Waco Lake History
• The flood threat to the city of Waco and downstream portions of the
Brazos, combined with the need for conservation storage to save millions of gallons of water that were wasted, led local citizens to seek a new reservoir. Through their efforts, Congress authorized the project for construction by the Corps of Engineers.
• By law, local interests are required to bear the cost of acquisition of the storage allocated to conservation in the reservoir. A water conservation contract covering repayment of the cost of those features has been approved, and, under its terms, the Brazos River Authority (BRA) will also contribute its share annually for operation and maintenance of the project.
• Waco Lake is operated for its various purposes by the Corps of Engineers, with water being furnished to the BRA under the terms established by the Texas Water Commission
• 1925 - The Bosque River is considered the primary water source for Waco and surrounding communities.
• 1926 - City passes a $3.5 million bond to fund building the original Lake
Waco.
• 1929 - Construction begins on Lake Waco Dam.
• 1930 - Construction of the first Lake Waco Dam secured 39,000 acre-feet of water.
• 1950 - Due to drought conditions, The City of Waco begins planning for future water needs.
• 1956 - City officials lobby for the construction of a new dam.
• 1958 - Construction begins on the new dam.
• 1964 - Lake Waco Dam is completed and provides long-term, dependable water supply for the citizens of Waco and surrounding areas. The new dam secured 59,000 acre-feet of water.
• 1979 - Waco officials research raising the level of the lake.
• 1983 - Study is completed and 7 feet is considered most feasible lake level.
• 1998 - Waco City Council votes to increase the Lake Waco Pool by seven feet giving the City of Waco and surrounding areas 79,000 acre-feet of dependable water supply.
• 2003 - Impoundment of water begins. The 7-foot pool rise secured 79,000 acre-feet of dependable water supply from Lake Waco with a normal lake elevation of 462 feet above sea level.
All Waco Lake Parks have been annexed by the City of Waco, and are serviced by the Waco Police Department and Waco Fire Department.
INTRODUCTION
Gate Attendants play a vital role in the U.S. Army Corps of Engineers’ Recreation Program. Gate Attendants serve, in most cases, as the only contact the public has with the Corps; therefore, appearance, conduct, and actions of Gate Attendants reflect upon the Corps of Engineers. Gate Attendants shall always keep in mind that they are in the public eye at all times and shall always act courteously and professionally both on and off duty. This handbook enables the Gate Attendant to become familiar with the Gate Attendant position, to perform the position efficiently and effectively, and to display a positive image for the Corps to park visitors. Please ask questions about sections that you do not understand.
TERMINATION FOR DEFAULT/POOR PERFORMANCE PENALTIES
As stated in FAR 52.249-8, a contractor who fails to perform a contract or any part of a contract may be terminated for default and will be liable for the cost of completing the contract plus any excess cost to the Government. All contract deviations will generally be addressed first verbally with contractor. Further deviations will result in written warnings and possible termination of contract if not corrected.
Per contract specifications, the Government has the authority to withhold a percentage of contractor’s payment if services specified under contract are not satisfactorily completed. Documented poor, marginal, good, or excellent contract performance may be used as weighted factor in awarding future contracts.
PROFILE OF AN EFFECTIVE CARETAKER TEAM
1. Ability to get along with people, maintain a friendly cooperative attitude, yet maintain a firm, and fair outlook when requesting compliance with regulations.
2. Ability to control one’s emotions under trying conditions.
3. Knowledge of what other campers expect in a properly operated park.
4. Good record keeping ability and money management skills.
5. Reasonably good health that will enable both parties to perform all duties required.
6. Maintain a personal appearance that shows pride in yourself and work performed.
7. Clean record of honesty and integrity in personal and business dealings.
8. Initiative to take that “extra” effort sometimes needed to deal with a situation or resolve a problem.
DEFINITION OF A PARK USER
Park Users are our customers, for whom we strive to provide excellent customer service.
