About this file

This document is an amendment to a federal solicitation for the Cougar Butterfly Valve Replacement project. The amendment makes updates to specifications for painting schedules, penstock components including the spiral case extension and dresser coupling, and the hydraulic power unit reservoir. It also modifies the commencement, prosecution and completion dates requiring work to begin within 10 days of notice to proceed, physical completion by 30 April 2024, and final completion by 25 October 2024.

The solicitation is for the replacement of two 90-inch butterfly valves and control systems at the Cougar Powerhouse. A single penstock supplies two turbine headers each with a butterfly valve. The existing valves from the 1960s are becoming increasingly problematic. The project scope includes refurbishing existing penstock components and coating them with the specified paint system. It also requires shop testing plans and reports for the hydraulic power unit reservoir to verify it can withstand 5 PSI internal pressure.

CHANGES TO SPECIFICATIONS

Specification Update: Delete the language below with the strikethrough and replace with new language shown in red text

Section 09 97 02.00 26 subpart 3.5 PAINTING SCHEDULES

3.5 PAINTING SCHEDULES

SYSTEM NO. 5-E-Z

Items or surfaces to be coated: Butterfly Valve, interior and exterior surfaces with exception to sealing surfaces. Dresser coupling, interior and exterior surfaces with exception to sealing surfaces. Interior and exterior surfaces of the penstock spiral case extension and the penstock section upstream of the dresser coupling (see section 22 00

01.00 26 for additional details). Penstock spiral case extension and dresser coupling. Exterior surfaces of the penstock section upstream of the dresser coupling.

Section 22 00 01.00 26 subpart 2.2.12 Penstock Spiral Case Extension

2.2.12 Penstock Spiral Case Extension

The design of the replacement butterfly valves allow for reusing the existing penstock extension (upstream) and penstock spiral case extension (downstream). Include, as part of the butterfly valve installation plan and procedure, detailed procedures for the refurbishment of the existing penstock spiral case extensions. Refurbishment of the spiral case extension is to include, but not limited to, cleaning and removing paint from all surfaces, removing areas of surfaces corrosion, providing weld overlay in areas of low material (in accordance with Section 05 05 23.17 26, AWS WELDING AND FABRICATION), and coating all surfaces with the paint system specified in paragraph PAINTING SCHEDULES as detailed in Section 09 97 02.00 26, PAINTING. Painting of the penstock spiral case extension is to include the interior and exterior surfaces of the penstock spiral case extension. Paint all exposed surfaces of the exterior portion of the penstock spiral case extension (with exception to sealing surfaces) contained in the butterfly valve pit on elevation 1249.50. Paint the interior surface of the penstock spiral case extension from the mating surface with the butterfly valve to 6-inches downstream into the 5-foot 6-inch diameter section (reference drawing CU-60-238-7). Where there are pipe entrances, blast and provide paint at least 1-inch into the pipe.

Section 22 00 01.00 26 subpart 2.2.13 Penstock Dresser Coupling

2.2.13 Penstock Dresser Coupling

a. Submit Penstock Dresser Coupling Product Data for all materials furnished as part of the manufacture of components to refurbish the penstock dresser couplings, inclusive of replacement of all dresser coupling fastener hardware as well as resurfacing mating surfaces of the dresser coupling (dresser coupling extension and the upstream portion of the penstock). Include, as part of the butterfly valve installation plan and procedure, detailed procedures for the refurbishment of the penstock dresser couplings and the penstock extension (downstream portion of the penstock that joins the dresser coupling to the butterfly valve body). Refurbishment is to include, but not limited to, cleaning and removing paint from all surfaces, removing areas of surfaces corrosion, providing weld overlay in areas of low material (in accordance with Section 05 05 23.17 26, AWS WELDING AND FABRICATION) and coating the surfaces with the paint system specified in paragraph PAINTING SCHEDULES as detailed in Section 09 97 02.00 26, PAINTING. See paragraph PRODUCT DATA above for additional submittal requirements. Painting of the section of penstock that joins the dresser coupling to the butterfly valve is to include all surfaces of the interior and exterior section, with exception to sealing surfaces.

Painting of the upstream penstock portion (upstream of the dresser coupling) is to include all exterior surfaces exposed in the butterfly valve pit on elevation 1249.50 as well as the interior surface of the penstock to no less than 2-feet upstream of the centerline of the dresser coupling.

Section 35 05 40.14 26 subpart 2.3.5 Hydraulic Power Unit

2.3.5 Hydraulic Power Unit Reservoir

a. Size the oil reservoir to meet the space limitations indicated and to accommodate 125 percent of the fluid needed for proper pressurization and actuation of both butterfly valve operators, drainage of all system components including the system accumulators, and level monitoring. Make the reservoir of steel with welded joints and conform to the requirements as shown. In the event that the total system volume, including the accumulators, is discharged into the HPU reservoir, the fluid level for such situation is to trip (trigger an alarm) the reservoirs high high alarm. Manufacture and fabrication of the HPU reservoir is to be in accordance with the provisions of Contract specification Section 05 05 23.18 26, BOILER PRESSURE VESSEL CODE WELDING AND FABRICATION. The HPU reservoir need not be certified per ASME BPVC as a pressure vessel, however, the fabrication details (weld detailing) as well as the certification of welders are to be in accordance with the provisions of Contract specification Section 05 05

23.18 26. However, the HPU reservoir structure will need to be capable of handling a minimum of 5-psi internal gauge pressure. See subpart

Section 35 05 40.14 26 subpart 3.6.4 HPU Reservoir Shop Testing

3.6.4 HPU Reservoir Shop Testing

a. Submit an HPU Reservoir Shop Testing Plan that details the shop testing procedures which must meet the requirements in paragraph TEST PROCEUDRES above. Perform shop testing of the HPU reservoir separate from the shop testing of the HPU system. Shop testing of the HPU reservoir is to verify that the fabrication of the HPU is sufficient and capable of withstanding an internal gauge pressure of at least 5-psi. Test procedure is to is to include means of temporary plugging all ports in the HPU reservoir, sealing off the cleanout covers, and hydrostatically pressurizing the HPU reservoir to 5-psi gauge pressure and holding the pressure for no less than 15-minutes. Passing test criteria for the HPU reservoir is when the reservoir can contain 5-psi hydrostatic pressure for at least 15-minutes without any leakage. Include, as part of the test procedure, the plan for cleaning the HPU reservoir meeting the requirements detailed in paragraph CLEANING AND FLUSHING above.

b. Submit a HPU Reservoir Shop Test Report to include all pertinent test information including the results of the test and the test procedures. Additionally, include all required information as outlined in paragraph TEST REPORTS.
