About this file
This document package solicits proposals for a PIT interrogation system at Lebanon Dam. The U.S. Army Corps of Engineers seeks to design, supply, install, test, and commission a permanent PIT interrogation system in the fish ladders and spillway of the dam to monitor fish passage. Proposals are due by April 25, 2022. Offerors must demonstrate relevant experience and past performance. Pricing shall be provided for each Contract Line Item Number. The system must meet technical requirements described in the performance work statement and drawings. Reference information on a previous temporary system is provided for context but the proposed design is not required to match it. The document includes questions and answers providing additional details on requirements and specifications.

W9127N22R0014 – QUESTIONS AND ANSWERS
Q1. Is AC power provided to all MTS-MC and antenna locations?
A1. Amend Section 9.5.3.
AC power (110V) will be available to both north and south banks to electrify the system. Coordinate with COR during design to confirm specific connection locations and capacity requirements.
Q2. Is there any technical documentation and testing information on the temporary detection system or is the report all that is available?
A2. The report is all that is available.
Q.3 Do we need to provide all the communications peripherals for downloading data and/or PTAGIS upload?
A.3 The Contractor will be responsible for providing all communications peripherals for downloading data however, uploading to PTAGIS is not part of the requirements for this Contract.
Q4. Is it acceptable to propose other array types and locations (e.g., not located on the crest of the dam or on the ladder like the temporary system) or must the locations and overall antenna design be kept exactly or very similar to the previous temporary systems?
A.4 It is acceptable to propose other array types and locations so long as they meet the requirements listed in Section 8. The previous report is for reference and not the required design configuration.
Q5. Will equipment (trackhoe) be allowed to operate in the river to access the dam and move antennas to the dam sill? Will a small trackhoe be permitted to operate on the dam sill?
A5. No use of equipment is permitted in the waterway or dam sill.
Q6. Are three different points of detection required in the fish ladders or only four antennas located as in the previous temporary system?
A.6 It is acceptable to propose other array types and locations so long as they meet the requirements listed in Section 8. The previous report is for reference and not the required design configuration.
Q7. Can multiple antenna designs (options) be presented in the bid document?
A7. A single annotated drawing(s) set is all that will be evaluated for technical acceptability.
Q8. During the design phase of the contract can the design presented in our bid documents technical content be changed?
A8. Annotated drawing illustrates proposed antenna system that will be supplied and installed for the resultant contract. Minor changes and editions are acceptable during design phrase until the drawing is finalized, reviewed, and approved by the Government before fabrication and installation.
Q9. Is a single number acceptable for pricing each CLIN? If not how much detail is required?
A9. Yes. A single amount per CLIN is all that is required.
Q10. For each fishway, do you require three different weirs/locations (exit, middle, and lower sections) be monitored or the use of four antennas in each fishway?
A10. It is acceptable to propose other array types and locations so long as they meet the requirements listed in Section 8. The previous report is for reference and not the required design configuration.
Q11. What are the triangular inserts in the North Fishway weir notches fabricated from?
A11. Per Note 1 on sheet 01-G-007 of Attachment B, “ALL STRUCTURAL STEEL SHALL CONFORM TO ASTM a-36 UNLESS SHOWN OTHERWISE. SQUARE OR
RECTANGULAR STEEL TUBING SHALL CONFORM TO ASTM A-500, GRABE B.
STEEL PIPE SHALL BE A501 OR ASTM A53, GRADE B.”
Q12. Are the eye-nuts on the downstream face of the spillway weir utilized?
A12. Yes, the eyebolts are utilized for dam operations and cannot be used for other purposes related to this project.
Q13. Is it possible to receive a 1-wk extension on the bid window?