Park Users are individuals or families that enjoy the outdoors and visit our parks in order to have a good time. For some Park Users camping is their only vacation.
Park Users are not people with whom you argue or match wits. Arguing is the opposite of good customer service.
Park Users are not an interruption to our work…they are the purpose for it.
CUSTOMER SERVICE
Be responsive and answer questions courteously. If you do not know the answer, say so, but tell the visitor you will find out the answer. Do not give out wrong information.
A big part of your job is to provide your services to help make each visitor’s stay as enjoyable as possible. Never use profanity in the presence of others.
Setting the proper tone in the conversation will go a long way in ensuring good communication. Never be disrespectful, this will only make problems worse.
Treat all people the same when it comes to enforcing rules and policies.
Occasionally, exceptions to policies are necessary due to extenuating circumstances.
However, all such exceptions must be approved by a Park Ranger or Lake Manager.
When Park Users are in violation of the rules, inform them of the rule, why the rule is necessary, and required corrective actions. Then, if they fail to comply, call a Park Ranger to resolve the issue. Do not threaten to have the Park Ranger issue a citation or evict them from the campground. Such actions are taken as a last resort to resolve a problem and are made at the discretion of the Ranger only.
Do not deny access to anyone because they may have caused problems in the past or because you do not like the way they look or act. Only the U.S. Magistrate or the District Engineer can deny a person access to a recreational area.
If you make a mistake, own up to it and when necessary apologize to the person(s) affected. Never attempt to cover up mistakes. If needed, contact the Gate Attendant Coordinator.
Campers pay for these facilities and rightfully expect to be treated in a responsive, courteous and friendly manner.
APPEARANCE AND DEMEANOR
You are the first, and sometimes only, Corps of Engineers representative that Park Users will meet. Smoking is not permitted inside the gatehouse, and Gate Attendant shall be at least 15 feet from the gatehouse door when smoking outside. Refrain from smoking, dipping, eating, drinking, or chewing gum while talking to the public.
Wearing your nametag and prescribed Gate Attendant vest and/or hat is required at all times when on duty and dealing with the public. You will also maintain a fully clothed and neat, well groomed appearance. Sandals, flip-flops, or house slippers are not allowed. Shorts shall not be shorter than the ends of the fingertips when arms are down at sides, and sleeveless shirts shall not be worn while on duty. No item of clothing should contain offensive material- if there is a question- do not wear it.
Nametags shall be worn on the front of the shirt where it is visible to customers at all times.
Hair shall be clean and appropriate for meeting with the public. Mustaches and beards are acceptable, if neatly trimmed. Men without beards shall be clean-shaven before going on duty.
ATTENDANCE
Gate Attendant shall remain in the gatehouse, at all times, throughout the work shift.
Promptly answer the telephone and assist Park Users, contractors, and Corps personnel upon their arrival at the gatehouse.
COMPLAINTS
Never suggest to a Park User that he/she should make a complaint, whether it be on a complaint card, to a Corps official, or to a Congressman. If you are aware that a Park User is dissatisfied or mad about something contact a Park Ranger. If necessary give the Park User the Lake office phone number. Do not comment on reoccurring problems or on lack of funds.
All complaints against a Contractor’s employee will be dealt with as prescribed by the Contract.
COOPERATION WITH OTHERS
Gate Attendants will cooperate with the public, other contractors and Corps personnel at all times. Cooperation will include, but not be limited to; summoning assistance and reporting all instances of vandalism, harassment, public intoxication, speeding, etc. to the proper authorities. Gate Attendants will attempt to provide for the needs of visitors as public relations representatives for the Corps of Engineers.
Pets
No pets will be allowed in or around the gatehouse.
GATEHOUSE
Gate Attendants are responsible for maintaining the gatehouse inside and out in a clean and sanitary condition that is satisfactory to the Park Rangers and Lake Manager. The contractor will provide cleaning materials and supplies. Only necessary information shall be posted in the windows or in the information centers and shall be approved by a Park Ranger before being displayed.
