About this file

This document is a Special Notice and Request for Information (RFI) issued by the U.S. Army Corps of Engineers (USACE), Mobile District, announcing an upcoming Progressive Design-Build (PDB) competition for a specialized medical construction project.

The solicitation (W9127827RA014) seeks a design-build contractor to deliver a Blood Donation Center (BDC), modernized Sterile Processing Department (SPD), high-capacity hospital kitchen, and USP 797/800-compliant pharmaceutical compounding rooms at Yokota Air Base Hospital in Japan. The project involves designing, phasing, and constructing specialized medical departments within a fully operational, occupied medical treatment facility, requiring careful coordination to ensure zero disruption to healthcare delivery. The contractor must comply with all applicable codes and standards from the National Fire Protection Association (NFPA), The Joint Commission (TJC), and Authorities Having Jurisdiction (AHJ), and is solely responsible for all code-required testing and certifications. Contractor personnel must meet strict security and health screening requirements, including specialized medical testing and immunizations, and the contractor must provide increased liability insurance, specialized worker training, and advanced Personal Protective Equipment. The contractor is entirely responsible for verifying all existing site conditions, quantities, and measurements. Responses to this RFI are limited to four pages and must be submitted electronically in PDF format to larhonda.m.archie@usace.army.mil and cc robert.s.mcallister@usace.army.mil by November 9, 2026, at 1400 hours (CST). Required information includes company contact details, ability to provide an Irrevocable Letter of Credit or check in lieu of performance/payment bonding, capability to perform construction OCONUS in Japan (requiring either a physical, legally registered Japanese office with a valid Japanese Construction Business License or a Joint Venture/teaming agreement with a licensed Japanese domestic contractor), and a description of capability to perform the work. Following RFI review, the government will conduct a streamlined competitive selection process with an RFQ anticipated around January 1, 2027, down-selecting up to three companies to proceed to pitch meetings (likely at Yokota Air Base), after which one company will be selected for award of initial design and preconstruction services with modification for design completion and construction. The agreement will be Firm-Fixed-Price (FFP), with successive design and construction milestone prices agreed upon as the design progresses and funds become available.

PROJECT OVERVIEW

• Project Title: Blood Donation Center (BDC) and Specialty Medical Departments

• Location: Yokota Air Base, Japan

• Agency: U.S. Army Corps of Engineers – Mobile District

• NAICS Code: 236220

• PSC: Y1DA

PROJECT DESCRIPTION

This requirement is for a stand-alone contract executed under Progressive Design-Build (PDB) Other Transaction Authority (OTA) for Construction to design, phase, and construct specialized medical departments within an active hospital. Specifically, the scope of work comprises the delivery of a new Blood Donation Center (BDC), a modernized Sterile Processing Department (SPD), a high-capacity hospital kitchen, and state-of-the-art, USP 797/800-compliant pharmaceutical compounding rooms.

Because all execution will take place within a fully operational, occupied medical treatment facility, the contractor must carefully phase construction to ensure zero disruption to healthcare delivery.

Ultimately, the selected contractor shall deliver a fully integrated, functional, and compliant facility that strictly adheres to all technical specifications, clinical standards, and the Statement of Work (SOW).

To operate safely within these facilities, the contractor’s personnel will be required to meet strict security and health screening requirements prior to performing work. Depending on the specific facility or area of work, contractor employees may be required to undergo specialized medical testing and receive targeted immunizations that go beyond basic OSHA requirements before they are authorized to enter controlled spaces. Because of these unique operational hazards, the performing contractor must be prepared to manage elevated operational risks by securing increased liability insurance, providing specialized worker training, and equipping personnel with advanced Personal Protective Equipment (PPE) to protect patient health, clinical safety, and the well-being of their own staff.

The contractor must possess a thorough understanding of and demonstrated experience complying with the current codes and standards established by the applicable Authorities Having Jurisdiction (AHJ), and The Joint Commission (TJC). This includes strict adherence to the medical codes and standards governing healthcare facilities and laboratories published by the National Fire Protection Association (NFPA), with all code-required testing and certifications remaining the sole responsibility of the contractor.

Additionally, while the Government is responsible for identifying the physical facility or location of the work, the contractor is entirely responsible for verifying all existing site conditions, quantities, measurements, and distances, as any dimensions provided in the Statement of Work are strictly for estimation purposes.

NEXT STEPS:

After receipt and review of the Special Notice Responses, USACE will use a streamlined competitive selection process similar to other PDB w /OT acquisitions.

• Step 1 –On or around 01 January 2027 – the Government may issue an RFQ the requirement.: Interested parties will submit a Statement of Qualifications (max # of pages to be defined in RFQ). The government intends to down-select up to 3 Companies to proceed to Step 2.

• Step 2 – Pitches: Selected Companies will participate in pitch meetings in person, most likely at Yokota Air Base, Japan. One company will be selected as the Design-Build team for award of the initial design and preconstruction services with a modification for design completion and construction.

ACQUSITION STRATEGY – AWARD

The agreement will be awarded to the most qualified progressive design-build entity (PDBE) to provide design development, preconstruction services, and construction. Post-award Phase 1 of PDB includes Design and Pre-construction services and Post-award Phase 2 includes the final design and construction.

The agreement will be Firm-Fixed-Price (FFP). The FFP for successive design and construction milestones will be agreed to as the design progresses and funds are available.

All interested parties should monitor the official solicitation announcement, which will provide complete details and submission instructions. Draft documents may be provided at a future date for feedback and informational purposes only and are subject to change upon issuance of the formal Program Solicitation.
