Philpott – Amendment 0002 – Technical Changes
9/28/2020
SECTION 00 11 00
• Para. 4.2
That is “recent”; one that has been completed within ten (10) years of the solicitation issue date, or one where the ongoing contract is at least 75% complete (measured by performance period days) as of the solicitation issue date and one (1) Unit has been 100% completed to quality. Offerors are responsible for providing start and completion dates for each completed project, or the start and scheduled completion dates for projects currently under construction.
• Para 4.2.1.3 –
D = Reference Diameter in inches feet
Corrected equation 𝑆𝑝𝑒𝑐𝑖𝑓𝑖𝑐 𝑆𝑝𝑒𝑒𝑑 = 𝑁𝑠 = [𝑁 × 𝐻𝑃0.5]/𝐻1.25
Corrected equation 𝐷𝑖𝑠𝑐ℎ𝑎𝑟𝑔𝑒 𝐹𝑎𝑐𝑡𝑜𝑟 (𝑄11) = 𝑄/(𝐷2 ∗ 𝐻0.5)
• Para. 4.2.3.3
If the JV Offeror has not previously performed as a JV, each member of the JV may submit recent, relevant projects performed in their individual capacities. The total number of projects submitted by the JV shall be no more than eight (8). The intent is that each member may submit individual projects so the requirements for past performance examples are met. For example, one member may only have experience on generators and one on turbines which together would meet the requirements but separately would not.
• Para 4.3.1.1 (2)(ii)
Submit one (1) Hill Chart for an existing turbine design submitted with the Offeror’s past performance projects, and provide a brief narrative (400 words or less) describing the methods used to adjust the known Hill Chart to the predicted Hill Chart for Philpott. A Hill Chart submitted for past performance may be used.
• Para. 4.5.2 (1): Total Small Business Participation Goal changed from “20%” to “5%”.
• Attachment 4 Guarantee Tables: Updated tables to provide additional information
SECTION 00 12 00
• Para 3.2 (1) (ii)
Where the word “recent” appears, it is understood to mean designing, manufacturing, testing, and installing multi-turn coil type hydro-generator stator windings and stator cores, rotor poles, and turbine runner, inspecting and testing field windings, including disassembly, reassembly, and post reassembly testing of the hydro-generators and turbine type project for which the contract consisting of one (1) hydro-generator Unit is 100% complete or the contract consisting of multiple hydro-generator Units is 75% complete and one (1) Unit was 100% completed to quality. All project examples are to have been completed within 10 years of the RFP issue date.
• Para. 3.2 (6)
Offerors with little or no relevant past performance will not be evaluated favorably or unfavorably for Factor 1. However, such a proposal will be rated neutral confidence, and thus may not represent the most advantageous proposal to the Government when compared to the proposals of other
Offerors with recent/relevant past performance. An Offeror with a deficiency as defined by FAR
15.001 will not be considered for a contract award. Any offer that receives a No Confidence rating may still be considered for award.
• Para. 3.8.1 (2)
The evaluators will identify the RFP requirement, and describe why a deficiency or deficiencies exist in the proposal. All deficiencies discovered will be identified to the Offeror during discussions, if conducted, and in the debriefing. Failure by an Offeror to rectify deficiencies deemed essential will preclude award action to that Offeror.
• Para. 6.2
The non-price factors are considered more important than price in relative importance. As differences in factor ratings and relative advantages and disadvantages become less distinct, difference in price may become the discriminating factor in determining the most advantageous proposal. Conversely, as differences in prices become less distinct, differences in ratings and relative advantages and disadvantages between proposals are determinative. A contract will not be awarded to an offeror with a deficiency as defined in FAR 15.001. A contract will not be awarded to an
Offeror with an UNACCEPTABLE rating.
SPECIFICATIONS
• Sec 01 11 10.00 26 - Para. 1.1.1
Asbestos abatement shall be performed as specified in Section 01 57 20.00 36, Environmental

ACM shall not be abraded, sanded, cut, or damaged in anyway, so as to degrade it and promote the release of asbestos fibers.
• Section 02 82 14.00 10 o Para 1.3
Specifically, this specification addresses the encounter of previously unknown asbestos containing material located in the facility and located in the equipment within the facility. Units
1 and 2 are expected to be free of asbestos with the exception of the brake pads and rotor poles. A test report dated March 14, 2019 states that the generator stator windings do not contain asbestos and another report dated April 18, 2019 states that no asbestos was detected in the brake dust for all Units at Philpott. It did report that the brake pads contained 15% chrysotile asbestos however, the brake pads will be removed from Units 1 and 2 and disposed of accordingly prior to disassembly of the units by the Government. The rotor poles have not been tested for asbestos. If any other material, not indicated, is found to contain asbestos, it shall be addressed in accordance with this specification and Section 01 57 20.00 25 Environmental
Protection., and as described on Response Action Detail Sheet 95 found on the web at:
www.publications.usace.army.mil/Portals/76/Publications/EngineerPamphlets/EP_1110-1-11