The gatehouse will need to be stocked with supplies at all times. Such supplies include various maps, forms, and office supplies.
No unauthorized personnel are permitted in the gatehouse. Unauthorized includes family and friends.
The gatehouse shall remain locked at all times. Loss or damage of gatehouse items or funds as a result of the contractor's failure to properly secure the gatehouse will result in that contractor making the appropriate restitutions.
All property issued to the contractor shall be returned to the issuing party. If any items are lost or damaged, the contractor will be held financially responsible. This includes the cost of re-keying the gatehouse if keys are lost.
COMPUTER, PRINTER, & TELEPHONE
Electronic equipment is for official use only. Do not make personal calls on the phone or use the computers to browse the internet, play internet games, or check your personal e-mail. Gate Attendants may bring personal cell phone, tablet or laptop equipped cell data reception to the gatehouse for those purposes as long as it does not interfere with the responsibilities of the contract.
Do not download ANYTHING onto a Government computer. If you notice that the computer is slow or if you are getting unusual error messages, contact the Gate Attendant Coordinator.
Each NRRS computer has a Yahoo! e-mail account set up for the park. Gate Attendants are to check that account daily for e-mails, and pass along any e-mails or information to the Gate Attendants not on duty. If you have difficulty accessing this e-mail account, please contact the Gate Attendant Coordinator.
At no time shall Gate Attendants share alarm codes. Alarms shall be armed at the end of each daily shift.
LOST & FOUND
Gate Attendants shall maintain a lost and found department in the gatehouse. Gate Attendants shall prepare a Lost and Found Report on all lost and found property turned in to the gatehouse. The report shall be affixed to the item. Gate Attendants shall ask for the owner’s signature on the release of any lost and found property.
The report shall be turned in to a Park Ranger upon delivering deposit information to the Lake Office.
Wallets and purses require special care. Gate Attendants shall contact a Park Ranger immediately when a wallet or purse is turned in to the gatehouse. Gate Attendants shall encourage the finder to remain at the gatehouse until a Park Ranger arrives. The Park Ranger shall inventory the wallet or purse in the presence of the Gate Attendant and the finder, who shall serve as witnesses. A Lost and Found Report shall be completed and signed by the Park Ranger, Gate Attendant, and finder. This process is required to insure that the owner of the property cannot claim that the Gate Attendant or Park Ranger stole anything from the wallet or purse.
If the finder chooses to leave the gatehouse before a Park Ranger arrives, Gate Attendants shall ask for their name, address, telephone number, and their campsite number if camping in the park.
INCIDENTS
MINOR INCIDENTS: Upon being notified by park user of a minor incident in the park, Gate Attendant shall make contact with the ON DUTY Park Host so that they may investigate the incident. At no time shall the gate attendant leave the Gate House.
Do not call the Waco Police Department for minor incidents.
MAJOR INCIDENTS: Major incidents such as drunk and disorderly conduct, assault, harassment, or domestic disturbance sometimes occur in the park. When a Park User reports a major incident, Gate Attendants shall obtain information concerning the incident and take detailed notes. Then the Gate Attendant shall notify the Park
Ranger on duty, if no Park Ranger is on duty the Gate Attendant shall notify the Waco Police Department. When possible, the Park User making the complaint should make the call to the Police Department. The Gate Attendant shall complete an Incident Report, and if possible, the Gate Attendant should have it ready when the Park Ranger arrives at the park entrance. In any case, a Gate Attendant shall be at the gatehouse in order to inform the Park Ranger or Police Officer of the incident and the location. . The Gate Attendant shall call the Lake office to inform the staff of these types of emergencies as soon as they are made known to the Gate Attendant during lake office business hours. If after hours and with no rangers on duty, the Gate Attendant will call Park Rangers on their personal cell phone as directed by the lake manager.
