FBO Special Notice – Sole Source for Leasing of Doble Engineering for test equipment to be used at hydropower facilities in the Mobile and Savannah Districts (SAM and SAS).
Subject: Leasing of Doble Engineering Equipment
Description:
The government intends to solicit and negotiate with only one source, Doble Engineering, 123 Felton St. Marlborough, MA 01752 USA under the authority of FAR 6.302-1, Only One
Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements. Doble test equipment is required to meet NERC standard PRC-005, as well as all SAD maintenance standards regarding generation equipment testing. Equipment that is to be leased includes M4100 Insulation Analyzer, M4110 Leakage Reactance Interface, M4300 Transport Cart (used to move the M4100), and MFL Liquid Test Cell and Carrying Case.
It is anticipated that a Fixed Price contact will be awarded. The NAICS Code is 334515 and the size standard is 750 employees.
There is no solicitation available at this time; therefore, do not request a copy of the solicitation.
If a solicitation is released it will be synopsized in accordance with the Federal Acquisition
Regulations and its supplements. It is the contractor’s responsibility to monitor the government
Point of Entry for the release of any solicitation.
Interested persons may identify their interest and capability to respond to the requirements;
however, this notice is NOT a request for competitive proposals. All capability statement received within (15) days after date of publication of this notice will be reviewed by the Government and considered.
Responses to this Special Notice could be used by the government in making appropriate acquisition decisions other than a sole source acquisition.
RESPONSE INSTRUCTIONS
Responses are requested with the following information:
1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses.
2. Business size/classification (to include any designations such as Large Business, Small
Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, and or Women Owned Small Business, etc.) shall be indicated on the first page of submission.
3. Contractor shall identify the percentage of manufacturing or services provided to the commercial marketplace and the percentage of manufacturing or services provided to government agencies.

The notice publication date is 18 July 2024, and the deadline date is 2 August 2024 However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Responses shall be submitted via email to Joan Rensink, Contract Specialist at CTHYDRO- Proposals@usace.army.mil.In the subject line of your email state: Doble Lease. No responses will be accepted by mail or fax. Submittal will not be returned. Telephonic responses will not be honored.
