Performance Work Statement for Janitorial Services Rogue Basin Projects, Jackson County, Oregon

Lost Creek Lake and Elk Creek Project

1.0 General Statement. The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform janitorial services as defined in this Performance Work Statement (PWS) at the Rogue Basin Project in Oregon. Locations for work to be conducted include: Lost Creek Lake and Elk Creek Project. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed.

This firm fixed priced contract is for a base plus four option years per the Government’s discretion. The period of performance for the base year will be from 18 October 2021 to 17 Oct 2022, with the following option years consecutive. Option years will be funded annually.

2.0 Definitions. Throughout this PWS terms are defined as follows:

Acceptable Quality Level (AQL): Acceptable Quality Level equals the performance standards listed in 5.1 through 5.12. The Contractor must re-perform all unsatisfactory work unless excused by the QAE.

Contracting Officer (KO): The Government employee who is authorized to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contracting Officer’s Representative (COR): The Government employee who has been authorized in writing as the Contracting Officer’s Representative, acting within the limits of their authority.

Quality Assurance Evaluator (QAE): The Government employees responsible for checking Contractor performance.

Contract Discrepancy Report (CDR): A written record of unsatisfactory performance by the contractor as observed by the Quality Assurance Evaluator (QAE).

Rogue River Basin Project (RRBP): The destination of where the contract is to take place.

3.0 Government Will Furnish

3.1 The Government shall furnish without cost to the Contractor keys (see section 7.2.3), the normal amounts of utilities, except for telephone service, to be used only in connection with the performance of the work.

The use of areas by the Contractor and the Contractor’s employees shall be limited to the storage of supplies, equipment, and a lunch/break area.

3.2 Waste basket and trash can liners, dispenser soap and hand sanitizer, paper towels, and toilet tissue for use under this contract.

4.0 Contractor Shall Furnish

4.1 The Contractor shall furnish all labor and equipment necessary to perform the work required under these specifications. Equipment shall be industrial grade.

4.2 All equipment shall have adequate bumpers and guards to prevent marking or scratching of fixtures, furnishings or building surfaces.

4.3 All electrical equipment used by the Contractor or the Contractor’s employees shall meet all applicable safety requirements. This equipment shall operate at full rated performance levels using existing building circuits. It shall be the responsibility of the Contractor to prevent the operation, or attempted operation, of electrical equipment or combinations of equipment, which require powers exceeding the capacity of existing building circuits.

4.4 Contractor will also furnish all the following items but not limited to: approved cleaning agents, deodorizers, waxes and sealers, all cleaning tools, glass and window cleaning equipment, and cloth towels.

The Contractor shall provide the MSDS list of all chemicals being used on the project and are subject to the Government’s approval.

4.5 The Contractor shall insure that all employees are capable of demonstrating adequate knowledge of chemicals, tools, equipment, and techniques necessary to competently perform the work.

4.6 Upon completion of this contract and prior to final payment being made, the Contractor and the

Contractor’s employees shall vacate such building space within 3 working days after the effective date of completion and within 10 days after completion shall restore the buildings and grounds to their original condition as existed when the Contractor initially occupied the space.

5.0 Performance Standards and Guideline Requirements (Also see Paragraph 7.0)

The Contractor shall maintain the building and grounds listed in Appendix B. Specific recreation area dates for opening and closing may be found in Appendix B. The Contractor shall provide sufficient supplies, materials, and equipment to adequately maintain the premises at an acceptable level of clean as outlined in this contract. The Contractor is responsible for all work areas, janitorial storage areas, recreation areas, powerhouse, offices, kitchens, visitor center, boat ramps, buildings and grounds, and break areas. The Contractor shall maintain these areas in accordance with these guidelines.

The following guidelines describe what is considered clean for intended services under this contract. The Contractor, through innovation, technology, or other means, shall perform the necessary cleaning services in order to meet the quality and performance standards at frequencies determined by the Contract.

The following guidelines are for reference only and final results shall be the determining factor for the success or failure of this contract. Performance shall be based on the Contracting Officer’s or their designated representative’s evaluation of performance and quality results, not the frequency or method of performance.

