SUMMARY OF CHANGES
SECTION 00 11 00 - STANDARD FORM (SF) 1442 AND CLIN SCHEDULE
The following have been modified:
ADDENDUM
1) The Period of Performance will be determined on a task order basis.
2) The requirement for Payment and Performance Bonds will be determined on a Task Order basis.
3) The Seed Project Price Breakout Schedule to be issued with base SATOC is for evaluation purposes and will result in a task order award.
4) The SATOC bid table requires a price for all actions for evaluation. For any zero quantity items, please use a quantity of one (1) for price evaluation.
AWARDING TASK ORDERS
This is an Indefinite Delivery, Indefinite Quantity type Contract (IDIQ) contract utilizing Firm-Fixed-Price task orders in accordance with FAR Subpart 16.5 for Design-Bid-Build, Construction, and Incidental Service Projects associated with the Piney Woods North Region. This is a Single Award Task Order Contract (SATOC) Umbrella contract. The prices will be fixed based on quantities and unit prices set in the Bid Table. This contract is set aside Small Business Contractors.
The total combined contract capacity under the umbrella contract is valued at $10,000,000 over a one year base period from the date of award to include four option years. Exercising the option years will not increase the available capacity. Awards will be made as Firm-Fixed-Price Task Orders during the period of performance.
The minimum guarantee is $10,000 in services per contract for the base period. The $10,000 minimum amount will be for each year of the contract. If the contract is fully exercised then the minimum amount will be for $50,000.
This is for the base year plus the four option periods.
For the base period only, the Government hereby obligates itself to obtain no less than Ten Thousand and No/100 Dollars ($10,000.00) in services, chargeable to the following appropriation:
096 NA X 3123 0000 3123-20/XX-2455 M2270601 20B8C5
PERFORMANCE AND PAYMENT BONDS ARE ONLY APPLICABLE TO THE EXTENT INDICATED ON
INDIVIDUAL TASK ORDERS.
In general, Task Orders will typically be awarded on a Firm-Fixed-Price basis, using the Bid Table set at the SATOC Umbrella contract. The designs for the requirement will come from the Government on the Task Order, in which the Contractor will be able to make recommendations and adjustments through value engineering.
SCOPE
This work consists of construction design-bid-build as well as items incidental to the completion of the construction.
The scope includes new building construction, building or building systems renovation, structural repairs, site work, paving, and civil works (flood damage reduction, such as channel improvements, bank stabilization, levees and floodwalls). Activities incidental to the construction such as building/facilities demolition and debris removal, utility installation/replacement, equipment upgrades, landscaping, geotechnical work, security systems, and abatement of materials of environmental concern (e.g. materials containing lead, asbestos, PCBs or HTRW).

QUESTION AND ANSWER
Sit Visit Questions Maintenance IDIQ South
14 JULY 2020
1. Where is the work?
A – The work will be located in the southern part of the Piney Woods region, which will include government managed property at Sam Rayburn Reservoir, Town Bluff Reservoir, and their associated powerhouse locations.
2. How do wage rates work for equipment rental?
A – Wage rates depict the hourly wage that a worker should receive in a given location for doing a certain job or operating a certain piece of equipment. It does not include the price of the equipment, upkeep, mobilization, etc.
3. “Emergency” focus can be established for work locations?
A – If a certain area (a park location for example at Town Bluff reservoir) happened to receive a major storm, work may be focused at that location for a given task order.
4. How does COVID-19 affect task orders or task order payment?
A – It is understood that some supplies may be in short supply due to Covid-19. Clauses exist for payment timeframes related to completed work after invoicing is received.
5. When is the anticipated start work?
A – The seed task order is anticipated to be awarded prior to the end on SEP 2020.
6. What is the minimum and maximum task order amounts?
A – The minimum task order amount is $10,000. A maximum is not assigned. If the government intends to award a task order below the3 $10,000 minimum the contractor does not have to honor it.
7. Is there enough work to “make it interesting”?
A – Work for this contract will include projects from multiple business lines, including Flood risk Management, Recreation Management, Environmental Stewardship, and Hydropower.
8. Is there is a risk involved with a contractor being spread too thin if they intend to bid on both this action, and the Northern Piney Woods Maintenance IDIQ?
A – It will depend on the size of the selected bidder. The government is advertising two separate contract actions, this Maintenance IDIQ for the southern portion of the Piney Woods region and one for the northern portion to negate the risk.
9. Is the intent to award the contract to one company or to multiple companies?
A – The government will award this action to one company as a prime contractor. The prime contractor will be responsible for any dealings with their own subcontractors.
10. Additional question send in via email.
“1-According to our understanding the unit price includes labor, material and equipment with contractor’s OH & Profit for the installed item
2-If the above statement is correct, where will these items (but not limited to) be added:
General condition-As site supervision, storage, barrier, temporary fencing, daily cleaning, dumpster, testing etc.
Office OH- As submittals, shop drawings, documentation, coordination with site, correspondence, bill submittals, cost value, construction schedule, procurement etc.”
A – Costs will need to be factored into the bidder’s line item costs as operating costs. There is no separate line item to include the items mentioned above.
