AMENDMENT 04
Question and Answers 26 February 2019
Q. On the Appraisal Service Fee Schedule (page #3), the last column is titled "Added Cost for Each Additional Remainder". Can you please clarify such a request.
A. When a “before and after” appraisal is performed there can often be more than one remainder that needs to be valued. This column specifies how much extra the contractor charges for each additional remainder if there is more than one.
Q. Upon a Call request, who will define the type of property appraisal category (Complex Low, Complex Average, Complex High); the Contractor or the Contracting Officer Representative (COR)?
A. The contractor will decide the category based on the definitions provided in the offering.
Q. On Page #10, it mentions that invoices are based on the Delivery Tickets that include the unit prices from the BPA. But, on page #16 " As part of the submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement." As the Contractor invoices include overhead, G&A and profit, how are the cost expected to tied up between the Delivery Tickets and related invoicing?
A. Cost/Pricing on the Bid Schedule should be “Fully Burdened Rates”. The CMRA reporting requirement should be invoiced once a year on its own invoice without a delivery ticket number.
Q. On Page #14, "Contractor Travel: All anticipated travel shall be included in the cost proposal. There will be no additional reimbursement for travel." Based on the size of Texas and any required travel distance, it is difficult to project upfront travel cost requirements. Is it possible to submit a separate "per diem" travel cost with a call request instead of just a bundled appraisal fee that includes all travel expenses?
A. No
Q. Is the Contracting Officer able to share a minimum and maximum value of the BPA per annual basis?
A. No minimum/ maximum value will be provided for the BPA on an annual basis. There will be multiple BPAs awarded. An estimated range for an individual call is $1500 to $15,000.
Q. Page #9: We understand that the services are to be performed primarily in the State of Texas. Calls may be issued for the States of New Mexico and Louisiana. Nonetheless, is it possible to identify average number of appraisals or a rough-order of-magnitude of appraisals in each of the three States (Texas, New Mexico and Louisiana per annual basis?
A. No
W9126G19R0042
Q. Based on the 5-year duration of the BPA, in the event that we add additional certified appraisals personnel in the three states, which it will increase our firm's capacity and ability to perform the work, can we provide updates on a periodic basis to the Contracting Officer Representative (COR)?
A. Awardees may submit additional certified appraisal personnel to the contracting officer for approval. This statement will be added to the PWS at section 1.2 on awarded BPAs.
