STATEMENT OF WORK – DESCRIPTION/SPECIFICATIONS
1. SCOPE OF WORK:
1.1. DREDGING: The work to be performed under this contract consists of dredging at various locations within the Mobile District. These sites include deep and shallow draft projects and the Gulf Intracoastal Waterway as well as coastal restoration projects, beach nourishment projects and any other project requiring the use of a dredge in Alabama, Mississippi, and Florida. The scope of this contract also provides for any other sizes and/or type of dredge other than those specifically called for in the specifications. The scope also includes supplying dredge related supplies and equipment such as tugs, barges, cranes, geotextile tubes, sheetpile, land-based heavy equipment for disposal operations, and other marine equipment associated with channels and coastal restoration projects.
Additional dredges and oOther marine equipment or materials such as geotextile tubes, sheetpile, additional hand labor crews, etc., that are not specifically called for within these specifications will be negotiated with the individual task order. The Contracting Officer may elect to negotiate cubic yard task orders for some projects in lieu of the standard dredge rental rate.
1.1.1 WORK FOR OTHERS: The work to be performed under this contract also consists of dredging for state ports in Alabama, Mississippi and Florida as well as other non federal entities. Material from these projects ranges from coarse sands to fine silt as well as heavy debris. The contractor can expect greater than normal debris such as steel wire, cable, driftwood and other industrial type products near the docks, piers and other structures located in the dredging template. The contractor will also be expected to dredge closer than normal to private docks, piers and other structures.
All costs associated with work for others shall be included in the bid item DREDGING 100% Pay Time Work for Others.
1.2. DREDGE PLANT: The work to be performed under this contract consists of furnishing a hydraulic cutterhead pipeline dredge with pump discharge of not less than 20-inch diameter or more than 24-inch diameter. The dredge will be complete with all necessary materials, supplies, (including fuel, power, and water) labor, and transportation for maintenance dredging operations as specified in the above paragraph. More specific dredge and attendant plant requirements are discussed below.
1.3. DREDGED MATERIAL DISPOSAL: All removed materials will be placed in approved disposal areas as directed by the Contracting Officer or his Authorized Representative and as discussed in these specifications.
1.4. GENERAL: All work, material and services not expressly called for in these specifications which may be necessary for complete and proper operations to carry out the contract in good faith shall be performed, furnished and installed by the Contractor at no increase in cost to the Government. The Contracting Officer or his Authorized Representative may at any time require the Contractor to relocate to a different dredging

01 00 00 - 3 site should shoaling rates, or other circumstances so dictate. The Government reserves the right to contract additional dredges to perform dredging work on the same projects and geographical area.
2. DREDGE AND ATTENDANT PLANT REQUIREMENTS:
2.1. DREDGE REQUIREMENTS: The dredge offered shall be capable of continuous operation with a minimum horsepower rate as shown below. which includes the correlating connected horsepower applied on the main pump. The dredge shall be of sufficient size and with ladder of an appropriate length and construction to work efficiently and safely in a cut with a minimum bottom width of 200 feet and depths of 8 feet minimum. Dredges with pump discharges greater than 24” inside diameter, may bid this schedule; however, no additional credit will be given for the large pump or greater horsepower. For the requested dredge size, most of the work that is anticipated to be performed under this contract is considered a “walking job” for the requested dredge size, therefore, additional pump size and/or horsepower does not justify a competitive advantage in the number of hours in the bid schedule. The Contractor shall have available for use at all times a variety of serviceable interchangeable pump impellers (2 minimum), a spare pump case, and a spare serviceable cutter to permit the dredge to operate efficiently under varying conditions described in paragraph entitled, "PHYSICAL DATA". The dredge shall be capable of dredging upstream as well as downstream and will so operate as directed by the Contracting Officer. The dredge shall be capable of dredging the full bottom dimension of up to 200 feet, plus minimal over-swinging through one swing (cut) of the cutterhead from a given set of the dredge subject to a velocity of less than 2 feet per second given normal conditions. The cut coverage shall be accomplished in one set of the dredge and at or before the dredge reaches its normal set-ahead dredge spud positioning. That cut coverage is expected to be made while at the dredge’s maximum walking speed. The swing of the cutterhead will be accomplished through the use of conventional dredge swing anchors or previously placed deadmen.
The dredge shall be equipped with an electronic positioning system and include the equipment which will record such data.
2.2. DREDGE MINIMUM HORSEPOWER REQUIREMENTS: Dredge Minimum
Horsepower - In using the following table, only one (1) main dredge pump on board the dredge shall be used. The horsepower of auxiliary dredge pumps shall not be considered.
Horsepower is equal to the correlating connected brake horsepower applied to the dredge pump. Those dredges which have less horsepower or have less discharge diameter than the minimum shown below for the size dredge bid will be considered non-responsive.
Discharge main pump(s) *2100 H.P. (min) 20-inch Discharge main pump(s) *2400 H.P. (min) 22-inch Discharge main pump(s) *2400 H.P. (min) 24-inch

