About this file
This solicitation is for the construction of additional administrative space for the Air Force Personnel Center on Joint Base San Antonio-Randolph Air Force Base in Texas. The project involves constructing a new reinforced concrete and structural steel building with a pre-cast concrete panel exterior and red clay tile roof. The two-acre construction site will include demolition of existing sidewalks, asphalt, concrete and storm sewers. The new building will provide approximately 25,000-100,000 square feet of administrative space along with HVAC, electrical, plumbing and other mechanical systems. Exterior improvements will include stairs, ramps, patios and walkways to provide accessible routes. The United States Army Corps of Engineers is seeking bids for trade packages involving structural, electrical, plumbing and HVAC work. The winning contractor must meet antiterrorism and force protection requirements and is expected to complete the project in compliance with all applicable codes and regulations. The solicitation response deadline has not yet been determined.

(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts.