5.1 Janitorial Specifications

This section contains general specification and work requirements that are applicable to the janitorial work contained in this contract. The items in this section are listed as separate bid items according to location in the Bid Schedule General requirements for all cleanings. During each cleaning the contractor shall:

(1) Ensure that each area is clean, sanitary, and fresh smelling. Appearance or smell to the contrary will be considered as evidence of noncompliance with the cleaning specifications

(2) When cleaning restrooms, signs will be posted to inform the public that the area is closed for cleaning and warn of slipping hazards. These signs will be setup to block entrances to restrooms that are being cleaned. Restroom sections will be closed only when actual cleaning is being performed so as to allow minimum “downtime” of facilities and promote optimum use of the facilities to the public. Only when floors are in a safe condition (those that do not pose a slipping hazard), will the contractor reopen restrooms for public use. Remove and return to the storage area all signs used to block the entrance during cleanings.

Contractor will supply required signs after COR approval.

(3) Proper etiquette shall be observed when approaching public restrooms, especially vault toilets for servicing. To ensure facility is not occupied, Contractor shall knock on the door, verbally identifying themselves . Contractor shall make appropriate effort to guarantee unit is empty before entering to conduct the cleaning service.

(4) Report all incidents of vandalism as well as damaged vents, screens, latches, hinges, springs, handles, and toilet paper holders in each restroom to the QAE within 24 hours of discovering the damage. If for any reason a restroom is not suitable for public use it shall be locked and the QAE notified as soon as possible.

(5) Floors. The square footage for all floors is contained in inventory and descriptions, Appendix G. The areas are broken down as to type of floor. All areas must be cleaned in such a manner as to allow use the following day with no noticeable ill effects. All stripping, waxing and buffing following the initial stripping will be completed according to contract specification under Section 5. (Powerhouse stripping to be coordinated with COR and identified in the schedule) All carpeted areas will be steam cleaned within thirty days of the start of this contract and as prescribed in Section 5 thereafter.

(6) All high-touch points in each facility shall be sanitized with each cleaning. Example of high-touch point items include, but are not limited to doorknobs/locks to buildings, restrooms, sinks, water fountains, toilets, and office and kitchen spaces and related items. Exception to this requirement are items on desks.

5.1.1 Disposal of Cleaning Water: Waste cleaning water used to clean the water borne restrooms and vaults shall be disposed of in the water borne toilets only. At no time shall the contractor dispose of wastewater by dumping it on the ground anywhere within the contract area, in the urinals or sinks, or in any of the vault toilets.

5.1.2 Cleaning Frequencies: Frequencies required for each work item are contained in the cleaning schedules in

Appendix B.

5.1.3 Performance Standards: Cleaning specifications for services conducted in each maintenance area are contained in Section 5 Performance Standards and Guideline Requirements.

5.2 Janitorial Services - Office, Shop, Visitor Center, Powerhouse, and Dam Facilities

5.2.1 Carpets/Rugs: shall be clean and free of dirt, debris, and obvious spots and stains. Carpet and rug vacuuming shall be accomplished as needed to meet the quality standard. The contractor will ensure areas beneath area and throw rugs are serviced and rugs are replaced to their original locations.

5.2.2 Flooring: shall be swept, dust mopped, wet mopped as needed, to ensure they are kept free of dirt, debris, and foreign materials and shall be maintained at a reasonable level of luster necessary to meet the performance standards. This includes areas behind and under furniture, as appropriate. Floor maintenance includes cost for other services necessary to maintain floors to meet the quality standard. All stairwell transitions within offices shall receive services.

5.2.3 Trash/Recycling: shall be collected from all waste baskets, garbage cans, pencil sharpeners and other trash containers in the areas and removed to an on-site location designated by the COR. Recycling bins shall be emptied into the large bin behind office as designated by the COR. Trash and recycling containers shall be returned to original location, lined and kept free of odors, dirt, stains, and debris. Boxes, cans, paper, etc., placed near a trash receptacle or in the hall and marked “TRASH” shall be removed. Trash and recycling shall be prevented from blowing out of dumpsters and containers when emptying such content into the designated receptacles.

5.2.4 Windows, glass, and mirrors: shall be clean, free of dirt, grime, streaks, cloudiness, and water spots.

Surrounding areas shall be free of standing water, drips, or watermarks. After cleaning, the windows, glass and mirrors shall be clean, free of dirt, grime, streaks, cloudiness and water spots, and cobwebs.

