Solicitation W9127N-16-R-0075 History of the Portland District – 2000 to 2015
Questions and Answers #1
Question 1.
The requirements for key personnel (Tab 3) indicate that the “majority” of the research and writing for this project shall be completed by a historian with a Ph.D. Would the Portland District consider having the work product is overseen by a PhD but the book is written by a historian with specialized historical knowledge of USACE history and operations and has written histories for other Districts?
Answer:
It is ok, so long as the product is overseen by a PhD. Amendment 0001 has been issued to cover this change in the requirement.
Question 2.
The Past Performance Questionnaire (Tab 2), could you clarify what is meant by: “Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other solicitations.”
Answer:
This is a complex way to say that the PPQ or a CPARS rating cannot be referred to as being a document found in another proposal. The actual PPQ MUST be submitted. Your proposal shall not make similar reference to a CPARS report submitted with another proposal.
