Solicitation W9126G21R0007 Amendment#0003 - To provide answers to the questions asked during the site visit conducted 23 February 2021.

Quote Due Date Remains the Same: 02 March 2021 10:00AM CST

Point of Contact (POC): Mrs. Daisy Ciarlariello, (817) 886-6592, Daisy.Ciarlariello@usace.army.mil

Below are the several questions which were asked during the site visit conducted 23 February 2021. The answers provided are to better assist any potential bidder in putting their bid package together.

1. Is it noted anywhere in the solicitation what the acreage is? Is the acreage for each area individually noted?

a. Answer: The acreage question was addressed in W9126G21R0007 Amendment#0002, Revised

Performance Work Statement (PWS).

2. Is that the only change from the last PWS?

a. Answer: Yes, that has been the only revision to the PWS since the solicitation was published.

3. Are any of the guardrails treated with herbicide by the State or other entity?

a. Answer: Yes, guardrail herbicide treatment is conducted under another contract.

4. Do you allow herbicide treatment instead of weed-eating/trimming in this contract?

a. No. Herbicide treatment is handled in a separate contract. This contract will consist of only mowing and toe ditch cleaning.

5. If both sides of the guardrail have not been treated, does the mowing contractor have to weed-eat around the guardrail?

a. Answer: Yes, even if both sides have not been treated with herbicide, weed-eating is still required. This is addressed in section 1.4.2 in the PWS

6. Can the contractor use herbicide at no extra cost to the government?

Answer: No, the contractor is never to perform any work not specifically required in the contract.

The Government will not ask a contractor to perform work not specifically required in a contract, nor will the Government pay for such work.

7. Is there a place on-site to dispose of material/debris or does it need to be hauled off-site?

a. Answer: Yes, there is a place on-site to dispose of material/debris collected.

8. Can contractor’s equipment be stored on-site?

a. Answer: Yes, but the government will not provide a secure location.

9. What equipment is approved to clean the toe ditch?

a. Answer: You as the contractor, are the “subject matter expert” in your field. After the site-visit, you should have a good idea what equipment you will need to accomplish the requirements included in the solicitation, and potential contract.

10. How long, or what size, is the toe ditch?

a. Answer: Please see W9126G21R0007 Amendment#0002, Revised PWS for this information.

11. Does the toe ditch need to be power washed?

a. Answer: No, the toe ditch does not need to be power washed.

12. Does contractor equipment have to be moved off-site at the end of each workday?

a. Answer: No, but a secure place is not provided by the government.

13. USACE determines the schedule. Is that a pre-determined schedule or will that change with every mowing?

a. Answer: The Contractor can come up with a schedule that works best for them. On occasion, the government can request certain areas be mowed first due to holidays or inspections.

14. Follow up to the answer for question #14: And that’s for 10 cycles?

a. Answer: there is a minimum of 4 cycles, but 10 is the target amount per year.

15. On roads, food plots, and hunting access roads, are the entrances to these areas large enough to go through with a bat-wing mower?

a. Answer: Yes, areas are large enough to drive/go through with a bat-wing mower.

16. The steep area near the Spillway, does that have to be weed-eated or can it be mowed?

a. Answer: Weed-eating and/or mowing are not specified in the PWS regarding the steep area near the Spillway. It is recommended that weed-eating or special slope mowing equipment be used for this area.

17. There was a not a form 1449 in the bid package. Do we need to submit one of those?

a. Answer: This was a combined synopsis/solicitation and the 1449 page on the solicitation was omitted. You will need to provide the signed/dated copies of each of the amendments to the combined synopsis/solicitation with your bid package.

18. There is no set schedule for the year, right?

a. Answer: This will be an Indefinite Quantities/Indefinite Deliveries (IDIQ) Contract. Task Orders will be issued under this IDIQ contract indicating what work is being requested. Also, Letter Orders may be issued, indicating when work is required to be performed under a task order.

19. Will you give sufficient time for a contractor to mobilize as there is a possibility, they will be performing on other job sites?

a. Answer: Yes, you will be provided sufficient time to mobilize when a task order or letter order is issued. Communication is made between the Quality Assurance (QA) and Contractor prior to any work being requested.

20. Will the government schedule those special orders (toe ditch cleaning, natural resource mowing) within the 10-day cycle of a regular mowing for out of state contractors?

a. Answer: No. There is a separate period of performance for the special orders and they will not be done at the same time. This is addressed in section 9 of the PWS. but The work can be performed sequentially.

21. How many past performance questionnaires do we submit to Contracting?

a. Answer: W9126G21R0007 IDIQ Mowing and Toe Ditch Cleaning only required one (1) past performance questionnaire. Work must be relevant (as it relates to the work required under this solicitation) and must be recent (within the last 4 years). Please make sure to review all instructions contained in the solicitation and all amendments.

22. Do we mow around the boat ramps too?

a. Answer: Yes, mowing around the boat ramps is required. This is addressed in sections 3 and

1.4.2 of the PWS.

23. When looking at the steep slope by the Spillway: What height requirement does this grass fall under?

a. Answer: Not more than 3” according to PWS. This is addressed in section 1.4.1 of the PWS.

24. How much worse than what we are seeing today, does the toe ditch get before you order a toe ditch cleaning?

a. Answer: It will get much worse than what it is today, due to vegetation growth and sedimentation accumulation, but not to a point of being unmanageable, within the required 5-day time frame.

25. Will the current contractor be doing any more mowings or toe ditch cleaning before this new contract begins?

a. Answer: Yes, the current contractor will be performing 1 more mowing and 1 more toe ditch cleaning before the new contract is awarded and begins.

26. Does the government replace rutted areas with topsoil and grass?

a. Answer: No. This is addressed in section 10 of the PWS.

27. Does the herbicide contractor spray both sides of all guardrail?

a. Answer: Yes, the herbicide contractor, under another contract, already sprays both sides of all guardrails. This procurement action involves mowing and toe ditch cleaning. That is the only work the awardee will need to focus on. Herbicide will not be part of this IDIQ contract. Awardee is not to perform any herbicide service during this contract. Awardee will be responsible for weed-eating around the guardrails on upstream and downstream sides of the dam.

28. Is the restricted steep slope area from here (the end of the ramp) all the way back over to the office?

a. Answer: No, just the area from above the outlet works back to the service access ramp.

29. Does the grass overhanging the toe ditch have to be edged?

a. Answer: No, the grass overhanging the toe ditch does not have to be edged.

30. Will a mini excavator fit in the toe ditch?

a. Answer: No. The current contractor is using a skid steer to clean the toe ditch and it fits.
