BASIS FOR AWARD

1. BASIS FOR AWARD.

A. General.

(1) This solicitation is an unrestricted, full and open acquisition using Lowest Price Technically Acceptable (LPTA) source selection process for the award of a firm fixed-price contract. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptable standards for non-cost factors. This acquisition will utilize FAR Part 15 LPTA source selection procedures, leading to selection of the proposal representing the best value to the Government.

(2) In the context of this proposal, the “Offeror” refers to the proposed prime contractor. A “major subcontractor” is defined as a subcontractor that the offeror proposes to perform 25% or more of the work required under the solicitation.

(3) Offerors shall submit a technical proposal, and a price proposal. The evaluation results of the non-price and price proposals will determine an awardee. In order to be considered awardable, the offeror’s proposal must receive an “acceptable” rating in every non-price factor.

(4) The Government intends to make an award without discussions, but reserves the right to conduct discussions should discussions prove to be necessary or advantageous to the Government. Because the Government does not intend to hold discussions Offerors are encouraged to include their best pricing in their initial proposal.

(5) All proposals received will stand alone and be considered complete and final. The evaluation board will not consider any information or data incorporated by reference or otherwise referred to. The successful offeror will be selected solely on the basis of the evaluation factors set forth below. Accordingly, proposals submitted in response to this solicitation should provide clear, complete, concise, and straightforward responses to the evaluation factors. Elaborate proposals, color brochures, and other excesses are discouraged.

2. SUBMISSION OF PROPOSALS AND EVALUATION.

A. Administrative Details and General Instructions. Proposals are due no later than the time and date specified in Block 13 of Standard Form 1442.

(1) General Proposal Format.

Submit each copy of the proposal in tabbed, 3-ring binders with a “D” ring or locking closures.

Title Page. Each copy must include the offeror’s name and address, phone number and email address, title of the solicitation, solicitation number and date of submittal clearly identified on the front cover of the binder.

Table of Contents. Each binder of the proposal shall contain a detailed table of contents. The complete table of contents shall be included in each binder.

Printed Matter Submissions. Pages containing text are expected to be 8 ½ x 11 inches with at least one-inch margins at the top, bottom, and both sides. Paragraphs should be separated by at least one blank line. A standard 11-point font in either Arial or Times New Roman is required.

00 21 00-1

Organization charts or schedules. A folded 11” x 17” format may be used. Larger format drawings or tables may be added by folding them to fit within the binder.

All information must be confined to the appropriate volume. If the materials do not fit within a single volume, they should be separated in additional binders, but clearly identified as such. Each volume of the proposal is expected to contain a table of contents, summary section with a brief abstract of the volume, and the narrative discussion.

THE OFFEROR SHALL SUBMIT AN ELECTRONIC VERSION OF EACH PROPOSAL. The electronic version shall be on a readable CD. Any discrepancies between the electronic and paper copies shall give precedence to the paper copy.

(2) Proposal Content Limitations.

The offeror must confine the proposal to relevant information and documentation sufficient to provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of the proposal. The page count is at the discretion of the offeror; however the proposal may not be more than twenty-five (25) pages total. The twenty-five (25) page limitation does NOT include past performance information submitted in Factor 2, Past Performance.

The evaluation panel for the Government will evaluate the non-price proposal factors on the basis of the information provided. Extraneous information provided in the proposals will not be considered in the evaluations; therefore, the offeror should only provide information that satisfies the solicitation requirements. Merely restating the specifications without sufficient elaboration demonstrates a lack of understanding of the requirement.

DO NOT cross reference past performance information. It is acceptable to repeat data, project information or experience in more than one non-price area as long as it satisfies the requirements of the factor.

Proprietary information must be clearly marked.

(3) English Language Requirement.

In order for the proposal to be considered, it MUST be prepared in ENGLISH.

B. Content of Proposals.

All proposals must be prepared in two volumes: a technical proposal (Volume I), a price proposal (Volume II).

Each of the volumes shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. Offerors who fail to submit a complete proposal may be excluded and thus receive no further consideration for award.

