1. Please confirm the reference to “Bird surveys shall be conducted weekly” means only one complete survey of the project area is required each week.
Answer: Bird surveys will be required weekly.
2. Will survey activities be required to be coordinated with restoration activities? Will any restoration work be performed during the time period set aside for this survey? If so, what kind of activity is planned?
Answer: No restoration activities will be taking place.
3. Ms. Jolene Williams, National Park Service, was contacted so we could determine the length of time required for permit application review and issuance.
She indicated research/monitoring permits associated with USACE projects usually take 90 days from initial submission for review, approval and issuance. Ms.
Williams also indicated they do not review or issue permits for USACE projects until the contract has been awarded. Is there a special agreement in place to expedite permit applications related to this project so that the vendor awarded the contract will be able to start work in March?
Answer: The National Park Service only owns the southern tip of Cat Island;
however, until the special use permit has been obtained, surveys of that area will have to be performed by boat. The northern boundary of NPS property on Cat Island is a line from Northing 259692.94/Easting 905251.16 west to Northing 259692.94/Easting 904512.27. The NPS usually works with us to expedite special use permits.
The majority of Cat Island is owned by a private entity and the Corps will furnish right of entry to this area.
4. A small discrepancy was noted in the Deliverable section of the Statement of Work. “The Contractor will provide monthly reports to the Corps after each monitoring event no later than the 5th day of the following month.” Assuming a monitoring event is considered to be each full survey completed once a week, will reports be required on a weekly basis or a monthly basis.
Answer: We require monthly summary reports of the weekly surveys. No need to submit reports every week.
