SUMMARY OF WORK
1 Project Description
The West Point Dam is a concrete gravity type structure with rolled earthen embankments joining the high ground on the east and west sides of the river. The total length of the concrete dam and earth embankments is 7,250 feet. The principal structures that make up the concrete dam are a non-overflow section, an intake-powerhouse structure, a gated spillway located in the main river channel, and concrete gravity abutment walls which supports the left earth embankment. The construction of West Point Dam was completed in June 1974.
The gated spillway is a 350-foot-long concrete gravity flow structure with six tainter gate. Each gate is 50 feet wide by 41.40 feet high. Access to the spillway is provided by a spillway service bridge that can be accessed from the right side of the dam. The gates are numbered 1 through 6 with the number one gate being closest to the powerhouse. In order to close the spillway for maintenance, stop logs are placed on the upstream face of the spillway gates. The project currently has two sets of stop logs but only one gate can be closed to maintain spillway capacity.
The spillway tainter gates were last painted in the 1990s and in November 2019, structural engineers from the U.S. Army Corps of Engineers performed a hands-on inspection of the critical structural components of the Tainter gates. The Tainter gates were found to be in satisfactory condition. Primary findings and conditions on the downstream side of the gates include isolated deformations along the struts and strut end frame bracing members, complete section loss in girder web stiffeners, moderate to severe surface corrosion, and debris and ponding at the joints. To see the full report, refer to Appendix A.

The work sequence plan shall provide a step-by-step plan to remove all equipment out of the spillway. Significant rainstorms can cause a sudden rise in the upper pool, causing the stoplogs to overtop if they are not removed. In the event of an emergency the government will need two days to remove the stoplogs.
a. Resources to place the stoplogs:
1. 2 each 80-ton hydraulic truck cranes with 16,000 counterweights (1 at the storage yard and 1 on the dam)
2. 2 each riggers (contractor to supply)
3. 2 Tractor, with operators, equipped with “high-bed” trailer 47 feet long
(contractor to supply)
4. 1 each flagman to work with tractor / high-bed trailer at the stop log storage area (contractor to supply)
5. 1 each flagman to work with tractor / high-bed trailer at the spillway gate
(Government to supply)
6. Miscellaneous rigging accessories (cables, slings, binders, etc.) (contractor to supply)
7. Lifting beam (Government supplied)
8. Spreader beam (Government supplied)
9. Cribbing (Government Supply)
10. Dive team on retainer (contractor to provide), dive team will be required to assist if a stoplog gets stuck in a stoplog slot.
b. Procedure to place the stop logs
1. The stoplogs are stored .6 miles from the spillway on a concrete pad. The lifting beam (used to set stoplogs) and the spreader beam (used to load stoplogs on flatbed trailer) are also stored on the concrete pad. One 80 ton hydraulic craned will be setup at the pad and one on the spillway roadway over the top of the gate to be un-watered. The lifting beam will have to be transported to the spillway via flatbed trailer. The crane at the storage pad will load the bottom log on the trailer using the spreader beam. Cribbing is required as the bottom of this log is not flat. Stoplog shall be level on the cribbing. Once the beam is bound to the trailer it will be transported .6 miles to the spillway. The trailer will have to be backed onto the spillway to allow the crane to pick it up. To pick up the stoplog off the trailer the beam will have to hang off the trailer approximately fifteen feet. The crane on the spillway will pick up the bottom stoplog using the lifting beam and set into the slot.
Figure 2 Stoplog being picked up by pickup beam
2. Once the log is off the trailer the trailer can be sent back to the storage pad to get the next stoplog. The remaining stoplogs are identical and can go in any order. It will be transported to the spillway and set with the crane there.
This process will repeat until all 9 stoplogs are in position.
3. Reverse the process to remove the stoplogs and store them at the storage pad.
m) In the event of a rainstorm, the Contractor shall take the necessary measures to protect the work area, establish adequate protection/coverage of the spillway gate with available materials. A storm plan shall be provided to the Government for review and approval, prior to commencing work that identifies how these measures will be accomplished. The plan shall include a timeline by which the measures required shall take place and shall identify reasonable times to mitigate damage resulting from the ongoing work effort. The contractor's plan shall address responses to minor rain events, severe thunderstorms, tropical storms, and hurricanes.
n) The contractor may take down the downstream fencing to allow access for equipment. The contractor shall only take down two gate bays at a time. If the fencing is removed, the contractor shall provide temporary control access fencing on either end of the top of dam to prevent pedestrians from entering the work area while the fence is down. ii. Replace vertical J seals on old set of logs.
