Sources Sought Notice: W9127826SSN2511

Classification: ZlDB (Maintenance of Laboratories and Clinics) NAICS: 236220 - Commercial and Institutional Building Construction Location/Area: Medical Research and Development Command (MRDC), Multiple Locations

Subject: Perform Operation & Maintenance (O&M) with Incidental Repair and Minor Construction, Stand-Alone “C” Type Contract in Support of Defense Health Agency (DHA) Program, Medical Research and Development Command (MRDC), Multiple Locations.

This document is a Sources Sought Notice, a market research tool used by the U.S. Army Corps of Engineers (USACE) Mobile District to assess industry interest and capabilities for an upcoming Firm-Fixed-Price contract. The contract shall provide operations and maintenance, repair, and minor construction services in support of the Defense Health Agency (DHA) program for the Medical Research and Development Command (MRDC) and its associated medical, dental, pharmacy, and laboratory facilities. The Mobile Regional Contracting Center intends to utilize a Stand-Alone Type “C” Contract.

USACE will determine potential small business reserves based on the information and interest received in response to this notice. The contract’s objective is to provide all personnel, services, materials, and equipment (excluding Government-furnished items) and transportation necessary to perform Operation and Maintenance (O&M) services for MRDC. These facilities operate 24/7, requiring continuous operational support and emergency response capabilities.

Work will vary by site and requires extensive knowledge of medical facility operations, including equipment, facility support systems, and building structures. Contractors shall minimize disruption to daily operations within active medical facilities and adhere to Joint Commission requirements for construction in occupied spaces. Projects may range from reconfiguring a single room or repairing a utility component to renovating a hospital wing, encompassing both repair/replacement of existing systems and minor construction of new components. On-site supervisors must hold a current American Society of Healthcare Engineering construction certificate. For this procurement, an active medical research facility is defined as a fully operational facility with research animals. Contractors shall minimize interference with the Medical Research Facility’s (MRF) daily operations and implement robust infection control processes. Compliance with Joint Commission Environment of Care requirements and other applicable regulations is mandatory, including maintaining records of preventive maintenance on critical systems and implementing the facility’s Utilities Management Plan

Period of Performance The anticipated period of performance is a base and three years and six months.

Key Locations:

Forest Glenn, MD

Aberdeen, MD Fort Detrick, MD Dover AFB, DE

The Performance Work Statement includes the following:

The contract performance work statement includes, but is not limited to, the following types of work. The contractor shall dedicate full-time resources to operations and maintenance of the facilities, providing supervision, labor, materials, and equipment to operate and maintain facility systems and utilities infrastructure. This includes performing recurring scheduled Preventive Maintenance (PM), Predictive Preventive Maintenance (PdM), Corrective Maintenance (CM), Service Orders (SOs), unscheduled maintenance, and emergency maintenance of all facility systems and components. Minor construction incidental to the O&M mission may also be required.

These services include, but are not limited to, maintaining plumbing systems, medical gas systems, fire suppression systems (including annunciations, notification, and suppression), security systems, infant abduction systems, HVAC systems and controls, electrical systems and circuits (including emergency power), refrigeration systems, electronic systems, wayfinding signage, and support for nutritional medicine equipment, as well as building exterior and interior finishes. The contractor shall also provide support work, such as installing partitions, running utilities, and completing related site preparation, to facilitate repairs performed by Government personnel on medical and research laboratories and equipment.

All work will comply with Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) standards, as well as all applicable installation, state, and Federal codes, statutes, and The Joint Commission requirements. The contractor is responsible for all code-required testing or certifications.

In addition to sustainment services, the contractor shall operate and maintain non-sustainment systems, distinct from the basic building systems described previously. These systems include, but are not limited to:

Moving files and furniture as required by O&M tasks.

Cleaning windows and glass twice per year.

Maintaining as-built drawings.

Providing Pest Control Services.

Maintaining security systems.

Performing Snow removal.

Operating the water treatment plant.

Maintaining fire extinguishers.

The contractor shall submit regular reports to the Facility Manager. Specifically, a monthly report will detail items exhibiting wear and tear exceeding their expected lifespan, and those requiring or anticipating replacement before the next reporting period (e.g., failed or failing components). The contractor shall also submit additional reports required by AAALAC, the facility’s operation and maintenance management plan, or other installation operating instructions, according to the schedules outlined in those documents. Furthermore, the contractor shall coordinate daily with Facility Management staff through face-to-face meetings to ensure effective facility O&M. The contractor shall provide a comprehensive Preventive Maintenance (PM) program and schedule PM actions in accordance with manufacturer’s recommendations.

The contractor shall ensure that PMs are established and scheduled for all equipment requiring tests or inspection, even if another contractor is performing those inspections and/or tests. PM tasks will include, but are not limited to, replacing filters, tightening/replacing belts, and making minor adjustments. Equipment identified for the Reliability Centered Maintenance/Predictive Maintenance (PdM) program will undergo maintenance at the second quartile level. Additional Individual Job Orders (IJO) or Service Orders (SO) may be required for more significant repairs (repair and/or minor construction incidental to the O&M mission).

The contractor shall ensure that a Real Property Inventory Equipment (RPIE) number exists or is created and maintained in the Defense Medical Logistics Standard Support (DMLSS)/LogiCole for every existing and newly installed equipment item associated with utility systems and life safety (e.g., EC 02.05.07, etc.). The contractor shall prepare and schedule Preventive Maintenance (PM) actions in DMLSS/LogiCole that meet or exceed AAALAC, OSHA, and NFPA inspection/test requirements. The contractor shall maintain the accuracy of DMLSS/LogiCole data at all times.

The contractor shall maintain an automated inventory system that tracks and provides written reports on the current status of on-hand inventory.

The contractor shall establish as-built drawings in DMLSS-Draw base, which will be used with AutoCAD for local updates and to provide drawings upon request. The contractor shall provide an experienced and trained AutoCAD operator.

The contractor shall provide emergency maintenance work to protect property from serious damage and prevent equipment failures that would disrupt research activities or compromise the safety of personnel and assets. The contractor shall provide 24-hour/7-day-per-week emergency and alarm coverage with call-back capability for all facilities after normal duty hours.

The contractor is required to record monthly utility readings for all buildings under contract and provide a written report to the Facility Manager identifying the gauge/meter readings and any inoperative or missing meters or gauges.

The contractor shall provide the labor, equipment, and materials to support the OSHA Voluntary Protection Program (VPP) and the BUILDER system on-site. The contractor shall be responsible for verifying all existing conditions, quantities, measurements, and distances, as these are used solely for estimating the scope of work. The government is responsible for identifying the facility or location of work but is not responsible for other inaccuracies.

All these special requirements create a demanding work environment. Contractors must accept the risk of performing work that may impact patient health and safety and may expose their personnel to toxins or infectious diseases. This necessitates additional precautions, such as increased liability insurance, special immunizations for workers in designated facilities or areas, and enhanced worker training in the use of specialized personal protective equipment.