Surrounding areas including frames shall be cleaned and free of standing water. All interior and exterior windows shall be spot cleaned as needed to maintain this standard.

5.2.5 Dusting: shall include desks, chairs, file cabinets, fans, file holders, interpretive displays, blinds, windowsills and tracks, fixtures, air vent grills, electronic equipment and other types of office furniture and equipment. Items on desktops are NOT to be disturbed, but should be dusted around. Items on other surfaces may be moved in order to dust but must be replaced to their original position. Dusting shall mean removal of soil from the area.

5.2.6 Walls, doors and interior partitions: including areas behind, under and around furniture shall be free of cobwebs, debris, nonpermanent marks, and dirt to a height of 10 feet in all powerhouses. There are no height restrictions for all project offices.

5.2.7 Fluorescent light fixtures: shall be free of dust, dirt, debris, cobwebs, streaks, insects and detergent residue. This includes inside the fixtures.

5.2.8 Entryways: shall be free of dirt, debris, and foreign materials. Exterior doors and walls and areas adjacent to entryways and walkways shall be free of dirt, debris, spider webs, insect nests and other foreign materials.

5.2.9 Drinking fountains: shall be free of all streaks, stains, scales, scum, rust stains, food debris, dirt, bacteria, odors, and other extraneous matters.

5.2.10 All other spaces or surfaces not specifically mentioned and located in areas covered by this contract shall be free of obvious dirt, debris, streaks, film, and dust.

5.2.11 Restrooms and Wash Stations: shall be cleaned, swept, mopped, and disinfected to maintain all fixtures at a reasonable level of shine and cleanliness. Floors shall be sanitized and maintained to ensure that there is not a buildup of dirt, debris, or bacteria. Partitions and walls shall be free of obvious dirt, graffiti, dust, or any other extraneous matter. Toilet bowls and urinals shall be cleaned and sanitized; after cleaning, the entire surface shall be free from streaks, stains, scale, scum, mineral deposits, rust stains, and other bodily waste products and dirt. Plumbing fixtures shall be free of streaks, stains, scale, scum, urine deposit, and rust stains. Contractor shall ensure that restrooms have a clean and pleasant odor. Restrooms shall be stocked with necessary toilet tissue, paper towels, and hand soap or sanitizer so that there are sufficient supplies until the next scheduled cleaning. Corps employee restrooms will be stocked with 2-ply toilet tissue and all recreation area or public restrooms will be stocked with 1-ply toilet tissue.

5.2.12 Kitchen and Break Rooms: shall be cleaned, swept, mopped, and disinfected. All surfaces including the floor, table, counters, door, windowsills, and inside microwaves, shall be free from streaks, stains, scales, scum, rust stains, food debris, dirt, bacteria, odors, and other extraneous matters. The Contractor is responsible for cleaning the sink. Government employees will be responsible to keep the sink free of dishes. In the event that dishes are left in the sink, the Contractor shall move the dishes to the side of the sink. All waste receptacles used for food and trash shall be emptied, cleaned, and sanitized. All other surfaces located in kitchen shall be maintained to ensure compliance with contract requirements.

5.2.13 Janitorial Closets: are available for use by the Contractor without cost for the purpose of storage of materials and equipment, excluding flammable materials. Contractor shall be responsible for the orderliness and cleanliness of these closets and facilities shall be maintained to the same standard of cleanliness as all other areas covered under this contract. The Contractor shall ensure that only the items listed in 4.3 – 4.4 are stored in the closets. The Contractor shall ensure that all chemical containers are properly labeled. The Government shall not be responsible in any way for damage to the Contractor’s stored supplies, materials, or equipment.

5.2.14 Powerhouse Floors: shall be kept free of dirt, debris, and foreign materials and shall be maintained at a reasonable level of luster necessary to meet the performance standards. Powerhouse areas not cleaned include the battery room and oil storage rooms, even if indicated on the drawings. All stairwell transitions within powerhouse from either generator floors, turbine floors, pipe galleries, offices, break rooms or other designated areas shall receive services. The generators do not receive service.

