The submission date for the proposal shall be no later than the date and time specified in Block 8 of the SF1449 of the RFP. For the purposes of establishing timely proposal submission, the Government will use the date and time an Offeror’s entire submission is successfully uploaded in PIEE Solicitation Module. The Government cautions Offerors that electronic submissions are not instantaneous and file uploads are subject to system connectivity. Submissions may take several minutes or hours, and Offerors should print confirmation information for their files.

If any portion of a proposal received by the Contracting Officer electronically is unreadable, the Contracting Officer shall immediately notify the Offeror and permit the Offeror to resubmit the unreadable portion of the proposal. The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the Offeror and documented in the file. The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness under 15.208(a), provided the Offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer.

The Government will not be responsible for proposals delivered to anyone other than those designated to receive proposals on its behalf. Offerors are responsible for ensuring that proposals are submitted and reach the designated recipient of proposals prior to proposal due date/time.

Offerors are responsible for allowing sufficient time for the receipt of proposal in accordance with solicitation instructions.

All proposals received after the exact time specified for receipt shall be treated as late submissions. Submittals received after the closing date are considered non-responsive and will be handled in accordance with Federal Acquisition Regulation (FAR) Subpart 52.215-1(c)(3), “Submission, modification, revision, and withdrawal of proposals”.

Offerors are advised that it is their responsibility to ensure all data is complete and accurately transmitted. The Government assumes no responsibility for incomplete or inaccurate transmissions. 1.7 Electronic Proposal Submission Requirements. The Government will only accept proposals in the electronic format described below. There should only be a total of four (4) files (3 PDF files and 1 Excel file). Label each file with the solicitation number, file description (i.e., Volume I) and company name. Do not password protect files because that is not compatible with the Army Virtual Contracting Enterprise. Any paper copies that are submitted will not be reviewed and will be destroyed.

a. Volume I TECHNICAL APPROACH INFORMATION Submit one PDF file.

Electronic versions shall be 8-1/2” x 11” format (Times New Roman, 12 point, single-spaced, 1” margins, one page is one side only).

Electronic versions of spreadsheets and foldouts shall not exceed 11” x 17”.

No Cost Information is to be submitted in Volume I.

b. Volume II PRICE PROPOSAL

Submit one PDF file and one Excel Workbook.

In the footer of each Excel worksheet, provide date, solicitation number, and company name.

c. Volume III ADMINISTRATIVE REQUIREMENTS Submit one PDF file.

Electronic versions shall be 8-1/2” x 11” format (Times New Roman, 12 point, single-spaced, 1” margins, one page is one side only).

Electronic versions of spreadsheets and foldouts shall not exceed 11” x 17”.

Each sheet shall include the date, solicitation number, and company name.

1.6.1 To effectively and equitably evaluate proposals, the Government must receive information sufficiently detailed, and in the order described below, that clearly describe an Offeror's capabilities. It is the responsibility of the Offeror to submit complete proposal information and documents that are fully responsive to the submission requirements of the solicitation. Offerors are responsible for organizing submitted material logically as it relates to the requirements of this solicitation and to number all pages to facilitate evaluation. Materials not organized appropriately and in the sequence of subparagraphs set out below, may easily be overlooked during evaluations, possibly affecting an Offeror’s rating.

2.0 Volume I – Technical Approach and Past Performance of the Prime Contractor. Submit Technical Approach and Past Performance Information of the Prime Contractor in Volume I, under the tabs indicated below and number all pages. Note: Do NOT provide any cost information in Volume I.

2.1 VOLUME I TAB A: Technical Approach. Do not include cost information in the technical approach narratives. In a narrative form, as a minimum, submit your company’s technical approach to supply and support all power generation and distribution activities for prime power operations. Technical approach narratives may be enhanced with charts, tables, or any logical means of conveying the proposed technical approach the Offeror will use to accomplish the work. Broad general statements that merely mimic the scope of work, repeat, paraphrase, or promise general performance are not sufficient.

The maximum page limitation to include charts, tables, etc. is limited to 60 pages for Volume I Tab A: Technical Approach. Any information past this number will not be evaluated.

