About this file

This document is a Government Response to Vendor Questions (Amendment 0001) for Solicitation W9126G26QA104 regarding park cleaning services and water testing at Hords Creek Lake in the Three Rivers Region. The solicitation is a Firm-Fixed Price contract with a base period of November 1, 2026 through September 30, 2027 (broken into winter: November-March and summer: April-September seasons), plus four option years. The previous contract was awarded to PureService Corporation under W9126G22P0002 with a capacity value of $435,087.06. The quotation due date is August 18, 2026, and the solicitation remains active following cancellation of an erroneously issued award notice dated August 6, 2026.

The contract requires comprehensive facility maintenance including restroom cleaning (11 total facilities: 6 at Lakeside, 1 at Friendship, 4 at Flat Rock), grounds cleanup across approximately 270 acres, and beach water sampling and laboratory testing using Texas Department of Health-approved laboratories with TCEQ accreditation. Restrooms must be cleaned once daily on non-holiday weekdays and twice daily (AM and PM) on Saturday, Sunday, and Monday during Memorial Day, Independence Day, and Labor Day weekends. The contractor bears costs for initial beach water sample testing and the cost of doubled re-sample groups when E. coli limits are exceeded; subsequent government-directed testing is invoiced per the bid schedule. Contractors must arrange their own equipment storage and transportation, provide backflow prevention devices, and comply with Department of Labor Wage Rate Determination 2015-5809. A site visit was offered on August 5, 2026 (not mandatory), and the Deliverables Schedule requires one copy of the Safety Plan, Activity Hazard Analysis, and Safety Data Sheets package within 15 calendar days after award. The pricing schedule is provided in Attachment 3, with a corrected version issued in response to formula errors in extended-price and total cells.

PRS #12 in Performance Work

2. Pricing schedule quantities: Please conf irm the quantities in Attachment 3, column C, represent the total number of service events per season, and that they ref lect current facility counts and service f requencies. Have any facilities been closed or added since the tabulation in Technical Exhibit 3?

The pricing schedule is based on total number of facilities, estimated number of events per week, and number of weeks during a particular period. Keeping the park clean will have some variance due to sections of the parks opening and closing. Seasonal closures, maintenance, and visitation f luctuation will create some highs and lows.

Pricing Schedule, Attch 3.

3. Holiday cleanings: The PWS requires restrooms to be cleaned twice daily on the Memorial Day, Independence Day, and Labor Day weekends. Are these additional cleanings already included in the Attachment 3 quantities, or are they priced separately?

The pricing schedule is based on total number of facilities, estimated number of events per week, and number of weeks during a particular period. Keeping the park clean will have some variance due to sections of the parks opening and closing. Seasonal closures, maintenance, and visitation

Pricing Schedule, Attch 3

14. Additional water testing The PWS states that the contractor is responsible for the f irst doubled retest group following an unacceptable result, while subsequent Government-directed testing will be paid according to the bid schedule.

Please confirm how subsequent Government-directed samples will be ordered, invoiced, and paid, and whether the quoted water-testing unit rate will apply to each additional sample.

Contractor is responsible for the cost of the f irst sample testing that had unacceptable results.

Contractor is responsible for the cost of the second sample testing. However, the second sample group shall have twice the number of samples collected and tested. The PWS allows for the Government to request additional (3rd, 4th , etc) samples. Highly unlikely, but If that were the case, then the contractor could invoice a separate line item on the monthly invoice for those subsequent (3rd, 4th, etc) samples that were tested for that particular week of testing.

The price for those subsequent (3rd, 4th, etc) samples would be priced (each) according to the bid schedule.

PWS Technical Exhibit 1 Performance Requirements Summary (PRS)

15. Quality Control Inspector role The required daily Quality Control Report contains separate signature lines for the Team Leader and QC Inspector.

May the working team leader also serve as the QC inspector and sign in both capacities when permitted by the contractor’s accepted Quality Control Plan, or must QC inspections be performed by a separate individual?

