About this file

This is Amendment 0001 to Solicitation W9127826RA009, issued on 1 April 2026 by the U.S. Army Corps of Engineers, Mobile District, for a Design-Bid-Build (DBB) contract to construct a new Aircraft Maintenance Hangar at Cooperative Security Location Comalapa in El Salvador, including associated sitework and incidental paving. The amendment revises paragraph 7 (Requests for Information) of Section 01 00 01 (General Contract Requirements) and modifies the deadline for submitting questions from 26 November 2025 to 20 April 2026 at 2:00 p.m. Central Time. The bidder inquiry portal uses the key SNQJ2N-ID7BWR Y2343H-GS8MIE via ProjNet at https://www.projnet.org. All work must conform to U.S. codes and standards, including Unified Facility Criteria (UFC) and Anti-Terrorist and Force Protection (AFTP) requirements. The work site is located on a host nation military installation in El Salvador, requiring security vetting of contractor and government employees by host nation authorities and compliance with all applicable host country laws and customs.

The amendment incorporates revised specifications with deletions marked by strikethrough and additions indicated in bold, italic, and underlined text throughout Section 01 00 01. Key contractual requirements address performance and bid guarantees (bank guarantees, irrevocable letters of credit, treasury bonds, certified checks, or escrow agreements), equipment ownership and operating expense schedules, safety and health compliance per EM 385-1-1, Defense Base Act insurance from Department of Labor-authorized carriers, customs clearance procedures for imported materials, and site visit provisions. An organized site visit is scheduled for 14 April 2026 at 10:00 a.m. local El Salvador time, with participants meeting at a designated location shown on the project location map. The contract requires compliance with host country labor laws, tax obligations, licensing requirements, and prohibitions against contracting with entities designated as significant narcotics traffickers per Executive Order 12978.
