will be encountered during dredging or beach placement operations. However while working in the Oceanside Borrow Area, in the event that munitions are encountered at the Oceanside borrow area, immediately notify:
* Contracting Officer
* Orange County Hazardous Devices Section: 714-538-2694
* Camp Pendleton Provost Marshall Office (PMO): 760-725-9883
- PMO will contact the Camp Pendleton Explosive Ordnance Disposal (EOD)
35 24 13.11 - 3.5.3 a.
a. Place dredged material uniformly within the beach fill limits of the areas indicated and as specified. The fill elevations are ideal and the actual elevation of the fill may vary 0.5 feet above or below the indicated elevations. Deposit the dredged material in a uniform manner progressing from the shoreward side to the seaward side of the fill area. Complete the beach fill sections north(west) of each subline landing point before placing dredged material south(east) of the subline landing point. Fill each section where placement is required to the elevations indicated prior to moving to the next section. Provide the necessary equipment to shape, groom, and dress the beach during fill operations. Fully describe the construction of the beach fill in the Construction Plan, including methods for constructing end sections.
35 24 13.11 - 3.5.4 a.
a. If the construction template cannot be achieved at the toe of the section, then a compensated slope to offset voids in the construction fill template will be allowed. Excess material may be placed and graded on the foreshore slope between elevation +13.0 feet MLLW and +5.0 feet MLLW as long as the fill volume above tolerance does not exceed void volume on the foreshore slope below tolerance.
35 24 13.11 – 3.5.5
In the event that pre-placement condition survey volumes, verified and approved by the Contracting Officer or their representative, show that the space available within the template, including tolerance, does not equal is greater than the bid quantity, the template must be shifted by adjusting the seaward edge of berm uniformly throughout the length of the beach. Submit the proposed Volume-Based Template Adjustment prior to the start of dredging and beach fill operations for each beach fill site.
Include a matching adjustment of the seaward toe of slope to maintain the prescribed slope. (Ex. If the Bid Quantity = 100,000 CY and Template plus Tolerance Quantity is found to be 75,000 CY 125,000 CY from the pre-placement survey, then the seaward edge of berm must be retracted evenly along the full length of beach in order to conform the template and maintain the bid quantity as 100,000 CY).
35 24 13.11 - 3.10.1 d.
d. Wading is permitted for surveying in the surf zone in accordance with EM 385-1-1. No wader may enter the water if the Contracting Officer deems the conditions are unsafe.
35 24 13.11 - 3.11.1 a.
a. Within 14 days prior to the placement of dredged material at any placement site, provide a Pre- Construction Topographic Survey of the placement area. Extend the survey limits 500 feet beyond the respective longshore placement limits shown. At the San Clemente placement site, the survey must originate at the project baseline or landward-most obstruction and extend to Mean Lower Low Water. For Solana Beach and Encinitas placement sites, originate each survey from the base of the bluff and extend to Mean Lower Low Water. Obtain profile spot elevations at minimum one foot horizontal (X and Y) spacing. Perform the surveys in accordance with Section
