Questions & Answers Solicitation No. W9127N-16-Q-0016
5 Aug 16
1) Question – When is the solicitation due?
Answer - Due date is 17 Aug by 12:00 pm pacific time (date located upper right corner of 1st page).
2) Question - One line states that contractor will supply hose protection between tank and discharge to the river. Any specifics on load rating, size, and frequency of traffic dictate the equipment necessary.
If it's an occasional Honda civic, that's lighter duty equipment than for example regular loaded water trucks or such.
Answer - Normal vehicles. Cars, pickups, etc. Nothing that would require passing through a weigh station.
3) Question - The RFQ states contractor to do final cleaning. Is it reasonable that USACE will drain the tanks? I need to know if we are just rinsing them out or will we have to haul off and dispose of 18,000 gallons?
Answer - We would drain any water, as long as there wasn't any oil in the tank. In that case, the contractor would be required to clean and/or replace the tank until the end of the period of performance. Our procedure now is to pump water from the transformer yard (due to rain or whatever) into the tank. Weekly (or more often during rainy season) the mechanics will check to ensure there is no oil sheen on the water in the tank. If none, then they dump the water into the river.
If there is oil, then they cannot dump the water (Clean Water Act) and would require the tank to be cleaned or replaced.
4) Question - Can’t find the Solicitation No. W9127N-16-Q-0016 in FBO.gov.
Answer - Please be aware there is a typo in the title of the solicitation number in FBO.gov. It should be with a “Q” not a “P”. The title will remain a W9127N-16-P-0016 for now. When you open the solicitation document it will be W9127N-16-Q-0016.
5) Question - Reference SOW under Detailed System Requirements, it says “The system shall include one open top tank…” Can I provide a price on a double wall/closed top tank?
Answer – Yes. Please indicate as such on the quote.