5.3 Periodic Janitorial Services - Office, Shop, Visitor Center, Powerhouse and Dam Facilities

5.3.1 Steam Clean Carpets and rugs: shall be steamed per cleaning schedule. Chairs, rugs, wastebaskets and other small objects are to be picked up by the Contractor so carpet can be cleaned. Large items such as filing cabinets shall be cleaned around. After cleaning, all carpeted areas shall be free from stains, scales, scum, food debris, dirt, bacteria, odors, and all other extraneous matter. All objects shall be returned to their original location after carpet is cleaned.

5.3.2 Window Surfaces and Interior Glass: Windows will be defined as both sides of the glass and frames of exterior windows, doors, vestibules, etc. that are an integral part of the exterior walls or the building.

Interior glass shall be defined as all glass in interior partitions, wall, doors, displays, and all other glass (excluding restroom mirrors). Wash windows and interior glass shall be defined as complete removal of smudges, tape, oily film, mineral deposit and other types of soil from all glass windows and interior glass.

Low abrasive pumice powder or another commercial product may be used to remove mineral deposits if glass surfaces are not permanently scratched or marred. Care shall be taken not to scratch windows that have tinted film applied to their surfaces. The glass shall be rinsed to remove any detergent solution residue. After washing, the glass areas shall be free of foreign materials, smudges, oily film, tape and all other type of soil, streaks and watermarks. Glass cleaner, splash and drip marks shall be removed from all adjacent surfaces. All surfaces shall have a streak and spot free finish. Windows and interpretive display glass shall be clean, free of dirt, grime, streaks, cloudiness, and water spots. Surrounding areas shall be free of standing water, drips, or watermarks. All windows shall be cleaned internally and externally, and spot cleaned during general cleaning. After cleaning, the windows shall be clean, free of dirt, grime, streaks, cloudiness and water spots, and cobwebs. Surrounding areas shall be free of standing water.

5.3.3 Wax/buff floors: Service is to all hard floors (tile restroom floor are not covered under this section). Prior to being wax-buffed, the floor surface shall be swept, mopped and be free of any dirt or nonpermanent stains. The wax used shall be compatible with the floor surface. All areas accessible to the floor machine shall be wax-buffed. Chairs, trash receptacles, etc. shall be moved or tilted where necessary to be wax-buffed underneath. All items shall be returned to their original location upon completion. After wax-buffing, the entire floor shall have a uniform glossy appearance, free of scuff marks, heel marks, and other stains and shall have a uniform coating of floor finish. All wax-buff solution shall be removed from baseboards, furniture, trash receptacles, etc.

5.3.4 Strip, Wax and Buff all hard floors: Service is to all hard floors (tile restroom floors are not covered under this section). The contractor shall strip all waxable floors with a commercial stripping agent to remove all old sealer, wax, dirt, stains, etc. Chairs, trash receptacles, etc. shall be moved or tilted where necessary to be wax-buffed underneath. All items shall be returned to their original location upon completion. Wax floors with one (1) coat of commercial non-skid floor wax. After waxing and buffing, the entire floor shall have a uniform glossy appearance and shall have a uniform coating of floor finish. Floor shall be buffed to a clean streak and spot free shine.

5.3.5 Clean and Buff all tile floors: Floors shall be deep cleaned with a non-abrasive cleaning product that will clean and brighten tile and grout surfaces free of all film, mineral deposits, stains, soap scum and foreign material. A soft non-abrasive buffing pad may be used to complete this work, all surfaces shall have a streak and spot free finish.

5.4 Janitorial Services - Recreation Areas and Facilities

5.4.1 Litter Removal: The Contractor shall remove all litter within the areas identified in Appendix B, Grounds

Site Maps in accordance with approved schedules.

The Contractor shall be responsible for the removal of all collected trash to designated collection containers in or adjacent to the areas where work is performed. The Contractor or the Contractor’s employees shall immediately pick up any trash that may fall onto the facility or grounds during the removal of such collected trash to the designated collection containers. Collection containers shall be closed to prevent trash from being blown around the facility or grounds. All waste water shall be neutralized and shall be disposed of only in areas approved by the COR.

Concrete surfaces, including sidewalks, entryways, and pads around and inside kiosks, shall be kept free of litter, all dirt, debris, and stains. Detergent solutions used to clean concrete surfaces shall be of a mixture so as not to kill grass or vegetation adjacent to the surface.

Remote access sites will be shown in Appendix D for Lost Creek Lake and Appendix E for Elk Creek under the correct map. Refer to Appendix B for frequency of cleaning.