(1) Technical Proposal, Volume I: Provide one (1) original and three (3) copies and one (1) pdf. file on a CD-ROM. Volume I shall consist of information for the two (2) factors, listed in tabular form, as noted below. The technical proposal (Volume I) must not contain reference to price. The narrative and content structure of the proposal shall follow the format shown under Volume I below.

Volume I – Technical (Non-Price) Factors and Sub-factors:

Tab 1 – Factor 1 – Experience

Tab 2 – Factor 2 – Past Performance

00 21 00-2

(2) Price Proposal, Volume II: Provide one (1) original and one (1) pdf. file on a CD-ROM. Provide pricing and complete all line items on Standard Form 1442 (SF 1442). The Price Proposal must be prepared in accordance with the following and must include:

Tab 1 – SF1442, Solicitation, Offer, and Award.

The SF1442 shall be filled out completely by the offeror and signed by an official that is authorized to bind the company. The offeror shall also acknowledge all amendments to the solicitation in accordance with the instructions on the Standard Form 30 or Block 19 of SF1442.

Tab 2 – Section 00 10 00, Solicitation.

The offeror shall fully complete this section.

Tab 3 – Representations, Certifications and other Statements of Offerors.

The offeror shall complete all representations and certifications in Section 00 45 00 and also ensure current registration and completed/updated Annual Representations and Certifications on the System for Award Management (SAM) website, www.sam.gov.

Tab 4 – Banking and Bonding Points of Contact.

The Government is required to determine Contractor’s responsibility. Accordingly, the offeror shall provide contact information (company name, point of contact, address, email address, and phone number) for the offeror’s bank and bonding institutions.

Tab 5 – Bid/Offer Guarantee.

The Bid Bond shall be at least 20% of the bid price, but shall not exceed $3 million. See FAR Provision 52.228-1 Bid Guarantee.

Tab 6 – Subcontracting Plan (Large Businesses Only). Other than U.S. small business offerors (i.e., large businesses) must also submit a small business subcontracting plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 contained in Section 00 72 00, General Conditions. In accordance with FAR 19.702, if any apparently successful Offeror fails to negotiate a subcontracting plan acceptable to the Contracting Officer within the time limit prescribed by the Contracting Officer, the Offeror will be ineligible for award.

Annual Subcontracting Report. Large businesses shall provide a completed subcontracting plan and most recent annual subcontracting report.

A model subcontracting plan is included as an attachment to this solicitation. For information on the evaluation of subcontracting plans, see Army Federal Acquisition Regulation Supplement (AFARS), Appendix DD.

C. Submission of Proposals.

Proposals must arrive at the location designated in the solicitation for receipt of such proposals prior to the time and date established in Block 13, SF 1442. There will not be a public proposal opening.

Envelope(s) shall be plainly marked with the following information:

Solicitation No. W9127N18R0006 Proposal Due Date:

Number of each amendment that has been received:

3. EVALUATION FACTORS.

Volume I – Technical (Non-Price) Submission Requirements and Evaluation Method:

FACTOR 1 (TAB 1) – Experience

Submission Requirements:

The offeror shall submit information on at least two (2) and no more than four (4) projects that demonstrate the offeror’s experience performing work similar in size, scope, and complexity to the work required by this solicitation. Information submitted for each project must include the information outlined in Attachment A6, Offeror’s Experience Form.

To be evaluated, each project must have been completed or must be substantially complete within 15 years of the date that proposals are due. Substantially complete is defined as being 75% complete by the date that proposals are due. If an offeror submits a project that it represents as “substantially complete,” the offeror must reasonably explain why the project is considered at least 75% complete. If an offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 75% complete, the Government reserves the right to reject the project.

A maximum of four (4) projects will be evaluated. If an offeror disregards these instructions and submits more than four projects, only the first four projects will be evaluated.

NOTE: It is up to the offeror to demonstrate in its proposal that it meets the minimum evaluation criteria outlined below. Therefore, offerors must describe each project with enough detail to ensure that the Government can meaningfully assess whether the projects submitted meet the minimum evaluation criteria outlined below.

