The following have been modified:
ADDENDUM
1) The Period of Performance will be determined on a task order basis.
2) The requirement for Payment and Performance Bonds will be determined on a Task Order basis.
3) The Sample Project Price Breakout Schedule to be issued with base SATOC is for evaluation purposes only and will not result in a task order award.
4) The SATOC bid table requires a price for all actions for evaluation. For any zero quantity items, please use a quantity of one (1) for price evaluation.
AWARDING TASK ORDERS
This is an Indefinite Delivery, Indefinite Quantity type Contract (IDIQ) contract utilizing Firm-Fixed-Price task orders in accordance with FAR Subpart 16.5 for Design-Bid-Build, Construction, and Incidental Service Projects associated with the Piney Woods North Region. This is a Single Award Task Order Contract (SATOC) Umbrella contract. The prices will be fixed based on quantities and unit prices set in the Bid Table. This contract is set aside Small Business Contractors.
The total combined contract capacity under the umbrella contract is valued at $10,000,000 over a one year base period from the date of award to include four option years. Exercising the option years will not increase the available capacity. Awards will be made as Firm-Fixed-Price Task Orders during the period of performance.
The minimum guarantee is $10,000 in services per contract for the base period. The $10,000 minimum amount will be for each year of the contract. If the contract is fully exercised then the minimum amount will be for $50,000.
This is for the base year plus the four option periods.
For the base period only, the Government hereby obligates itself to obtain no less than Ten Thousand and No/100 Dollars ($10,000.00) in services, chargeable to the following appropriation:
096 NA X 3123 0000 3123-20/XX-2455 M2270601 20B8C5
PERFORMANCE AND PAYMENT BONDS ARE ONLY APPLICABLE TO THE EXTENT INDICATED ON
INDIVIDUAL TASK ORDERS.
In general, Task Orders will typically be awarded on a Firm-Fixed-Price basis, using the Bid Table set at the SATOC Umbrella contract. The designs for the requirement will come from the Government on the Task Order, in which the Contractor will be able to make recommendations and adjustments through value engineering.
SCOPE
This work consists of construction design-bid-build as well as items incidental to the completion of the construction.
The scope includes new building construction, building or building systems renovation, structural repairs, site work, paving, and civil works (flood damage reduction, such as channel improvements, bank stabilization, levees and floodwalls). Activities incidental to the construction such as building/facilities demolition and debris removal, utility installation/replacement, equipment upgrades, landscaping, geotechnical work, security systems, and abatement of materials of environmental concern (e.g. materials containing lead, asbestos, PCBs or HTRW).

QUESTIONS AND ANSWER
North Maintenance IDIQ Contract Site Visit Questions
1) Will unit prices include profit, bond, overhead, etc?
a. Yes, all expenses included with the unit prices.
2) What about escalation of price for concrete or asphalt?
a. Include in your price for the 5 year period the best you can
3) Will the pickup location for materials always be at Wright Patman?
a. Not necessarily. It will depend on each project. It will be somewhere near each project site.
4) Is the $10k minimum on the task order only on the base year?
a. Every exercise of options triggers the minimum for each year.
5) Is the $10k minimum only for one location?
a. Minimum could be made up of multiple locations.
6) Is there an average task order price?
a. Not really. There is work from typical operating budgets, but work will also be driven by budget packages that are above and beyond the typical operating budget. Hard to set an average price.
7) Is the estimated quantities per year listed in the contract a guide of work to be done?
a. Not really. These are just estimates of what was thought to might happen. Things can change from those numbers.
8) Is the contract complete when the $10 million is used up?
a. If at the end of the contract a big project came up, the contract could be modified to increase the amount. Basis of contract is $2 million per year.
9) How big of a deal is the construction waste plan?
a. Looking at basically being as “green” as possible. We will be sticking with industry standards.
10) Assuming large projects, how much design would be required by the contractor?
a. This would fall into one of the negotiated line items. Negotiated line items are in the contract for anything that does not specifically fall into a specific line item.
11) Question about specs for electric line in conduit?
a. Follow line item. If work being requested there is not specifically covered, the work will have to be done under a negotiated line item.
12) Are we following the National Electric Code and other industry standard codes?
a. Yes
13) Is the government providing supplies for the plumbing portion?
a. Look at each line item in the contract to see what materials are provided by the government and what will be provided by the contractor.
14) Can the use of the Project Office compounds be used for storage of materials?
a. Generally no. Contractors can use other areas of the lake, but the government does not ensure the security of storage locations.
15) How does R-Rap bags work?
a. Pre-filled bags with a concrete mix that are 80 pound bags.
16) Will the contractor have to water the R-Rap bags?
a. Line item task says to thoroughly soak the bags.
17) Are most locations reachable by automobile?
a. Yes. Some of the natural resource areas may be a little more remote though.
18) Will work at Cooper be required in the Texas Parks and Wildlife state parks?
a. This contract will not cover park work. The exception to this is shoreline erosion control within the parks is a Corps mission, so that type of work might be done.
19) Required to have an individual, dedicated safety person for each order?
a. Workers can wear multiple hats
20) Will RMS be used for this contract?
a. Yes
21) Will an overarching accident plan (or any other required plan for the contract) for the entire contract be sufficient?
a. Yes. If there are any nuances for a specific task, it will be addressed at that time.
22) Can the site supervisor be the safety officer?
a. Supervisor can have no other duties.
23) Does there have to be a dedicated quality control person?
a. Can be dual hatted with other duties
24) Can there be one supervisor for multiple locations?
a. Depends on the complexity of the project.
25) Will progress payments be allowed?
a. Yes. On an individual task order basis
26) Is there a need for security bond for proposal?
a. Individual task orders will have bonds.
27) What are the liquidated damages for the contract?
a. $241 per day on the task orders
28) Is certified cost pricing required since it is listed on the Checklist for offerors?
a. Not needed for proposal. On checklist in case needed later.
29) What will the start date of the contract be?
a. First task order will go out with the award of the base contract. Work will start once all submittals are received and approved and a Notice to Proceed is issued.
Estimating mid-August for base award.
30) Who will be responsible for construction testing?
a. Provided by the contractor.
31) Are these new specs?
a. Efforts were made through multiple checks to ensure as up to date specs as possible.
32) Where will the COR be located?
a. The COR will be located in the field.
33) Can the bid forms be provided in an Excel spreadsheet format?
a. Will try to upload to beta.sam if data standards allow
