Detroit/Big Cliff Cultural Investigations

Solicitation W9127N-16-Q-0053

Questions and Answers #1

1. For the Detroit Big Cliff project, is the northwesterly project area accessible by foot traffic?

Answer: The Detroit O&M Survey Area appears to be, as there is a road running adjacent to the inventory area.

Detroit – north side of the river is accessible easily by foot, we can arrange for vehicle access on internal gated roads. On the south side of the river, there is a powerline right-of-way and Forest Service Roads. 4-WD vehicle may be needed, and the rest should be accessible by foot.

The majority of the Legacy Contaminations Sites appear to have roads leading to them, and the one located within the reservoir should be accessible as well.

The Detroit Town site Shoreline area is accessible by foot.

USFS S. Shore Campground is accessible by foot, and the Government will coordinate with US Forest Service if keys are needed for gated areas.

Big Cliff - All should be accessible easily by foot, and the Government can arrange for vehicle access on internal gated roads.

2. The Detroit-Big Cliff Legacy Contamination Sites (10.5 acres) contains a series of structures within the survey area. Are these buildings/structures going to be removed? And do they need to be documented and evaluated for listing under the NRHP?

Answer: If the structures are located within the boundary they should be recorded as part of the site. If separate from a ‘site’ then they should be recorded as an individual Section 106 form and thus can be considered one of the new sites projected.
