About this file

This notice of intent describes a proposed brand name specification for an electronic security system. The U.S. Army Corps of Engineers Mobile District is conducting market research to identify sources for a Vindicator Electronic Security System to be installed at the new Integrated Capabilities Office facility at Cape Canaveral Space Force Station in Florida. The ESS must include an access control system, video surveillance system, intrusion detection system, and duress alarm system all running on a dedicated network. The access control system must comply with UFC 4-021-02. The ESS must be compatible with the existing Vindicator system at the Base Defense Operations Center. Interested firms should provide product data, a statement of compliance with requirements, backup design information, and references for similar past projects by March 7, 2022 to the contacts listed in SAM.gov. If no other sources can meet these compatibility and encryption requirements, the Army Corps intends to specify the Vindicator brand in the solicitation for the facility scheduled for FY 2022.

Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127822R0003 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals;

however, all information received within ten (10) days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Vindicator Electronic Security System (ESS).

The U.S. Army Corps of Engineers, Mobile District, has solicited for the FY-22 Integrated Capabilities Office Main (ICO) facility located at Cape Canaveral Space Force Station, FL. The project consists of a 68,000sf Main building and a 4,800sf Central Utilities Plant (CUP).

The Vindicator Electronic Security Systems (ESS) for this project includes Access Control System (ACS), Video Surveillance System (VSS), Intrusion Detection System (IDS) and Duress Alarm System (DAS). ESS will be provided to ride on dedicated ESS network equipment and cabling to include a standalone Access Control System (ACS) as part of the ESS. The ACS must fully comply with UFC 4-021-02. Application of a Vindicator ESS is essential to meeting the Government's requirements, thereby precluding consideration of another product. The ESS serving the ICO must report to the Base Defense Operation Center (BDOC).

The ESS platform at the BCOC is a Vindicator brand system. The ESS at the new ICO and the BDOC must be identical to ensure compatibility. The Vindicator ESS is a propriety system which has encryption protocols not provided by other systems.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the ESS to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Vindicator Brand Name for development of the ESS design for use in the FY-22 ICO solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the ESS has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 7 March 2022. No other forms of transmission are requested or will be accepted.
