Satisfactory random fill materials are to consist of materials classified in accordance with ASTM D2487 as CL, CH, SC, GC, SP, SW and shell fragments. Materials used for training dike raise, interior berms, and other temporary earthwork construction are to be classified as random fill materials.

PART 3 EXECUTION

3.1 CONSTRUCTION

The soil profiles shown only represent general selective samples taken during initial subsurface soil investigation. Only if the designated borrow area materials are not suitable for a specified fill materials, the Contractor is permitted to relocate a different borrow area within the PA as borrow a source at the Contracting Officer's approval.

Be aware that the placement area has been utilized periodically through out the years, and anticipate extremely soft and wet newly dredged materials.

3.1.1 Lines and Grades

Containment dike raise, training dike raise, interior berms, and slope erosion repair are to be constructed to the lines, grades, and cross sections shown on the plans, unless otherwise directed. The Government reserves the right to make adjustments in dike alignments, foundation widths and slopes, or make other changes in the dike or berm sections as may be considered necessary to produce safe, stable earthen structures.

Changes in quantities resulting from revisions will not constitute justification for change in Contract unit prices, except as provided for in the CONTRACT CLAUSE entitled VARIATIONS IN ESTIMATED QUANTITIES.

3.1.2 DRAINAGE

Provide for the collection and disposal of surface and subsurface water encountered during construction. Completely drain construction site including dike and berm foundation areas, and borrow excavations during periods of construction to keep soil materials sufficiently dry. Construct storm drainage features that can include ponds or basins, at the earliest stages of site development, and throughout construction, grade the construction area to provide positive surface water runoff away from the construction activity or provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils. Once drainage of the Placement Area and sufficient drying of the foundation

SECTION 35 41 00.01 45 Page 5 surfaces have been accomplished, borrow excavation and embankment construction can proceed. When unsuitable working platforms for equipment operation and unsuitable soil support for subsequent construction features develop, remove unsuitable material and replace with satisfactory soil as specified herein, or work the existing soils in place to dry and recompact to provide suitable support for construction. It is the responsibility of the Contractor to assess the soil and groundwater conditions and to employ necessary methods that will permit construction to proceed at no addtinal cost to the Government.

3.1.3 Conduct of the Work

Maintain and protect the newly constructed perimeter containment dike raise, training dike raise, and in a satisfactory condition during construction until final completion and acceptance of the work under this Contract. If, in the opinion of the Contracting Officer, the hauling equipment causes horizontal shear planes or slickensides, rutting, quaking, heaving, cracking, or excessive deformation of the dikes or backfill berms, limit the type, load, or travel speed of the hauling equipment on the dike or backfill berm. The Contractor may be required to remove, at no additional payment, dike material placed outside of prescribed slope lines. Approved dike or backfill material which is lost in transit or rendered unsuitable after being placed in the dike or backfill and before final acceptance of the work will be replaced using a satisfactory method at no additional cost to the Government. Excavate and remove from the dike or backfill material which is unsatisfactory, dispose this material, and refill the excavated area as directed, at no additional cost to the Government.

3.2 DEWATERING AND DIVERSION

Surface and groundwater control is to be accomplished in coordination with the required excavation and dike construction. In the event of heavy rain fall, the surface and groundwater control may necessitate the use of temporary diversion ditches and pump. Methods for care of surface water and for controlling the surface and groundwater levels are to be subject to approval.

The borrow areas for the access dike are to be drained continuously via drainage ditches which are to be connected to either interior or perimeter ditches during and after the completion of the construction work.

3.3 EXCAVATION

Excavation is to consist of removal of material in preparing the foundations for drainage pipe installation, removal of material to the lines and grades based on the existing pipe elevation, removal of objectionable materials, and reuse the excavated perimeter dike material for reconstruction of the perimeter dike. Over excavation is to be backfilled to grade with similar over excavated material or satisfactory material and compacted to a density of at least that of the surrounding material.

Provide excavation for drop-outlet structure sufficient to leave at least a 12 inch clearance between the outer structure surfaces and the face of the excavation or support members of sufficient size to permit the placement and removal of forms for the full length and width of structure footings and foundations as shown. Remove loose disintegrated materials and thin strata. When concrete is to be placed in an excavated area, take special

SECTION 35 41 00.01 45 Page 6 care not to disturb the bottom of the excavation. Do not excavate to the final grade level until just before the concrete is to be placed.

3.3.1 Over Excavation

3.3.1.1 Outside Limits of Containment Dike Foundation or Structures

Over excavation outside the limits of the dike foundations or structures are to be backfilled to the grade with similar over excavated material or satisfactory material and compacted to a density of at least that of the surrounding material.

3.3.1.2 Within Limits of Dike Foundation or Structures

Over excavation within the limits of the dike foundations or structures are to be backfilled to grade with satisfactory impervious fill and semi-compacted as specified.

3.3.2 Disposition of Excavated Materials

Satisfactory excavated material is to be incorporated in the appropriate zones of the dike and berm templates. When direct placement is not practicable, satisfactory material from the excavation is to be stockpiled for subsequent use in parts of the work for which it is specified herein or as indicated. Excavated satisfactory material in excess of the quantity necessary to construct embankments are to be stockpiled for future construction work at locations designated by the Contracting Officer.