Instructions on the use of major subcontractors to demonstrate experience: Offerors may use the past experience of major subcontractors to demonstrate experience. If the offeror submits experience of a major subcontractor, the offeror must submit a letter of commitment from the subcontractor on the letterhead of the firm to be subcontracted. The letter of commitment must be signed by an authorized individual from the subcontractor that is proposed to perform the work. If a letter of commitment is not submitted, the experience will not be considered.

The Government may consider past experience information regarding predecessor companies and key personnel who have relevant experience.

Evaluation Method:

Experience will be rated on an “Acceptable” or “Unacceptable” basis:

00 21 00-4

Table 1. Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Acceptable: To be determined “Acceptable,” the Offeror’s proposal must demonstrate that the Offeror (or its committed subcontractor) has performed projects meeting the following criteria:

• Two separate projects involving:

o Diagnosis of a stator fault on hydrogenerator units with a capacity of 50 MW or greater;

AND

• Two separate projects involving:

o Repair on hydrogenerator units with a capacity of 50 MW or greater consisting of:

Removal of the failed stator bars;

Installation of new stator bars; and Testing of the entire winding.

Unacceptable: The Offeror’s experience fails to meet the minimum acceptability criteria outlined above.

FACTOR 2 (TAB 2) – Past Performance

Submission Requirements:

The Offeror shall provide past performance information for each project listed by the Offeror under Factor 1 – Experience:

• If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, the offeror shall submit it with the proposal.

• If there is not a completed CPARS evaluation, the offeror shall submit a Past Performance Questionnaire (PPQ) for the project. See Attachment A7. Do not submit a PPQ when a completed CPARS is available.

o If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).

o Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Mr. Joshua D. Fellwock, via email at Joshua.D.Fellwock@usace.army.mil prior to proposal closing date. The offerors shall instruct the clients to refer to the solicitation number (W9127N18R0006) in the subject line.

o PPQs are source selection materials. All successfully submitted PPQs will receive an email confirmation upon receipt. If the offeror does not receive the confirmation, it is the offeror’s responsibility to follow up to ensure the government has received the information.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other procurements. However, this does not preclude the Government from utilizing previously submitted past performance information in the past performance evaluation.

Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the offeror.

00 21 00-5 mailto:Joshua.D.Fellwock@usace.army.mil

In addition to the above, the Government may review other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS, including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), FAPIIS, telephone interviews with organizations familiar with the offeror’s performance, Government personnel with personal knowledge of the offeror’s performance capability, and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

Evaluation Method:

The past performance evaluation results is an assessment of the offeror’s probability of successful performance of the solicitation requirements. This assessment is based on the offeror’s record of recent and relevant past performance of projects that pertain to the project outlined in the solicitation requirements.

There are three aspects to the past performance evaluation: recency, relevancy, and quality.

The first aspect is to evaluate the recency of the Offeror’s past performance projects. For this solicitation, recent projects are those projects completed or substantially completed (as defined above) within fifteen

(15) years of the date that proposals are due.

The second aspect is to determine how relevant the Offeror’s past performance projects are to the solicitation requirements. For this solicitation, relevant projects are those that meet the requirements for acceptability under Factor 1. For example, if a submitted project demonstrates the diagnosis of a stator fault on hydrogenerator units with a capacity of 50 MW or greater, it would be considered relevant.

The third aspect of the past performance evaluation is to determine how well the contractor performed on its past performance projects. The Government will evaluate the offeror’s past performance to ensure previous work performance satisfactorily met the contract requirements, performance schedules, prescribed quality of work, safety requirements, and other customer expectations on these projects.

Based on a consideration of those three aspects, the Government will evaluate Factor 2 – Past Performance on an “Acceptable” or “Unacceptable” basis:

Table 2. Past Performance Acceptable/Unacceptable Rating Method

Rating Description

Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.

Note: In the case of an Offeror without a record of relevant past performance or for which information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Volume II – Price Proposal Evaluation Method:

00 21 00-6

Award will be made on the basis of the lowest evaluated price (sum of all CLINs) of proposals meeting or exceeding the acceptability standards for non-cost factors.

The Price Proposal will be evaluated to determine fairness and reasonableness. For evaluation purposes, the total evaluated price will be calculated by adding the total price for all optional items to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the options.

The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
