Questions & Answers Solicitation No. W9127N-16-Q-0016
15 Aug 16
1) Question – How are we supposed to bid cleaning or replacing the tank if you discover oil in it?
Answer - Not sure I understand the question. If we have a transformer fault and oil gets in the tank, we obviously cannot dump that back into the river. The vendor will be required to either a) bring an attachable oil/water separator system to remove the oil so that no oil is released next time we need to dump the tank, or b) clean it offsite and provide us a new, clean tank.
2) Question - How many times per year do you expect oil to appear in the tank? When we installed a similar system we setup the tank as an OWS and only cleaned it at the end of the job.
Answer - Hopefully zero times. We've had a tank in place at Green Peter for three years and not required any cleaning. It would only happen with a transformer fault, which is a BIG deal and extremely rare. No one wants it to happen, but the tank needs to be in place in case it happens.
3) Are you asking for a per incident price to haul off and dispose of 18,000 gallons of water and clean the tank?
Answer – Yes.
