1. The provided map (as shown below) and description of the survey area within the SOW (Description of Project) does not match. There is indication the eastern shoreline in addition to the points of the island are included within the survey area. The National Park Service owns the points of the island however it is though that BP owns the portion in between the points. Can you confirm the full survey area, ownership, and provide a more detailed map illustrating the survey boundaries.

Answer: The map attached should help clarify.

As shown on the attached Corps of Engineers figure the NPS owns the western spit of the island and the southernmost part of the eastern shoreline. The area to be survey is the eastern shoreline denoted as Parcel C and that portion of this shoreline owned by the NPS (does not include the western spit). The Corps currently has right of entry (ROE) covering access to all of Parcel C for data collection by the Corps and its Contractors. The Corps will provide that ROE to the Contractor selected for this work. Physical access to the portion of the eastern shoreline owned by the NPS will be governed by the Special Use Permit and until that permit it obtained the survey requirements will have to be achieved by boat.

2. Can you please confirm the anticipated start date of the project? It is our understanding it may take several months to receive permission from the National Park Service via a permit for the use of the property for survey efforts. If this is the case, would the number of surveys per week be increased to account for the delayed start date?

Answer: The start date for the survey is March as specified in the solicitation and will not be changed. This is controlled by the typical time that the birds in question are present on the Mississippi barrier islands. If the Special Use Permit (ROE) is not obtained by then the requirements of the survey will have to be achieved by boat. The survey requirements as stated in the solicitation will not be changed.