For this source selection, a technical approach for each of the following is to be discussed:

2.1.1 Provide a description of the Offeror’s capability to perform the operation and maintenance work required by this solicitation for a prime power generation plant consisting of diesel generators, metal clad switchgear, and a 2-megawatt (MW) photovoltaic (PV) farm. The discussion shall include, but not be limited to, the use of company resources in terms of labor, equipment, home office support, and software systems or processes.

2.1.2 The Offeror shall provide manufacturer’s information and equipment data for make and model of major equipment to be provided, including concept drawings, catalog cuts, ratings, fuel consumption estimates, overload/redundancy specifications, and major overhaul intervals; all in support of the Offeror’s assertion of meeting the performance-based requirements.

2.1.3 Provide a description of the Offeror’s plan to take over the operations and maintenance of a prime power generation plant for the first time, addressing topics including, but not limited to, assessing requirements, developing a staffing plan, hiring a workforce, assuming control of existing government equipment, the plan for learning existing systems and equipment, development/ implementation of an operation and maintenance management plan, etc.

2.1.4 Provide a description of the Offeror’s plan to manage the operation and maintenance program for a prime power generation plant. The narrative shall include, but not be limited to, discussions of the following.

(a) Plans and processes for meeting applicable regulatory requirements

(b) Safety

(c) Quality control

(d) Work control procedures.

(e) Development and execution of maintenance plan

(f) The Offeror’s plan to minimize interruptions or disruptions to plant operations during normal operation and maintenance performance.

2.1.5 Provide a description of the Offeror’s plan to schedule all requirements to meet operational startup to include the acquisition of diesel generator sets, shipping to Honduras, installation, testing and certification, and phase-in and phase-out with existing operations. An acceptable plan must have the new generators on site no later than 01 June 2026 and operational to generate power by 24 June 2026. The anticipated award date of the contract is no later than 31 May 2025.

2.1.6 Provide a description of how the Offeror will respond quickly to different situations encountered in the operation and maintenance of a prime power generation plant, including outages and equipment failures.

2.1.7 Provide a description of the Offeror’s contingency plan to provide a generator in case a generator(s) goes down, to include but not limited to, logistics in acquiring another generator, local or CONUS suppliers, and timeline to replace the generator(s).

2.1.8 Project Management Structure. The Offeror shall clearly describe its management structure to include the roles and responsibilities of each level of management proposed (site and corporate). A simple organizational chart shall be provided to show the lines of authority for the management structure proposed.

2.1.9 Personnel Qualifications. The Offeror shall provide resumes (highlighting experience directly related to the requirements of this solicitation) and job descriptions (role and responsibility) for those individuals performing the function of Project Manager, Safety Manager, Superintendent, and Quality Control Manager and any other primary personnel who will be directly, routinely involved above the foreman level to include all personnel authorized to conduct negotiations and/or commit the Offeror by signature on the basic contract or modifications. Individuals may perform more than one assigned role (Safety/QC Manager for instance) if identified as such in the proposal. The information shall show their areas of responsibility and relationship with the management structure. The use of subcontractors to fill primary roles in the project management structure is not allowed. The qualifications of the personnel should be provided to include their general experience, as well as their specific experience, in prime power operations or operation and maintenance experience of a comparable degree of risk and complexity. For purposes of this proposal, information shall only be provided for the key personnel identified above. However, the Offeror should have on staff or have the ability to utilize acquire personnel of suitable background and experience to ensure that all the required disciplines are represented.

2.2 VOLUME I TAB B: Past Performance of the Prime Contractor. The contractor noted on the SF 1449 is considered the Prime Contractor and Offeror. The Offeror is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. Past performance information includes the following: (a) Relevant Company Effort and (b) Quality of Past Performance.

Where the word "project” and/or “effort(s)" appears in the RFP, it is understood to mean the supply and support of all power generation and distribution activities for prime power operations. Examples of projects or efforts submitted by an Offeror may be projects performed for a State or Federal Government agency or for a commercial or private sector customer. If the Offeror is submitting projects or efforts performed under a “task order type contract”, each task order shall be considered a separate project. In other words, do not combine tasks order projects and present them as one project.