5.4.2 Trash Cans: All trash shall be collected from trash cans and removed to a location designated by the

COR. The inside of all trash cans and bear-proof trash containers shall be lined and kept free of odors, dirt, stains, and debris. Boxes, cans, paper, etc., placed near a trash can shall be removed. Trash shall be prevented from blowing out of dumpsters and containers when emptying such content into the designated receptacles. Grounds within a 15-foot radius around trash cans shall be kept free of cigarette butts, cans, bottle caps, paper, fish waste, and other litter.

All trash cans shall be placed upright, with secure lids and returned to their original locations regardless of where the cans were found when the pickup was made.

Trash can numbers, types, and location may vary throughout the summer recreation season.

5.4.3 Picnic Tables and Electric cooking tops in group sites: A thorough cleaning of picnic tables and cooking tops will occur according to task schedule. Cleaning picnic tables includes the top, benches, and legs, shall be free of stains, dirt, insect nests, or accumulation of debris. Cleaning cooking tops includes the top, sides, and roof structures. A detergent shall be used in this cleaning, but it shall not be used so as to damage/stain or kill the grass or other vegetation under or near the table. Grounds surrounding each facility, for a 15-foot width, shall be free of cigarette butts, bottle caps, fish waste, and other litter. Group picnic sites are identified in appendix B.

5.4.4 Drinking fountains: Functional drinking fountains will receive a thorough monthly cleaning. Only spot checks will be performed daily, and any issues should be taken care of at that time. Drinking fountains shall be free of all streaks, stains, scales, scum, rust stains, food debris, dirt, bacteria, odors, and other extraneous matters. The base of the drinking fountains shall be free of rocks, cigarette butts, bottle caps, fish waste, paper, and other litter within a 15-foot radius.

5.4.5 All Restrooms: shall be cleaned, swept, mopped, and disinfected to maintain all fixtures at a reasonable level of shine and cleanliness. Floors and shower stalls shall be sanitized and maintained to ensure that there is not a buildup of dirt, debris, or bacteria. There should be no standing or extra water on floor after cleaning. Partitions, screens, doors, windows, ceilings, recesses, eave joints, and interior and exterior walls shall be maintained free of obvious dirt, graffiti, dust, insect nests, cobwebs or any other extraneous matter.

Toilet bowls, interior and exterior of toilet risers, and urinals, sinks and showers shall be cleaned, sanitized, and descaled; after cleaning, the entire surface shall be free from streaks, stains, scale, scum, mineral deposits, rust stains, and other bodily waste products and dirt. Catch baskets and wire screens beneath drain covers shall be free of all debris including hair – all parts of the drain shall be disinfected and replaced in proper position. All screws shall be tightened to preclude removal by the public. At no time, will a drain be left unattended with its cover removed. Drains shall be cleaned as often as needed to ensure proper drain function.

All marks of vandalism and graffiti readily removable without damage to the paint shall be removed.

Drains sidewalks and entryways adjacent to restrooms shall be kept free of all dirt, debris, and stains. The grounds surrounding each facility, a 15-foot radius, shall be free of cigarette butts, bottle caps, fish waste, paper, and other litter. Restroom trashcan service shall include those trash cans within the restroom, storage room, and those upon attached sidewalk. Restroom trashcans shall be clean and free of odor on inside and outside. Contractor shall ensure that restrooms have a clean and pleasant odor. Restrooms shall be stocked with necessary toilet tissue, paper towels, and hand soap or sanitizer so that there are sufficient supplies until the next service day.

5.4.6 Pipe chases and storage rooms are available for use by the Contractor without cost for the purpose of storage of materials and equipment, excluding flammable materials. Contractor shall be responsible for the orderliness and cleanliness of these closets and facilities shall be maintained to the same standard of cleanliness as all other areas covered under this contract. Contractor materials shall in no way block government access to storage areas for maintenance of electrical, sewage, or water systems. All marked setbacks will be observed.

5.4.7 Entryways: shall be free of dirt, debris, and foreign materials. Exterior doors and walls and areas adjacent to entryways and walkways shall be free of dirt, debris, spider webs, insect nests and other foreign materials.

