This contract and effort extents to 13 hydropower facilities in the SAD region (Virginia, South Carolina, Georgia, Alabama, and Florida).

This is critical to the Southeastern Power Administration (SEPA) mission to support the power needs of its customers in the Southeast and operate the electric grid reliably. The award will result in a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The SATOC will have a performance period of five(5) years or until capacity is exhausted. Capacity will be $15 million. This contract will not be subject to Cost Accounting Standard, nor will certified cost or pricing information be required. Contractor tasks and required submittals will be specified under each Task Order executed under this contract. This contract will provide immediate response capacity for order of control cabinets specified herein. These control cabinets will be used as Remote Terminal Units (RTU) for a Programable Logic Control (PLC) system. Task Orders will be issued on an as-required basis.

1.2 General Services.

The contractor will provide assembled cabinets to the hydropower facilities specified in each task order. Certain specified brands must be used internal to the cabinets. The following specific brands will be used in the task orders: SoftPLC Corporation Hardbook, Monaghan Engineering Sequence of Events Recorder, Cisco Network equipment, SEL Protective Relays and Revenue Meters, Allen-Bradley ControlLogix Platform, ProSoft Modbus Communication Module, and LuxLink IRIG Transmitter/Receiver. All other components of the cabinets will not be brand specific but must meet the minimum requirements of the specifications herein. The brands used in the initial task order must maintain consistent with future task orders. This is to maintain consistency across the region.

1.3 CONTRACTING OFFICER

The Contracting Officer who signed this contract is the primary Contracting Officer for the contract. PART 3 EXECUTION

3.1 INSTALLATION INSTRUCTIONS

3.1.1 General

For the purposes of this contract, the term "internal wiring" shall be used to designate the Contractor's factory installed wiring furnished with the furnished equipment. Different voltages shall not be run within the same multiconductor cable.

3.1.2 Bends

The minimum radius to which an insulated conductor or a multiconductor cable may be bent, without specific approval, whether permanently or temporarily during installation, shall be 12 times the overall diameter of the completed cable for tape shielded cables and 10 times the overall diameter for other cables. In these instances where this radius is not possible, approval will be required for minimum radii as specified in NFPA

70. For multiconductor cable, follow manufacturer's recommendation for type of cable involved.

3.1.3 Splices

Splices will not be permitted any where inside the control cabinet.

3.1.4 Terminations

All internal wire terminations shall be made using wire ferrules with the exception of PT/CT signal wires. PT/CT signal wires shall terminate on post terminals using ring tongue terminals and devices using wire ferrules.

Submit all terminals and associated cimping tools that will be used. The shield and shield insulating jacket of shielded signal cables and conductors, if applicable, shall be maintained to a point as close to the terminals as possible. The shield insulating jacket shall not be stripped from the shield except where necessary to make the ground connection. All signal cable shields shall be grounded at one end only.

Spare conductors shall be terminated on an available unused terminal of a terminal block and labled as SPARE at both ends, or if left unterminated shall have the exposed ends wrapped in insulating tape and labled as SPARE at both ends.

3.1.5 Wire Marking

All wires and cables shall be identified on both ends by the designations as shown on the Contract drawings or as otherwise shown on approved shop drawings. All wires and cables shall be clearly identified with the cable designation by tube-type markers as described in subparagraph Marking.

Wires, cables and individual conductors of multiconductor cables shall be identified with markers at each termination. Installed markers shall be uniform in position on the wire and cable, and legends shall be visible when conductors are terminated at the equipment.

3.1.5.1 Marking

Tubing shall be sized to fit the wire being marked and shall have permanent black marking on a light colored background. Tube-type markers shall be suitable for contact with the type of insulation material used. The markers shall have been tested by an independent testing laboratory or by the manufacturer to indicate that the markers will not stain or discolor when subjected to an accelerated aging test while in contact with wire insulating materials and ultraviolet light exposure.

If departures from the contract drawings are necessary, details of such departures and reasons for them must be submitted not later than 90 days before scheduled delivery date. No such departures will be made without prior written approval. The control schemes shown on the contract drawings are not intended to exclude the Contractor's method for accomplishing the functions indicated. However, if any alternate equipment is approved, the Contractor must bear the cost and be

SECTION 40 95 00.00 26 Page 5 responsible for furnishing and installing any additional wiring devices that are required.

1.10 SHOP DRAWINGS

Shop drawings for construction shall be furnished in PDF format 45 calendar days after the date of issuance of Notice to Proceed. Provide as-shipped drawings at the time of final factory testing. The drawings shall be submitted in PDF and AutoCad (.DWG) format. The Owner's Representative shall review the drawings against the panel construction at the time of final factory testing. Drawings which do not reflect the actual construction of the panel will need to be revised and reviewed again by the Owner's Representative against the actual construction prior to shipment of the panel to the job site. 'As shipped' drawings which require revisions shall be submitted to the Owner's Representative for review prior to the actual field review of these drawings against the panel construction.

This process of revision and review of the drawings will be repeated as necessary to produce drawings which reflect the actual construction of the panel at the time of shipment. Do not ship panels to the site until the 'as-shipped' drawings are updated, complete, and reflect the actual 'as-shipped' status of the panel. Provide an 11"x17" paper copy of the final as-shipped drawings inside the shipped cabinet.