A working Team Leader cannot serve as the QC Inspector or sign in both capacities, as individuals are strictly prohibited from inspecting their own work.

A separate individual must perform the QC inspections unless the Team Leader is not performing the work and this is outlined in the Quality Control Plan.

16. Performance thresholds The Performance Requirements Summary identif ies acceptable performance as 100% and states that performance below 85% is unacceptable.

Please clarify how inspection scores between 85% and 99% will be classif ied and whether any corrective action, payment deduction, or other consequence applies within that range.

The standard Acceptable Quality Level (AQL) baseline is set to 85%, ensuring public expectations are met while allowing a reasonable margin for error.

QAR inspections are based on the Peformance Requirements Summary. The Government may require the Contractor to reperform work found to be outside the established AQLs. If the Contractor is

PWS Technical Exhibit 1 Performance Requirements Summary (PRS) unable to reperform the work, or is unable to meet the AQLs, the Government has the right to withhold payment or secure services from an outside vendor at the Contractor’s expense.

17. Facility details and f ixture counts The PWS provides overall facility counts but does not provide detailed f ixture, dispenser, receptacle, or building-size information.

Please provide any available inventory, drawings, photographs, f loor plans, or estimates showing:

• The number of toilets, urinals, sinks, and showers by facility;

• The number and type of toilet-paper dispensers;

• The number and approximate size of trash receptacles;

• The number of mirrors, windows, and light f ixtures;

• The approximate square footage of each restroom or bathhouse; and

• The number of tables, cookers, f ire rings, and other serviceable items at the group and screened shelters.

Beyond the facility counts listed in the PWS, a site was of fered to potential bidders on 5 Aug 2026.

18. Contractor storage availability Please conf irm whether temporary contractor storage is currently available at Hords Creek Lake and provide the approximate location, size, and security of the available space.

Please also conf irm:

• Whether the space is enclosed and lockable;

• Whether it is shared or exclusive to the contractor;

• Whether toilet tissue, liners, tools, and other consumables may be stored there;

• Whether cleaning chemicals may be stored there; and

• Whether an appropriately marked contractor vehicle may be parked onsite overnight.

Contractor storage is not available at Hords Creek Lake. Contractor is responsible for their own equipment. Contractor vehicles and equipment trailers that are appropriately marked can be brought onsite but not stored overnight.

19. Contractor water access Please identify the available contractor water-access

Water access is available at all campsites and multiple water faucets throughout the parks.

locations at Lakeside, Friendship, Flat Rock, and the Project Of f ice.

Please also conf irm:

• Whether the water sources have approved backf low-prevention devices;

• Whether ordinary hose pressure is available;

• Whether contractors must provide their own backf low preventers; and

• Whether any required cleaning locations are not reasonably accessible f rom an available water source.

Backflow prevention has been determined be at all sites. However, historical maintenance of park facilities could have created some deviations.

Therefore, the contractor should have backf low prevention in their inventory. Ordinary hose pressure is available. Cleaning locations are reasonably accessible f rom an available water source.

20. Roads, routes, and vehicle accessibility Please provide any available maps showing the required facilities and approximate driving distances between Lakeside, Friendship, Flat Rock, and the Project Of f ice.

Please also conf irm:

• Whether all required locations are accessible by a standard cargo van;

• Whether any location requires a high-clearance vehicle, four-wheel drive, trailer, or UTV;

• Whether any roads are unpaved, seasonally closed, or subject to access restrictions; and

• Whether designated contractor parking or staging locations are available.

Other than what is provided in the PWS, the site visit that was offered on 5 Aug 2026 provided opportunity to potential bidders for additional understanding of distance between parks. Also, the map provided in PWS can be used. Roads are paved. Cannot provide information about how to perform the work.

21. Refuse and animal/f ish-remains disposal Please confirm where ordinary contract-generated refuse is to be deposited and whether Government dumpsters or refuse containers are available at each recreation area.