3.4 UTILITIES

The Contractor is responsible for movement of construction machinery and equipment over pipes and utilities during construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the Contract excavation until approval for backfill is received. Report damage to utility lines immediately to the Contracting Officer.

3.5 BORROW AREAS

Approved borrow areas are to be excavated to the extent necessary to obtain satisfactory materials. The permissible depth(s) in the borrow areas vary based on field conditions during construction. Borrow areas are to be drained continuously and kept dry during excavation. Where possible, unsatisfactory materials in borrow areas are not to be removed. Borrow areas are to be graded to drain after completion of excavation.

Interior stockpile of satisfactory materials located within the placement area is to be utilized as borrow materials if the material is suitable.

3.6 FOUNDATION PREPARATION

3.6.1 Containment Dike

The stripped containment dike foundation areas are to be semi-compacted before placing new fill materials for the containment dike raise and slope repair construction. Sinkholes, cavities and depressions in the stripped

SECTION 35 41 00.01 45 Page 7 foundation areas are to be scarified and filled using satisfactory materials, placed in lifts, and semi-compacted in accordance with this Section.

3.6.2 Training Dike

Stripped training dike foundation areas are to be shaped to provide surfaces that will support the fill prior to placement of new fill materials. Sinkholes, cavities, and depressions in the stripped foundation areas are to be filled and shaped using suitable materials for the construction type as specified in this Section.

3.7 EMBANKMENT CONSTRUCTION

3.7.1 General

Prior to beginning placement of fill materials on the embankment foundations, notify the Government that the foundation is ready to receive fill. No fill is to be placed on the embankment foundation until these areas have been inspected and given final approval. Unless otherwise directed, the embankment is to be maintained at approximately the same elevation regardless of the number of types of materials being placed.

3.7.2 Placement

Before placing material for compacted fill, the foundation surface is to be cleared of existing vegetation and debris. Material not meeting the requirements for fill material as determined by the Contracting Officer is to be removed. After filling depressions and immediately prior to placement of fill, the foundation surface is to be scarified to a depth of 6-inches. Sloping ground surfaces, steeper than 1 Vertical to 6 Horizontal on which fill or backfill is to be placed, are to be stepped or benched to form a proper bond with the existing surface. No fill material is to be placed in water. Soft or unsatisfactory material in the fill area is to be removed as directed before placing the fill.

3.7.2.1 Equipment Traffic

Equipment traffic on a dike zone is to be routed to distribute the compactive effort as much as practicable. Ruts formed in the surface of a layer of spread material are to be filled before that material is compacted. If, in the opinion of the Contracting officer, the compacted surface of a layer of material is too smooth to bond properly with the succeeding layer, the surface is to be loosened by scarifying or other approved methods before material from the succeeding layer is placed.

3.7.2.2 Gradation and Distribution

The gradation and distribution of materials throughout each zone of the containment dike is to be so that the dike will be free from lenses, pockets, streaks, and layers of material differing substantially in texture or gradation from surrounding material of the same class. If lenses, pockets, or layers of materials differing substantially in texture or gradation from surrounding material occur in the spread material, the layer is to be mixed by harrowing or another approved method to blend the materials. During the placing and spreading process, continuously maintain a force of workers adequate to remove roots, debris, and oversize stones from the containment dike materials.

SECTION 35 41 00.01 45 Page 8

3.7.2.3 Uncompacted Random Fill

Uncompacted random fill is to be used for training dike raise or interior berm construction. The location and extent of the fill is to be as shown.

Uncompacted random fill material is to be placed and spread in layers not more than 18-inches in uncompacted thickness, except that within 4-feet of drop-outlet structure, the uncompacted layer thickness is to be reduced to 6-inches. The layers are to be uniformly spread, distributed, and otherwise manipulated during placement to such an extent that individual loads of material deposited on the fill will not remain intact, and large open voids in the fill will be eliminated. Fill layers are not to be placed in a manner which causes shrinkage cracks and open voids from developing in previously placed layers. Layers are to be started full out to the slope stakes and be carried substantially horizontal and parallel to the dike centerline with sufficient crown or slope to provide satisfactory drainage during construction.

3.7.2.4 Semi-Compacted Impervious Fill

Semi-compacted impervious fill is to be used for containment dike raise and slope erosion repair construction. The location and extent of the fill is to be as shown. Semi-compacted impervious fill is not to be placed in water. Fill material is to be placed and spread in layers not more than 12-inches in uncompacted thickness, except that within 4-feet of the drop-outlet structure, the uncompacted layer thickness is to be reduced to 6-inches. Layers are to be started full out to the slope stakes and be carried substantially horizontal and parallel to the dike centerline with sufficient crown or slope to provide satisfactory drainage during construction.

3.7.3 Moisture Control

The materials in each layer of the fill are to contain the amount of moisture, within the limits specified below or as directed, necessary to obtain the required compaction. Uncompacted random fill is to be placed at in-situ moisture content unless the in-situ moisture content is too wet or too dry to construct the required sections to the lines and grades shown;

in which case the fill is to be moisture adjusted as specified below.

Semi-compacted impervious fill is to be placed and compacted at uniform moisture contents that will allow suitable compaction and bond between layers. The moisture content of semi-compacted impervious fill is to be controlled so that hauling, spreading, and compaction equipment can operate on the compacted layers without rutting or pumping of the fill.
