PROJECT DESCRIPTION
This requirement is for a stand-alone contract executed under Progressive Design-Build (PDB) Other Transaction Authority (OTA) for Construction to design, phase, and construct specialized medical departments within an active hospital. Specifically, the scope of work comprises the delivery of a new Blood Donation Center (BDC), a modernized Sterile Processing Department (SPD), a high-capacity hospital kitchen, and state-of-the-art, USP 797/800-compliant pharmaceutical compounding rooms.
Because all execution will take place within a fully operational, occupied medical treatment facility, the contractor must carefully phase construction to ensure zero disruption to healthcare delivery.
Ultimately, the selected contractor shall deliver a fully integrated, functional, and compliant facility that strictly adheres to all technical specifications, clinical standards, and the Statement of Work (SOW).
To operate safely within these facilities, the contractor’s personnel will be required to meet strict security and health screening requirements prior to performing work. Depending on the specific facility or area of work, contractor employees may be required to undergo specialized medical testing and receive targeted immunizations that go beyond basic OSHA requirements before they are authorized to enter controlled spaces. Because of these unique operational hazards, the performing contractor must be prepared to manage elevated operational risks by securing increased liability insurance, providing specialized worker training, and equipping personnel with advanced Personal Protective Equipment (PPE) to protect patient health, clinical safety, and the well-being of their own staff.
The contractor must possess a thorough understanding of and demonstrated experience complying with the current codes and standards established by the applicable Authorities Having Jurisdiction (AHJ), and The Joint Commission (TJC). This includes strict adherence to the medical codes and standards governing healthcare facilities and laboratories published by the National Fire Protection Association (NFPA), with all code-required testing and certifications remaining the sole responsibility of the contractor.
Additionally, while the Government is responsible for identifying the physical facility or location of the work, the contractor is entirely responsible for verifying all existing site conditions, quantities, measurements, and distances, as any dimensions provided in the Statement of Work are strictly for estimation purposes.