MAINTENANCE ISSUES
When the Gate Attendant becomes aware of a maintenance issue in the park by complaint from a Park User, the Gate Attendant shall notify the ON DUTY Park Host to investigate to make sure it is a legitimate issue. If it is a legitimate issue, the gate Attendant shall fill out a Work Order form and fax it to the project office. DO NOT send in a work order for a toilet that needs to be plunged. Once the Work Order form has been turned in the Gate Attendant has done their part and should not continually inform Corps personnel of the issue. If a Park User mentions the issue after the Work Order has been turned in the Gate Attendant shall inform them that the Lake Office has been notified of the issue and it will be corrected as soon as possible. Again, do not continue to send multiple work orders for the same issue.
Gate Attendants should not make suggestions on ways to fix problems or improvements that could be made. The local Corps personnel are responsible for the operation of the project and will make these decisions.
EMERGENCY MAINTENANCE ISSUES: Emergency maintenance problems include such problems as overflowing sewage lift stations, serious water line breaks, and downed electrical lines. The Gate Attendant shall call the Lake office to inform the staff of these types of maintenance issues as soon as they are made known to the Gate Attendant during lake office business hours. If after hours and with no rangers on duty, the gate attendant will call Park Rangers on their personal cell phone as directed by the lake manger.
USER FEES
All user fees will be collected in accordance with the Three Rivers Regional Office Scope of Work, the Waco Lake Scope of Work, the Fort Worth District User Fee Policy, the NRRS procedures and all other relevant policies and regulations.
The primary means of collection will be the NRRS computer system (ORMS). See Fort Worth District Use Fee Program SOP (August 2015).
VIOLATIONS BY GATE ATTENDANTS
Gate Attendants shall be familiar with policies and regulations, and conform to them at all times. It is unacceptable for Gate Attendants to inform Park Users of violations and expect compliance, if the Gate Attendants are not in compliance.
Violations of regulations, rules, and polices by Gate Attendants will not be tolerated.
Park Rangers will treat Gate Attendants violating policies and regulations the same as Park Users. Citations may be issued in these cases.
Violations will be documented, placed on work performance evaluation forms, and kept in the Contractor’s file. Gate Attendants who violate these policies and regulations will be dealt with according to Contract.
Park Rangers
Park Rangers have a multitude of responsibilities and duties to perform. They are not only regulation enforcers, but also Natural Resource Specialists. Park Rangers also handle service contracts, habitat restoration efforts, hunting programs, buoy programs, patrol shoreline, and government boundary line just to name a few. Gate Attendants should keep this in mind and only contact a Park Ranger when appropriate. Gate Attendants should also be aware that Park Rangers can use discretion when enforcing policies and regulations. You may have your own opinion of how an incident should be handled, but the Park Ranger has the final say.
Civil Engineer Techs (CET)
Civil Engineer Techs are not maintenance personnel. They mainly serve as Contract Specialists. There are certain small repairs they can handle on the project level, but there are some things that will have to be contracted out. This may take longer than the Gate Attendant thinks is appropriate, however, it will get handled as soon as possible. Do not order Civil Engineer Techs, or any Corps personnel, to do anything (“you need to” or “you better”).
Volunteers
Volunteers are folks who reside in our parks in return for performing a multitude of tasks for the Corps of Engineers. They receive specific direction from Corps personnel about what tasks are to be completed. Please do not direct a volunteer to do any tasks. If you have something you need done, contact a Park Ranger and they will ask the volunteer to do the work.

8. Collections by Fee Collector: The authorized fee collector will come to the gatehouse twice weekly to collect funds. The Gate Attendant is responsible to ensure that all funds are accounted for and that documentation is organized to expedite the pick up process. Any discrepancies should be brought to the attention of the Gate Attendant Coordinator or a Park Ranger PRIOR to the arrival of the Fee Collector. Collections with discrepancies WILL NOT be picked up by the Fee Collector.
For the safety of the Fee Collector, please do not tell anyone what his/her job is. He/she is often in possession of large amounts of cash, and this can make him/her a potential target for criminals.
