AMENDMENT 0002 QUESTIONS AND ANSWERS – 12/26/2019
1. Certified auditors are given grades. The grades include Principal, Lead, Auditor, and Provisional Auditor are used by both IRCA and Exemplar Global. The Agency needs to be precise in its use of terminology.
The Performance Work Statement (PWS), Paragraph 6.2(a) is revised to correct the terminology to include "Lead" and "Auditor" grades. All auditors, regardless of grade, need to meet the requirements specified in the PWS.
2. The answer to Amendment 0001, Question #5 limited the response to a single major nonconformance issued in December 2016. The question applies to all corrective actions issued during the past 3 years which is not only major nonconformances, but minor nonconformances as well.
Only one nonconformance has been issued during the previous 3 years.
3. The answer to Amendment 0001, Question #9 does not clearly indicate whether all certificates issued since 1997 are in the possession of the Agency whether in electronic or paper format. Please clarify.
There has been an unbroken chain of certification from 1997 to date. Previous hard copies of certificates are past the date of retention and have been destroyed according to Army record retention policy.
Electronic copies were unable to be located at this time.
4. The certificate provided lists two additional sites in Portland and Troutdale which are not listed in the PWS. Please clarify.
The certificate lists sites that were current at the time of certification. The PWS is accurate, and the additional sites on the certificate are not to be included in future certificates.