The PWS separately requires animal and f ish remains to be removed from Government property and states that f ish remains may not be placed in waste containers. Please identify:

• The Government’s expected disposal method;

• Whether sealed remains may be transported to an authorized municipal landf ill or transfer station; and

• Whether an incumbent-approved disposal location or established procedure is available.

PWS is requiring contractor to dispose of limbs and animal/f ish remains off Government property and in accordance with federal, state and local laws. Items like tires, appliances, and furniture will be removed f rom the park areas and placed adjacent to bulk refuse containers or in areas designated by the QAR.

22. Beach-water sampling logistics

Please provide or confirm the following information regarding beach-water sampling:

• The exact sampling location at each beach;

• The required sampling depth and collection method;

• Whether sampling-location maps are available;

• The laboratory previously or currently used for this requirement, if available;

• Whether the laboratory provides sample containers, coolers, preservatives, labels, and chain-of -custody forms;

• Whether samples are delivered by the contractor, collected by a courier, or picked up by the laboratory;

• The required sample-delivery and holding times; and

• Whether waders, personal f lotation devices, or other special access equipment are expected.

Swim beach map is being attached to this Govt Rep Question Document.

The sample locations should be taken at opposite ends of the swim beach. Contractor should proved a map to QAR of where the samples were taken.

All tests and analysis shall be performed only by Texas Department of Health approved laboratories.

Using a TCEQ accredited lab facility is the method.

Government cannot make recommendations of which laboratory to use. However, as stated in the PWS: All tests and analysis shall be performed only by Texas Department of Health approved laboratories.

PRS #12 in the Performance Work Statement.

23. Dispensers, locks, bulbs, and replacement hardware Please provide the manufacturer, model, dimensions, or photographs of the existing toilet-paper dispensers and locks, if available, so offerors can identify compatible replacement locks and keys.

Please also identify:

• The bulb base and f ixture type for the required amber bug bulbs; and

• The type and size of tamper-resistant screws currently used for light covers and other required hardware.

Beyond the facility counts listed in the PWS, a site was of fered to potential bidders on 5 Aug 2026.

24. Cleaning equipment and method restrictions Please confirm whether there are any restrictions on the use of :

• Wet/dry vacuums;

• Pressure washers;

• Battery-powered cleaning equipment;

• Hoses;

• Portable water tanks; or

• Similar cleaning equipment.

Government cannot recommend how to accomplish work. However, no restrictions on listed equipment.

Environmental compliance by state and federal law must be met.

25. Please also identify any restrictions concerning water runof f , wastewater collection, noise, public-use periods, or temporary closure of facilities during cleaning.

26. Technical Exhibit 3 lists 11 restroom facilities park-wide, but doesn't break that count down by area. The summer service schedule shows restroom cleaning at Lakeside, Friendship, and Flat Rock, while the winter schedule only covers Lakeside and Friendship.

Could you tell me how many of the 11 restroom facilities are located at each of the three areas (Lakeside, Friendship, Flat Rock)?

Facility counts are listed in the PWS and further def ined below.

Lakeside = 6 Friendship = 1 Flat Rock = 4

27. Is the 5 August 2026 site visit mandatory as a condition of award eligibility, and may an of feror's proposed subcontractors attend alongside the of feror?

No, site visit attendance is not mandatory, just highly encouraged.

28. Attachment 3 contains conflicting period references, including option-year periods stated as "01 October - 31 September," while the solicitation identif ies the base period as 01 November 2026 - 31 October 2027. The pricing workbook also appears to cover 01 November - 30 September for the base year and 01 October - 30 September for option years.

Please conf irm the correct base and option periods and identify which dates govern each seasonal CLIN for pricing purposes.

Base Year is broken down by winter and summer season. Base Year winter season is November to March and Base Year summer season is April to September as mentioned in the price schedule.

Subsequent years are also as listed in the price schedule.

Pricing Schedule, Attch 3.

29. October 2027 appears to fall within the stated base period, but the base-year pricing quantities appear to cover only the November-March winter season and April-September summer season. Please conf irm whether October 2027 is included in the stated quantities, will be added as separately payable quantities, or is excluded f rom the base period for pricing purposes.

