About this file

This is a virtual industry day presentation for a construction solicitation issued by the U.S. Army Corps of Engineers Mobile District for an aircraft maintenance hangar at Cooperative Security Location (CSL) Comalapa, El Salvador. The project involves construction of a single-bay, 2,800 square meter aircraft maintenance hangar capable of supporting C-130 or P-8 aircraft, including administrative space, material and tool storage, and parking apron space. The scope encompasses rigid pavement (13" concrete with 6" base and 36" select fill), water main relocation (6" main with 2" domestic water to hangar), sanitary sewer (10" gravity main), fuel containment (18,000-liter double-walled tank), fire protection with ceiling-level sprinkler system, and architectural features including prefinished composite metal wall panels, standing seam metal roof, rolling metal door, and a 10'-8" concrete masonry interior wall meeting UFC standards.

The solicitation number is W9127826RA009. Contractors must be registered in SAM.gov and obtain access to PIEE (https://piee.eb.mil) for downloading the solicitation and submitting proposals. Registration requirements include obtaining an NCAGE code (up to 14 calendar days) and a Unique Entity Identifier (UEI) in SAM (up to 15 business days). Proposals require two separate PDF files submitted via PIEE: Volumes I and II (including administrative requirements, pricing, past performance, and technical approach) and Volume II (non-priced evaluation factors). Administrative requirements include SF1442, SF30(s), Proposal Data Sheet, Organizational Conflict of Interest disclosure, bid schedule, present commitments list, 5% bid bond ($3 million maximum), Representations and Certifications, financial statements, and organizational conflicts disclosure. Performance and payment bonds are required at 15% of awarded amount; payment bond is not required. CMMC Level 1 certification and Defense Base Act insurance are mandatory. Evaluation prioritizes past performance of the prime contractor (most important), technical approach (second most important), and price. The Government reserves the right to conduct discussions with most highly rated firms and award without discussions. Construction data must be in metric units, proposals in English and U.S. dollars, and work must comply with host nation laws and standards including tax requirements. All amendments must be acknowledged.