Where the word “recent” appears, it is understood to mean a power generation and distribution for prime power operations services type project for which (1) the contract has a minimum period of one year and is 100% complete within five (5) years of the RFP issue date; or (2) the contract is ongoing and at least one year of the contract is 100% complete by the RFP issue date.

“Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears, it is understood to mean a single project that is similar in terms of scope (dollar value, size, project type, complexity) to the work described in this solicitation. The description of work is found in the Performance Work Statement. Projects performed on a military base OCONUS may be given a higher relevancy rating when compared to a non-military, commercial or private sector facility.

2.2.1 (a) RELEVANT COMPANY EFFORT. The Offeror is to submit no more than five (5) examples of its most “recent” and “relevant” project efforts performed either as a prime contractor or a first-tier subcontractor to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. If the Offeror submits more than five projects, only the first five projects shall be evaluated. For each “recent” and “relevant” project example, the Offeror shall submit a separate and fully completed Prime Contractor Project Date Sheet (Attachment 1 at the end of this section), or at a minimum, provide the following information:

(1) Company Name;

(2) Name of Project;

(3) Location of Project;

(4) Owner (i.e., customer work was completed for);

(5) Cost for this single contract;

(6) Narrative Description of the General Scope of Project/Contract as it relates to this solicitation. Include a copy of the information from the contract (such as the scope of work summary and/or table of contents) in order to clearly demonstrate the type of work included in the contract. This scope/summary of work shall not exceed three pages in total;

(7) Your Role on this Contract (Prime, Subcontractor, Joint Venture Partner) and the type of effort your company self-performed;

(8) Contract Type: (for example Firm Fixed-Price, Cost Plus Fixed Fee, Cost Plus Award Fee);

(9) Extent and Type of Work Subcontracted Out;

(10) Contract Start Date (Provide Month and Year); Contract Completion Date

(Provide Month/Year); or One Year Completion Date (Provide Month/Year);

(11) Termination or Liquidated Damages Information; Comments regarding any known performance deemed unacceptable to the customer or not in accordance with the contract terms and conditions; and

(12) Name and contact information of Owner’s point of contact.

(b) QUALITY OF PAST PERFORMANCE.

1) The Offeror shall submit evidence of the quality of its past performance on projects submitted in paragraph 2.1.1 2.2.1 (a). The Offeror shall provide a completed contractor performance evaluation, whether annual or final, found in the Contractor Performance Assessment Reporting System (CPARS) (www.cpars.gov). If a completed contractor performance evaluation does not exist in CPARS (i.e., a non-U.S. Government project), the Offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment 2 at the end of this section). If at time of evaluation, a completed contractor performance evaluation exists in CPARS that conflicts with a submitted PPQ, the completed contractor performance evaluation in CPARS will govern.

2) Any past performance surveys/assessment/evaluation forms, other than CPARS or the PPQ Form provided at the end of this section, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.

3) Completed CPARS or PPQs that were submitted in response to previous solicitations may be submitted. However, Offerors shall not incorporate either by reference, and thus must resubmit the CPARS or PPQ with their proposal. However, this requirement does not preclude the Government, at its discretion, from utilizing previously submitted CPARS or PPQ information in the past performance evaluation. Notwithstanding the foregoing, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

4) If an Offeror has been required to take corrective action for any substandard performance, experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror should explain the circumstances and the corrective actions taken.

5) If a client will only provide completed PPQ directly to the U.S. Army Corps of Engineers, Mobile District, then ensure the client submits the PPQ before the proposal due date using the following electronic mailing address:

sophia.m.chin@usace.army.mil

Please include the solicitation number in the subject line of the email.

PPQs and/or CPARS received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.

2.2.1.1 Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a Unique Identity ID (UEI) and be registered in the System for Award Management (SAM) in the name of the Joint Venture. The Offeror, that is the JV, must provide no more than five (5) “recent”, “relevant” projects performed by the JV that reflect the JV’s ability to perform the work required in this solicitation as required by Paragraph 2.1.1 2.2.1 subparagraphs (a) and (b).

2.2.1.2 If the Offeror, that is the JV, cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide “recent”, “relevant” projects that it has performed as the JV, and then supplement the record with additional “recent”, “relevant” projects performed by any JV member in their individual capacities. In this instance, the total number of projects submitted shall be no more than five (5), regardless of the combination of JV projects and JV member projects.

