1.4 SCHEDULE FOR CONSTRUCTION

In accordance with Section 00700 Contract Clause 52.236-15, SCHEDULES FOR CONSTRUCTION CONTRACTS, submit a schedule for accomplishing the work in this Contract. The schedule will not be used by the Government to select a Contractor; rather it will be used to ensure that the Contractor is capable of accomplishing the necessary work in the allotted time periods. The schedule must be consistent with the completion dates as specified in Section 00800 Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. Other Contractor's work must also be coordinated in accordance with Contract Clause 52.236-8, OTHER CONTRACTS.

1.5 INTERIM CONSTRUCTION COMPLETION DATES

All Contract requirements shall be complete by the completion date as specified in Section 00800 Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. Refer to Section 01 11 00.00 25, SUMMARY OF WORK for interim construction completion dates.

1.6 PERMITS AND RESPONSIBILITIES

1.7 GATE OUT OF SEVICE PERIODS

1.7.1 Gate Out of Servcie Periods (GOSP)

The Government has established interim construction completion date, described as "Gate Out of Service Periods," coinciding with allowed maintenance periods. In general, this is a work period that allows for work an a single spillway gate. The GOSP period established for this Contract is: 15 July through 15 September for each gate out-of-service work year required.

01 10 10.00 25-2

1.7.2 In-Water Work Activities

For purposes of this Contract, work items that must be restricted to the GOSP, along with further work restrictions, are described in Section

01 11 00.00 25, SUMMARY OF WORK.

1.8 INCLEMENT WEATHER CONSTRUCTION

The Contractor's schedule must reflect adverse weather days in all weather dependent activities as defined in Section 00800 Contract Clause 52.236-4, PHYSICAL DATA. Protect work areas from inclement weather, wind damage, and precipitation so that no delay in the prosecution of critical work items, or damage to USACE property occurs. No time extensions will be authorized for materials, work in place, or equipment damaged due to negligence during periods of inclement weather.

1.9 NOTIFICATION OF EQUIPMENT OUTAGE

When required to work in the intake control room and/or spillway bay at the Hills Creek Dam work areas, notify the Government 45 days in advance of the work. This will allow the Government to coordinate and schedule clearances for lock out/tag out for the HECP requirement for Contractor access. The Government will make every effort to have the clearance(s) removed and systems back on-line when practical.

1.10 WORK BY THE GOVERNMENT CONCURRENT WITH CONTRACTOR WORK

The Government will limit interference with the Contractor's work to the maximum reasonable extent and the Government and Contractor shall coordinate as necessary.

1.11 WEEKLY COORDINATION MEETINGS

Weekly coordination meetings must be held between the Contractor and the Government. This meeting will be used to discuss Contractor's safety, Quality Control Program, submittals, deficiencies, Contract administration, schedule, actual progress in the last week, and work planned in the upcoming two weeks. Any work requiring Project support or potential impacts to Project operations or maintenance must be noted. During the Preconstruction Meeting, the Government will determine responsibility of running this meeting. If the Government elects to run the coordination meeting, the Contractor must provide a two week look ahead, with the previous week as-builts, 48 hours before each weekly meeting to the Government representative. The responsible party must prepare and distribute, by e-mail, the coordination meeting agenda with a two week look ahead no later than 24 hours before each meeting. A meeting time and place will be mutually agreed upon for the same time each week. Coordination meeting notes will be taken by the Contractor and transmitted to the COR for review, and re-transmitted to the COR with changes no later than the close of business the next workday following the weekly meeting.

1.12 PARTNERING

The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. Among the objectives are effective and efficient Contract performances and are intended to achieve completion

01 10 10.00 25-3 within budget, on schedule, and in accordance with the plans and specifications; and to develop a single cooperative management team focused on the success of the project to mutual benefit of all stakeholders. This partnership will be bilateral in makeup, and participation will be totally voluntary. Any cost associated with effectuating this partnership will be agreed to by both parties, and will be shared equally with no change to the Contract price. An integral aspect of partnering is the resolution of disputes in a timely, professional, and non-adversarial manner through the use of issue clarification and problem solving. Alternate Dispute Resolution (ADR) methodologies will be encouraged in place of the more formal dispute resolution procedures. ADR will assist in promoting and maintaining an amicable working relationship to preserve the partnership.

ADR is a voluntary, non-binding procedure available for use by the parties to this Contract to resolve any dispute that may arise during performance.

1.13 CONTRACTOR EMPLOYEES

Ensure that all employees are capable of demonstrating adequate knowledge of tools, supplies, equipment, and techniques necessary to competently perform the work. a. Hills Creek Dam does not have stoplogs or bulkheads available to dewater a spillway slot during construction. Keep two gates fully operational at all times (except for equipment tie-ins) so that the Government can use it to pass flow. Keep the spillway downstream of the fully operational gate clear from any and all impediments so that the Government can pass flow. The gate being worked on shall be affixed to the spillway pier to allow the gate to act as a stoplog when pins are out of the trunnions. Submit a Pier Anchoring Plan, for approval, to affix the skinplate to the spillway piers with a design head elevation of 1520 feet. Refer to Appendix A at the end of this section for the operating levels of the reservoir pool. Block only the spillway

b. Coordinate with the Government a minimum of two weeks in advance of any equipment tie-ins or other circumstances that require any gate to be off seal. All attempts will be made to keep the pool below the spillway crest of 1495.5 feet from 15 July to 15 September, but the Contractor must coordinate specific times when this will be required.

c. Do not stage vessels, obstructions, or construction equipment in the reservoir upstream of either…
