About this file

This notice of intent describes proposed brand name specifications for a federal contract opportunity. The U.S. Army Corps of Engineers Mobile District intends to specify Trane brand water-cooled chillers sized at 50% of the total 200 ton cooling load for the Integrated Capabilities Office facility at Cape Canaveral Space Force Station, Florida. Interested firms must provide manufacturer name, product data, compliance statements with backup design information, and details of similar project experience by March 7, 2022 to be considered as an alternative supplier. If no other sources can meet the requirements, the specification will list Trane brand chillers for the design of the heating, ventilation and air conditioning system in solicitation W9127822R0003 for the two-phase design build project.

Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127822R0003 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals;

however, all information received within ten (10) days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Trane brand Heating, Ventilation and Air Conditioning (HVAC) chiller equipment.

The U.S. Army Corps of Engineers, Mobile District, has solicited for the FY-22 Integrated Capabilities Office Main (ICO) facility located at Cape Canaveral Space Force Station, FL. The project consists of a 68,000sf Main building and a 4,800sf Central Utilities Plant (CUP).

The primary cooling source for the building will be accomplished via the use of 3 water cooled chillers located in the CUP facility Chiller Room – 2 active and 1 standby - each sized at 50% of the total load, paired with 3 cooling towers at 50% of the total load each. The estimated total cooling demand is 200 Tons. The estimated chilled water supply and return line size for each chiller are 6”; the estimated condenser water supply and return line size to the cooling towers are 8”. The estimated total length of chilled water supply and return lines routed to/from the chillers is 300 feet, including 100 feet being direct-buried underground piping to/from the ICO Main facility. The water-cooled chillers produce cooling water distributed at a design temperature of 44°F and returned at 56°F. The chilled water system is designed as a constant flow primary pumping system, variable flow secondary system. The system will utilize two base-mounted centrifugal primary pumps for circulation, two base-mounted variable speed centrifugal pumps to distribute the chilled water throughout the UA facility and to distribute to/from the ICO Main facility.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the chillers to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Trane Brand Name for development of the HVAC design for use in the FY-22 ICO solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the chiller has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts listed below no later than 5:00 PM CST, 7 March 2022. No other forms of transmission are requested or will be accepted.