2.2.1.3 If the Offeror, that is the JV, has no “recent”, “relevant” projects performed by the JV, then members of the JV must provide a combined total of no more than five (5) “recent”, “relevant” projects performed by either member of the JV that reflects the JV member’s ability to perform the work required in this solicitation as required by Paragraph 2.1.1 2.2.1 subparagraphs (a) and (b).

2.2.2 Verification: The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing CPARS, or other Government appraisal systems, or to interview owner or references. The Government may check any or all cited references to verify supplied information. An Offeror will be afforded the opportunity to reply to or explain adverse performance information which the Offeror has not previously had an opportunity to address.

2.2.3 All Business Entities: To satisfy Paragraph 2.1.1 2.2.1 subparagraphs (a) and (b), only information pertaining to the corporate entity listed on the SF 1449 will be considered in the evaluation. Information on projects completed by a parent company, subsidiaries or affiliates of the Offeror may be considered if the Offeror produces documentation that (1) affirms its legal relationship to the parent company, subsidiaries or affiliates and (2) demonstrates how such entity or entities will contribute to work of the project. Offerors are advised, however, that more consideration will be given to projects of the Offeror (i.e., the corporate entity listed on the SF 1449) than these other legal entities, and regardless, the total number of projects may not exceed the limit established in paragraph 2.1.1 2.2.1 subparagraph (a). The individual experience of key personnel will not be considered. Information documented in the Federal Awardee Performance and Integrity Information System (FAPIIS) and CPARS related to a parent company, affiliates, divisions, subsidiaries, predecessor companies, and other related entities will be considered for responsibility in accordance with FAR 9.104-6 but will not be considered for evaluation unless submitted as part of the past performance information.

3.0 Volume II Price Requirements The Price Proposal will consist of the Excel worksheet provided with this solicitation.

3.1 In submitting the Price Proposal, the Offeror will be required to fully complete the worksheet and include prices, quantities, etc. The Offeror is responsible for the accuracy of all data input, formulas and calculations. Offerors are cautioned to use the most current price proposal worksheet in the solicitation or in the latest amendment. The Offeror may not alter a price requirement, etc., within the worksheet, as it may prevent the effective evaluation of your price proposal. Offerors shall insert a price on all numbered items of the Bid Schedule.

3.2 The Government will evaluate all bids and make an award in accordance with the source selection criteria established in RFP Appendix A.

4.0 Volume III Administrative Requirements. In Volume III, the Offeror is to submit the following:

(1) Signed and dated SF1449 along with an acknowledgement of any and all amendments by completion of Block 15 of the SF30.

(2) Completed Proposal Data Sheet (See Attachment 3 at the end of this section).

(3) Completed Representation and Certifications contained at FAR Clause 52.212-3

Alternate I (Dev)(RMBO) or a copy from the Offeror’s SAM registration.

(4) Joint Venture Agreement (if applicable): If the Offeror is a Joint Venture, a copy of the fully executed Joint Venture Agreement must be provided. For 8(a) Joint Ventures, the Offeror shall also submit evidence that it has notified and discussed the proposed Joint Venture with its SBA Servicing office. Failure to comply with the foregoing requirements may render the bid non-responsive.

(5) Financial Statements. Provide a current financial statement of the Offeror, certified by an independent accounting firm, if practicable, or by an authorized officer of the organization. If the financial statement is more than 60 days old, a certificate must be attached stating that the company’s financial condition is substantially the same or, if not the same, what changes have occurred. Such statements will be treated as confidential by the Government.

(6) Bank Reference Letter. Offeror shall provide a reference from their current

Banking Institution (on bank letterhead), which will be treated as confidential by the Government, stating the following:

iv. Please indicate how you would evaluate the company as a customer: Poor; Fair; Very Good; Excellent.

v. Are the company account(s) in good standing? Yes or No

(5) (7) Notice of Exceptions. Offeror shall identify any exceptions, deviations or waivers from the solicitation in the Notice of Exceptions Form (See Attachment 4 at the end of this Section).

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.

The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.

Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit.

The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(NA) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