Contracting Officer shall approve the standby location in writing. During the standby period the Contractor will light, secure and maintain the plant until it returns to operation or is demobilized. When in a standby status, the booster will not be moved from the approved location of standby unless approved by the Contracting Officer. In the event of two consecutive booster pump assignments, the Contracting Officer may elect to assign the dredge to a non-booster pump assignment, to allow the Contractor sufficient time to set up the booster pump and pipeline for the second assignment. If such a strategy were implemented, the time during the interim (non-booster) assignment will not be covered under the Booster Pump Stand-By-Time.
23. TASK ORDER PROCEDURES: Task orders will be issued continuously. Upon completion of continuous task orders, the Government will release the dredge to the Contractor. However, after the dredge has been released, additional task orders may be issued during the contract period if the Contractor makes the dredge available for the additional work. Task orders will be issued for all dredging work to be performed under this IDIQ contract. Individual Requests For Proposals (RFP) detailing the scope of work of the task will serve as the basis for his review. The Bidding Schedule will serve as the basis for establishing the value of the work to be performed on a unit price basis. The contractor will then prepare his proposal for accomplishing the work based on the Bidding Schedule. Upon receipt of the Contractor’s proposal, the Government will review the proposal and negotiate the task order. A task order will then be issued by the Contracting Officer utilizing a DD Form 1155 Standard Form 30 (SF 30) which will include the following items:
1. Date of Task Order
2. Contract Number and Task Order Number
3. Item Number and description, quantity and unit prices for pre-priced items, Task Order price and total.
4. The time period the Contractor shall begin and complete performance.
5. Accounting and appropriation data
6. Any other pertinent data

2. DREDGE AND ATTENDANT PLANT REQUIREMENTS:
2.1. DREDGE REQUIREMENTS: The dredge shall be of sufficient size and construction to work efficiently in areas that require a continuous swing width of 200 feet and positioning of the hull in areas where depths may be as shallow as 8 feet. At all times during the contract period, the Contractor shall have with the dredge a variety of serviceable interchangeable pump impellers to include no less than one 3-vane and one 4-vane, a spare pump case, and a spare serviceable cutterhead to permit the dredge to operate efficiently under varying conditions described in Paragraph 15, entitled PHYSICAL DATA, of SECTION 010000. The dredge shall be capable of dredging upstream as well as downstream and will operate as directed by the Contracting Officer. The dredge shall be capable of dredging the full bottom dimension of 200 feet plus minimal over-swinging through one continuous swing of the cutterhead from a given set of the dredge. The swing of the cutterhead will be accomplished through the use of conventional dredge swing anchors. The dredge shall be equipped with an automated global positioning system (GPS) and associated equipment required to record and store such data. The dredge shall also be equipped with a gyrocompass of such size that dredging can be conducted using compass bearings whenever conditions exist that prevent use of the GPS (e.g., inclement weather, fog, GPS equipment failure, etc.). Whenever dredging operations are being conducted with the gyrocompass (i.e., without GPS), there will be displayed in the lever room a chart displaying the width of swing (feet) to angle of swing (degrees). Dredging operations conducted solely with the gyrocompass (i.e., without GPS) will only be allowed with approval of the Contracting Officer’s Representative. The Contractor shall also furnish a 24-hour digital clock with lighted numerals in the lever room.
2.1.1. DREDGE MINIMUM HORSEPOWER: Those dredges which have less horsepower or have less discharge diameter than the minimum shown below for the size of dredge to be bid will be considered non-responsive. The horsepower of auxiliary dredge pumps shall not be considered. Minimum horsepower as listed below is equal to the brake horsepower applied to the dredge pump impeller.
20-inch Discharge main pump(s) *2100 H.P. (min) 22-inch Discharge main pump(s) *2400 H.P. (min) 24-inch Discharge main pump(s) *2400 H.P. (min)
* Minimum horsepower requirements are listed here. Dredge pumps placed in service must operate at their full and reasonable capacities.
For the purpose of bidding and evaluating bids, it will be considered the dredge will be used for the number of hours (100% Pay Time) given in the following table. However, this is not to be construed by the Contractor that the Government guarantees that the dredge will be used for this number of hours. The number of hours shown in the TABLE is estimated. The actual hours may be more or less than what is shown.

2.2.1. The Contractor shall supply an attendant plant which includes a booster pump (an option item that may be called out), fuel barge, derrick barge, crane barge, equipment barge, and other plant components as required for effective operation of the dredge, regardless of whether those specific components are listed herein.
2.2.2. The Contractor shall have available at all times during the duration of work a minimum amount of 15,000 feet of dredge pipeline. The total length of available pipeline will consist of a combination of floating, submerged, and shore pipeline. The Contractor shall have at least 8,000 feet of floating pipeline and 5,000 feet of shore pipeline. The 15,000 feet of total pipe made available shall include at least 1,250 feet of pipeline that can be used as submerged pipe. The Contractor shall determine the specific types of pipe (e.g., float-hose, steel pipe with pontoons, plastic pipe, steel shore pipe, etc.) and corresponding lengths that they will provide to meet the above requirements. At the request of the contracting officer, additional pipeline may be requested. Reference Coastal Section 010000 Par 2.3.2. for requirements on additional pipeline.
Pipeline shall be ready to be put to work, such that no visible holes, tears or defects affecting operation are present. Total pipeline requirements shall be available during the life of the contract. The Contractor shall also have with the dredge upon arrival, a sufficient number of floats/pontoons which will insure all floating lines, whether steel or plastic, will be subject to visual inspection for leaks at all times during the operation. The Contractor shall also furnish any equipment needed to establish efficient connections at the water’s edge, where floating pipe to shore pipe connections are established. The Contractor shall also furnish a Y-valve splitter for use with shore pipe in upland disposal areas. All pipelines, including fittings, shall be of the same diameter as the dredge discharge, as designed by the pump manufacturer.
2.2.3. The attendant plant shall include a minimum of two shallow draft dredge tenders, one 200 horsepower minimum and one 400 horsepower minimum, both of which shall be capable of performing all duties necessary to efficiently carry out dredging operations in normal currents and conditions.
