PERFORMANCE WORK STATEMENT

HISTORY OF DREDGE UPLAND PLACEMENT SITES AND AN

EXAMINATION OF IN-WATER RESOURCES OF THE

COLUMBIA RIVER FROM RIVER MILE 3-106.5

PART 1

GENERAL INFORMATION

This is a non-personal services contract to provide a research document to the U.S. Army Corps of Engineers (USACE), Portland District (Corps). The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

1.1 Description of Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and personnel services necessary to provide the Corps a document of the history of historic and archaeological resources associated with dredging, in-water placement, and upland dredge material placement sites in the Lower Columbia River (the Project). Several placement sites are man-made by-products of dredge placement, while other sites have been expanded by dredge placement. The contractor shall perform to the standards in this contract.

1.2 Objectives: The goal is to have a comprehensive cultural resource background research document with maps that provides historic and archaeological context to the multiple upland placement sites, the dredging of the navigation channel, and in-water placement locations. Work outlined in this Performance Work Statement (PWS) includes background research, literature review and historic documentation of 24 placement sites within the Lower Columbia River corridor from the mouth of the Columbia River to Portland, OR, river miles 3-106.5 (See Exhibit 1). In addition, it is also the goal to have a better understanding of the submerged archaeological and historic resources in the river that could be impacted by dredging or in-water placement of dredge material. The Corps works closely with interested and affected Tribes, Oregon State Historic Preservation Office and Washington States Department of Archaeology and Historic Preservation office (herein after SHPOs), and other agencies for cultural resource management in compliance with Section 106 of the NHPA. Placement sites to be examined are listed in Exhibit 3 of this PWS, along with the river mile location and State. GIS data is also included for the sites on the table as well as the length of the river to be examined for in-water resources.

The project area is the main stem of the Columbia River from river mile 3-106.5. This includes the Columbia River channel and its associated riverbanks and landforms where dredge material is placed. The project is located along the border of both Oregon and Washington States, stretches across several counties, and includes a deep water placement located off the coast of Washington in the Pacific Ocean.

The project includes 24-upland placements sites, unknown in-water placement sites, shipwrecks, and a Pacific Ocean 9,000 acre area deep water placement site. Literature should also identify areas of potential resources other than Corps' dredge placement sites, including submerged archaeological or historic sites within the Columbia River channel.

Research will be conducted in an indoor environment. It will involve the research and use of historic aerial imagery and other historic photos, previous archaeological survey reports, dredge material placement history, records provided by USACE such as environmental documents, National Oceanic and Atmospheric Administration (NOAA), other shipwreck database systems to identify in-water resources, and any other records that can provide a historic context for the dredge placement sites and the river channel between river mile 3-

106.5. The final product will be a comprehensive report documenting the history of the individual placement sites from the first time identified as a dredge placement site unto present day with any cultural or historic property information and maps, and an in-depth narrative and maps documenting the in-water resources of the Columbia River from river mile 3-106.5.

iii. http://marinecadastre.gov/nationalviewer/

iv. Oregon SHPO Office Database (Not an online resource, contact Dennis Griffin at SHPO for more information or Jaci Wells at the Corps)

Some of this information can be found at the local USACE office in coordination with the district archeologist, TL, and operations/maintenance.

The Contractor shall document in the Draft and Final report answers to the following questions: Has the placement site ever been surveyed for cultural resources? What was found? Are there archeological or historic property sites in the placement area? Are they evaluated for National Register of Historic Places (NRHP) eligibility? Where are they located? Is there an existing site number, and what is it? Is the placement site natural or man-made (i.e. made from the placement of dredge material over a prolonged period of time)? Based on the historical information, is there a chance that the placement site could have intact cultural resources? Is an inventory needed? How has the placement site changed or developed over the years? What resources are located in the river? Are they NRHP eligible? Do they have site numbers and what are they? Have they been impacted by dredging or placement based on the records? Could future dredging or placement cause harm to these sites/resources? Can these sites in the river be identified for easy avoidance in the future? Are there any documented resources in the deep-water site? What are they?

The entire river from River Mile 3-106.5 and the deep-water site should be examined for known in-water resources including shipwreck, archeological sites, historic sites, or any other type of cultural resources with a one mile buffer either side of the river corridor. These resources should be identified and placed on maps with GIS information provided. Additionally, bathymetry and aerial photographs should be used to identify potential resources that are not previously recorded, for example, unknown shipwrecks. These locations will also be marked on a map with GIS shapefiles provided and if unable to be identified, shall be marked as “unknown.”

5.3.1 Draft GIS Data and Mapping: The Contractor shall geo-rectify all historical aerial photos and historical maps of the placement sites to determine the change over time. The Contractor shall use current bathymetry data to identify resources within the river that could be affected by the in-water placement and dredging. The Contractor shall produce a series of 1:24,000 scale maps on topographic backgrounds for the report; the maps will include placement site location, cultural resource site location, shipwrecks, and any other potential cultural resource. CLAUSES INCORPORATED BY FULL TEXT

52.212-1 Instructions to Quoters—Commercial Items

a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits a quotation in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

b) Submission of quotations. Submit quotations via email to Eric Oldenkamp at eric.j.oldenkamp@usace.army.mil. Quotations must be received via email at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show:

1) The solicitation number;

2) The time specified in the solicitation for receipt of quotations;

3) The name, address, email, and telephone number of the quoter;

4) Terms of any express warranty;

5) Price and any discount terms;

6) “Remit to” address, if different than mailing address;

7) A completed copy of provision 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically). ;

8) Acknowledgment of Solicitation Amendments;

9) Provide past performance information for up to eight (8) projects that best demonstrates experience in services that are similar in size, scope, and complexity to the work described in the RFQ Performance Work Statement (PWS). Include contract numbers, points of contact with telephone numbers, and other relevant information.

10) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.

Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

c) Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately.

d) Late submissions.

1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.

2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

e) Issuance of purchase order. Quotations should contain the quoter’s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR part 15.

f) Data Universal Numbering System (DUNS) Number. (Applies to all quotations exceeding $3,000, and quotations of $3,000 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.) The quoter shall enter, in the block with its name and address on the cover page of its quotation, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the quoter’s name and address. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the quoter to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the quoter does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. A quoter within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. A quoter located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The quoter should indicate that it is a quoter for a Government contract when contacting the local Dun and Bradstreet office.

g) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of a quotation, the quoter acknowledges the requirement that a prospective contractor shall be registered in the SAM database prior to purchase order issuance, during performance and through final payment of any contract resulting from this solicitation. If the quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to issue the purchase order to the next otherwise successful registered quoter. Quoters may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

h) Requests for information. The contracting officer will not notify unsuccessful quoters that responded to this solicitation. Quoters may request information on purchase order(s) resulting from this solicitation from the contracting officer.

i) Questions concerning solicitation. Direct questions regarding this solicitation to Eric Oldenkamp via e-mail eric.j.oldenkamp@usace.army.mil