iii. Remove pack rust from horizontal J seal keeper bars on the old logs.
iv. Straighten hook on old stop log #6, then check for cracks with MT. Submit plan for approval
v. Straighten vertical J seal support on log #6
4 Structural Welding Guidance
Weld Repairs:
Weld repairs shall be performed in accordance with AWS D 1.1 “non-tubular statically loaded structures”, using E7018 electrodes. Repairs shall be done with the gates in place, scaffolding, man baskets or other means of access and related safety equipment shall be provided by the contractor. Typical types of weld repairs are as follows:
a) Under sized welds, mostly due to corrosion and section loss (welds undersized by less than 20% are acceptable) – remove surface contamination by grinding, apply 200 degree pre-heat, then build up with new weld metal. No welding shall be performed if water is weeping or steam is present.
b) Under cutting shall be repaired by grinding or sanding until it is smoothed out or blended in.
c) Poor surface profile shall be repaired by grinding to an acceptable profile according to D 1.1.
d) Cracks shall be MT tested to find the extent of the crack, pre-heat, then gouge or grind out, check with MT fill with new weld metal, slow cool then MT
e) Estimated Quantities per Gate:
a. Under sized welds 70 LF
b. Under cutting 25 LF
c. Surface profile 70 LF
d. Cracks 10 LF
Surface Defect Repairs:
These defects consist of old fit up welds, nicks, gouges, weld spatter, arc strikes, surface laminations, or other defects that may affect the coating performance. These defects shall be repaired by grinding to a smooth profile for proper coating application.
a) Estimated Quantities per Gate: 130 LF
Breaking Edges:
Sharp edges of flanges, stiffeners etc. shall be ground to a slight radius for proper coating application.
a) Estimated Quantities per Gate: 1200LF
Pitting Repairs:
There is widespread pitting on the gates, the most severe is typically on the upstream face of the skin plate. Much of the pitting is in close proximity to the stainless steel cable due to galvanic action. The pitting varies in depth and diameter. An important aspect of the repairs will be to attempt removal of subsurface contamination of the steel due to corrosion that would prematurely cause coating failure. The pitting will be categorized below, with repair procedures:
a) Pits ¼” and greater in depth. Shall be cleaned and smoothed out by grinding or sanding to white metal, approximately 1/32” surface removal, prior to mechanical cleaning to establish a proper profile for coating adhesion.
b) Pits 1/8” to 1/4” in depth. Shall be cleaned by light sanding.
c) Pits less that 1/8” in depth. Shall be cleaned by sanding.
d) Sheet rust on downstream members shall have rust removed. Typically found on framing members and horizontal girder webs.
e) Estimated quantities per gate:
a) Pits greater than ¼” in depth 130 each
b) Pits 1/8 to ¼” in depth 230 each
c) Pits less than 1/8” in depth 205 SF
d) Sheet rust 150 SF
Note:
Repair pitting as described above and fill pits in with BELZONA prior to application of vinyl paint. FseFContractor shall have USACE Engineer of Record (EOR) inspect before painting.
Other Repairs:
Gusset plates, stiffener plates, and other member sections that have severe section loss will need to be replaced. Replacement material shall be A 572 grade 50, welding shall be performed as outlined in weld repairs noted above.
a) Gusset plate repair – The structural member connecting gusset plates vary in shape and size. A few of them have extreme section loss and thinning of the plate between members. Packed rust and prying action with cracked or deformed welds can also be present, between the gusset plate and connecting member.
b) Stiffener replacement – Numerous stiffeners are located between the vertical ribs in the vicinity of the horizontal girder bearing. They have been difficult to clean and paint in the past, resulting in a large amount of section loss in some of them. If more than 20% section loss is present, they need to be replaced.
c) Vertical rib/web replacement – Where the vertical ribs make contact with the horizontal girders is a typical problem area for thinning of section due to corrosion and difficulty in performing proper cleaning prior to coating application. If over 20% of the section is lost due to corrosion and is over one foot in length, it needs to be replaced.
d) Pack rust removal and sealing – These areas are typically located between gusset plates and the connecting members. They are also typically found between the vertical rib flange and the horizontal girder flange. These areas shall be properly cleaned by use of sharp raking tools or small bur grinders. Once these areas are as clean as practical they shall be seal welded where possible.
e) Estimated Quantities per Gate:
a. Gusset plate repair/replacement 6 each
b. Stiffener replacement 15 LF
c. Rib flange replacement 6 LF
d. Pack rust removal 120 each
f) Miscellaneous Plates - ASTM A709 GR 50
HD Bolts, Hex. Nut and Lock Washer – Stainless Steel – A304