5.4.8 Group Shelter and picnic areas: There is currently one (1) shelter located in Rivers Edge Park and two group picnic areas in McGregor Park. The contractor shall clean all foreign material from shelter floors, posts, ceilings, eves, trusses, supports, fascia board, and picnic tables. The Contractor shall pick up all litter, foodstuffs, and all other foreign material from tables and dispose of properly. Clean all foreign material from all surfaces of picnic table; tops seats, and supports with a cleaning detergent. Rinse and dry tables to a clean, streak and spot free finish. Remove all standing water on the floor or pad after cleaning.

Clean floors by sweeping to remove all foreign material. Contractor is required to remove all tape, staples, nails, tacks, string, rope, and signs that have been attached to the structure by the public. Contractor is required to have the cleaning of the shelter complete by no later than 11:00 am of each scheduled workday.

Failure to complete this work by the required time will constitute non-performance by the contractor.

5.5 Periodic Janitorial Service - Recreation Areas and Facilities

5.5.1 Grout: shall be cleaned to bring back to original color and condition. Grout shall be cleaned in manner as to not undermine it. Grout shall be treated with grout sealer.

5.5.2 Strip-Seal Floor Finish: shall be stripped of old wax, re-waxed and polished. Chairs, wastebaskets and other small objects shall be picked up by Contractor. Large items such as filing cabinets shall be worked around. After being stripped, waxed and buffed, the entire floor shall have a uniform glossy appearance, free of old wax, scuff marks, heel marks, and other nonpermanent stains, and shall have a uniform coating of floor finish. All wax-buff solution shall be removed from baseboards, furniture, trash receptacles, etc.

5.6 Cleaning Project Office: The project office area shall be defined as all offices, downstairs and upstairs, reception area, lobby, downstairs kitchen and hallway and entrance area to the warehouse. In each area, service shall include, empty all waste containers, dust bookcases, map and drawing cabinets, shelves, chairs, window sills, conference tables and any other furniture (except desktops as defined otherwise) clean drinking fountains, telephones, microwaves (to include both inside and outside), ovens, refrigerators (excluding inside), and other similar surfaces. All walls, moldings, ceilings, and hanging light fixtures shall be maintained clean of dust and cobwebs. In all restrooms, floors will be cleaned and sanitized as described above. Toilets, urinals, sinks, mirrors, lunchroom tables, dispensers, partitions, stalls and doors, and all other fixtures will be cleaned and sanitized. Supplies of hand soap, bars and dispenser type, hand sanitizer, shall be replenished in addition to paper towels, and toilet tissue as often as necessary to insure that supplies in the container are never entirely depleted.

5.7 Cleaning of Powerhouse

Areas covered under this section include but are not limited to Powerhouse levels Mezzanine, Main level, Lower level and Ground level. Areas include control room office, floors, kitchen, restroom and stairs. In each area, service shall include: empty all waste containers, dust bookcases, computer equipment, printers, shelves, chairs, tables, and any other furniture (except desktops); clean drinking fountains, telephones, microwaves, ovens, refrigerators, and other similar surfaces. All entries, walls, moldings, ceilings, and hanging light fixtures shall be maintained clean of dust and cobwebs. Restroom floors will be cleaned and sanitized. Toilets, urinals, sinks, mirrors, showers, dispensers, partitions, stalls and doors, and all other fixtures will be cleaned and sanitized. Supplies of hand soap shall be replenished in addition to paper towels, and toilet tissue as often as necessary to insure that supplies in the container are never entirely depleted.

5.13 Cleaning of Vault Restrooms (CXT)

5.13.1 Vault Restroom Cleaning. All Vault restrooms shall be cleaned according to frequencies outlined in Appendix B, weekly and daily cleaning schedule. Vaults shall be cleaned and sanitized with a germicidal product approved by the COR prior to use.

(1) Vault building exterior. The contractor shall clean and remove all graffiti and other foreign material from the walls, and sweep the eves to remove all spiders and their webs, insects and their nests, and all other foreign material. Remove all foreign material from all surfaces of toilet cover, seat, and toilet seat riser. Clean and sanitize all surfaces to maintain a clean fresh smelling sanitary finish. Contractor is required to check and remove all foreign material, insects and spiders from the inside top of the toilet riser to the underside of vault entrance. All interior and exterior surfaces shall be cleaned of graffiti, mildew, dirt, debris, webs, and any other foreign material.