Base Year is broken down by winter and summer season. Base Year winter season is November to March and Base Year summer season is April to September as mentioned in the price schedule.

Subsequent years are also as listed in the price schedule.

Pricing Schedule, Attch 3.

30. The "Grounds Cleanup (Acres)" line carries a unit of measure of "EA" with large seasonal quantities (for example, 8,528 in the summer season). Do these quantities represent the

Acres PWS Item 3-1 Hords Creek Facility Tabulations number of service events across the season or total acreage, and what is the basis for the estimate?

31. Are the estimated quantities in Attachment 3 government estimates provided for evaluation only, or are they guaranteed minimums the contractor will be paid for regardless of the actual number of service events performed?

The pricing schedule is based on total number of facilities, estimated number of events per week, and number of weeks during a particular period. Keeping the park clean will have some variance due to sections of the parks opening and closing. Seasonal closures, maintenance, and visitation f luctuation will create some highs and lows.

Pricing Schedule, Attch 3.

32. Please conf irm or issue a corrected Attachment 3 pricing workbook. The formulas in cells F32 and F65 appear to total only the f irst and last summer line items (F20 + F31 and F53 + F64, respectively) rather than all intervening line items. Are these formulas intended, or should the totals be corrected?

Corrected Attachment 3 Pricing Schedule attached to this question sheet.

33. The summer restroom quantity is listed as 1,144. The PWS also requires twice-daily restroom cleaning on Saturday, Sunday, and Monday during Memorial Day, Independence Day, and Labor Day weekends. Please conf irm whether those additional holiday cleanings are included in the 1,144 quantity. If they are not included, should the quantity be revised to account for the additional services, or should of ferors include them in the summer restroom unit rate?

The pricing schedule is based on total number of facilities, estimated number of events per week, and number of weeks during a particular period. Keeping the park clean will have some variance due to sections of the parks opening and closing. Seasonal closures, maintenance, and visitation f luctuation will create some highs and lows.

Pricing Schedule, Attch 3.

34. The winter service schedule identif ies one Lakeside gatehouse and one Lakeside dump-station location, while the pricing quantities appear to represent two of each. Please identify the facilities included in these winter quantities and conf irm the correct quantities for pricing.

Lakeside West dump station closes during the winter.

Lakeside East dump station stays open during the winter.

35. Does the estimated 40-sample summer quantity include exceedance re-samples, and may trained contractor personnel collect the samples for delivery to a Texas Department of Health-approved laboratory, or must a certified sampler perform collection?

No, it does not include any “exceedance re-samples”.

36. Will water, electrical service, and temporary storage be available at each of the three recreation areas, and is any staging or equipment storage provided at the Flat Rock area given its closure during the winter season?

Water and electric is available at every campsite. No overnight park cleaning contractor storage is allowed at Hords Creek Lake.

37. Can the Government provide a facility-by-facility asset list identifying restroom types (including standard restrooms, shower facilities, and vault toilets), f ixture and dispenser counts, winter-active facilities, shelters, gate complexes, dump stations, fishing piers, courtesy docks, boat ramps, and beach areas so of ferors can accurately estimate labor and consumable requirements?

Other than what is provided in the PWS, the site visit that was offered on 5 Aug 2026 provided opportunity to potential bidders to view facilities.

38. Please conf irm whether hand soap is contractor-furnished and, if so, provide any required dispenser compatibility, product specifications, or minimum standards applicable to the hand soap.

No soap is required.

39. Please clarify the required timing for the Accident Prevention Plan/Safety Plan and initial Activity Hazard Analysis. One PWS provision appears to require the Safety Plan with the proposal, while the Deliverables Schedule states that the Safety Plan and initial AHA are due within 15 calendar days af ter award. Which requirement governs?

Only 1 copy of the Safety Plan, AHA, and SDS package is due during post award as mentioned in the Deliverables Schedule.