(2) Floors. Sweep floors to remove all foreign material. Remove all graffiti, gum and other stubborn foreign material from the floor and drains without scratching or marring floor surfaces. Clean and sanitize by the use of wet mop and squeegee. Dry all floor surfaces to a streak and spot free shine. Contractor will maintain a clean, fresh-smelling, and sanitary finish on all floors.

(3) Restocking Dispensers. Install a full supply of toilet tissue, paper towels, hand soap or sanitizer, and any other materials necessary for the operation of the vault restroom. Ensure that all toilet tissue and other materials are in sufficient quantities so as not to run out before the next service of the restroom.

(4) Walls, Partitions, Ceilings, Door(s), Vents, and Skylights. Remove all foreign material and graffiti.

Clean, rinse and dry all surfaces to maintain a clean, fresh-smelling, and sanitary condition. All surfaces will have a streak and spot free finish.

(5) Vault Toilets. Remove all foreign material from all vault toilet surfaces. Clean and sanitize all surfaces including the seats, pedestal, and inner neck of opening to maintain a clean fresh-smelling, sanitary condition. Rinse, dry and polish all surfaces including chrome parts to a streak and spot free shine. Under no circumstances will cleaning water, soiled rags or any cleaning agent or detergent be disposed of down the vault toilets. Any wastewater shall be flushed down one of the waterborne toilets. The vaults are periodically treated with enzymes to deodorize and liquefy the waste. Addition of any cleaning agent or other material can alter the chemistry of the effluent, thus destroying the desired enzymes.

5.13.1 Vault toilet locations: Vault toilet locations include: six (6) at Lost Creek Lake; Peyton Bridge

Trailhead, Catfish Cove, Lewis Rd Trailhead, Fire Glen Campground, Four Corners Campground, and Lost Creek Trailhead and two (2) at Elk Creek Project; Homesteader’s Trailhead and Yellow Rock Trailhead.

See Appendix H.

5.14 Trash Collection and Disposal

5.14.1 General. Trash collection and disposal services in parks shall be performed on Monday Sunday, Wednesday and Friday of each week (see schedule in appendix B) during the period of 1 April through 30 September of each contract year and once every other Monday week during 1 October through 31 March.

Trash collection locations shall include sites described in Appendix F

5.14.2 Trash Disposal. Trash is to be collected and removed from identified sites described in Appendix

F throughout the service area. Trash removal shall be accomplished between the hours of 8:00 am to 6:00

pm. All trash shall be disposed of in a Government furnished dumpster located at Lost Creek Lake.

Those shall include, but not limited to; the trash cans listed under Trash Receptacle Locations listed in

Appendix F. Total quantity of trashcans in all recreation areas is estimated at 52 trashcans but may vary throughout the year. Trashcans are of 30-gallon capacity and the Government shall furnish all trash bags and dumpster for all contract-generated trash to disposed under the terms of this contract.

The Contractor can readily access most trash receptacles by vehicle. Removal of trash from the two (2) camping areas, Crowfoot Rd swimming area, and portions of McGregor Park will require walking a short distance. When recovering trash from occupied public use areas Contractor shall conduct work professionally, ensuring any interaction with the public occurs in a pleasant, positive manor.

Note: discovery of any suspicious dumping, abandoned household trash, drug paraphernalia or biologically hazardous trash should be coordinated with the POC or a park ranger ASAP. Should the contractor encounter any trash that is a significant health or bio-hazard (used syringes, discarded lab equipment, suspicious sealed, leaking or open containers, chemicals, or debris emanating strong chemical odors, etc.) it must be reported immediately to a POC or Park Ranger who will direct further action/non-action to the contractor. Rank, damaged or missing trash receptacles are to be also brought to the COR’s attention

ASAP.

6.0 Performance Requirements Summary

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

It is intended to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The Performance Requirements Summary (PRS) determines if the contract meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contract is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements.

If the Contractor fails to perform at any time and the work is deem critical by the COR, Government forces may be assigned to perform the work. If this occurs, the Contractor shall be required to reimburse the Government for the full costs of the work performed including labor, materials, transportation, and supervision.

These are the criteria against which the performance will be evaluated. Work shall be considered not to have been performed when any one of the following conditions exists in accordance to the QASP.
